The Provincial Party Standing Committee held a meeting to deploy relief work for people affected by floods.

Faced with the severe damage caused by the exceptionally heavy rain and floods in the province, on the afternoon of November 22, the Provincial Party Standing Committee held an urgent meeting to direct the overall relief work for the people.

According to reports, many localities are being seriously affected; the need for emergency relief in food, clean water, medicine and necessities continues to increase. By the time of the meeting, Hai Phong City had supported the province with 40 billion VND; many organizations and individuals inside and outside the province also actively supported. Ho Chi Minh City, Hai Phong City and other localities are continuing to mobilize large sources of goods to promptly transport to flooded areas.

Directive speech, Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet emphasized the highest principle that everyone must participate, no one should stand aside because of responsibility and conscience to the people . Relief work must ensure the right people - right needs - right time ; priority is given to the elderly, children, pregnant women, people with disabilities, poor households and isolated areas. Party committees and commune and ward authorities are fully responsible for reviewing, distributing and controlling relief resources in the area.

Provincial Party Secretary Luong Nguyen Minh Triet proposed to strengthen the Provincial Mobilization Committee including the Provincial Vietnam Fatherland Front Committee, the Provincial People's Committee and representatives of departments and branches: Finance, Construction, Industry and Trade, Agriculture and Rural Development, the Provincial Military Command, the Provincial Police, organizations, the Red Cross... At the same time, assign the establishment of a relief reception point at the Provincial Party Committee Office 2 to facilitate coordination. Soon issue the Regulations on management, distribution and use of relief reception sources, clearly specifying the level and objects of support; at the same time, issue specific coordination regulations between the Vietnam Fatherland Front and the Provincial People's Committee in distributing goods.

The Provincial Fatherland Front guides localities in handling air cargo resources allocated by the Provincial Mobilization Committee to avoid overlap and ensure consistency. The Provincial People's Committee and the Fatherland Front widely publicize the address, receiving account, and direct relief phone number to each commune and ward; clearly assign tasks from receiving, inventorying, transporting to distributing, monitoring and communicating. Minimize the situation of "everyone doing their own thing", overlapping support in one place but missing out on another.

Agencies and units must apply a tracking book or management software, update public data daily, and clearly define the responsibility for signing and receiving each step. The list of households needing support must be updated regularly; verification and verification must be carried out through an independent team consisting of village chiefs, commune police, the Fatherland Front and mass organizations.

The Provincial Party Secretary suggested mobilizing forces such as the army, youth union members, and students to participate in loading and transporting goods. The distribution method should be flexible, organizing centralized distribution when the weather permits, or delivering to the homes of the disadvantaged. Focusing on emergency support for the Southeast region of the province, while ensuring essentials for kitchens serving people in deeply flooded areas.

The priority list of essential relief includes: rice, clothes, medicine, roofing sheets, hygiene and daily necessities, vegetables; and support for computers, textbooks and school supplies for students at affected schools.

Party committees, authorities, Fatherland Fronts and organizations at all levels must uphold their sense of responsibility, proactively stay close to the grassroots, and not let any flood-affected people suffer from hunger or lack of support; contributing to quickly stabilizing people's lives after natural disasters.

The Provincial Party Standing Committee assigned the Department of Industry and Trade to urgently allocate all reserved goods, and proactively purchase an additional 20 billion VND of essential goods to serve timely distribution to people in flood-affected areas.

The relevant authorities closely monitor market developments, strictly handle sudden price increases, and assign the Market Management force to take action right from the grassroots level.

The spirit is that the West supports the East, mobilizing maximum resources from localities less affected by natural disasters to support districts that are deeply flooded and isolated. The work of preserving, packaging, and dividing goods must be organized scientifically; preparing suitable packaging for convenient transportation and distribution.

Regarding transportation, the province mobilized specialized military vehicles and hired additional vehicles when necessary, ensuring that relief goods reached gathering points and households as quickly as possible. Agencies and units implemented the reporting and synthesis regime fully and promptly according to regulations for the Standing Committee of the Provincial Party Committee to direct uniformly.

Regarding information and propaganda work, the Provincial Party Secretary requested that updates be transparent, concise, and accurate, and that ostentatious, offensive filming or disrespect for the supported people be absolutely avoided. The media needs to focus on reflecting actual needs, helping to orient society to join hands to support correctly and accurately.

Provincial police noted to closely review the form of distribution, preventing the exploitation of relief for personal gain or negative impacts on security.

The province promptly sent thank-you letters to agencies, organizations and individuals who supported people in flood-affected areas, demonstrating the local spirit of respect, transparency and responsibility.
