As of noon on November 22, nearly 120 households, with more than 440 people, were still deeply flooded and completely isolated from the outside world. People were in a state of serious shortage of food and necessities.
Faced with that situation, local authorities and officers and soldiers of Brigade 572 urgently mobilized forces, crossed the river, and crossed many sections of fast-flowing water to bring relief goods to the people.

Together with the army, two volunteer teams, Team Bang Toc and Team SOS Ha Tinh, brought two rubber rescue boats, new clothes, crossed the river, and cut water into the isolated area to support the people.
In particular, understanding the need to charge phone batteries for people to contact (because the power outage had been going on for 5 days and relatives could not be contacted), the volunteer team brought battery storage devices and charging plug systems (mobile charging stations) to the place for the children to share charging. People were very happy to have electricity to charge their phones.
Ms. Truong Thi Kim Thoa, Party cell secretary and head of Phuoc Giang village, said: The water level is more than 3 meters, reaching the roof of the house. This flood is too fierce and prolonged. Before the flood rose, the village evacuated people to high houses, the village cultural house, and bought necessities to hold out for two days. For the past two days, people have been holding out. The local government and new forces have provided food and water. In particular, the Bang Toc and SOS Ha Tinh volunteer teams brought phone charging stations to the place, and people are very happy to have a source of communication with their relatives.

According to Phuoc Giang village Party Secretary Truong Thi Kim Thoa, the coming days will be difficult as people have to clean up after the flood, electricity is still out, wells are flooded, firewood and charcoal are all wet, there is no clean water to drink, so support is needed.
By noon on November 22, the water level in the area separating Phuoc Giang village from the fields was still high. Although the water level was high and the current was strong, causing danger, the army and volunteer teams still used canoes and rubber boats to transport each box of noodles, rice, clean water, bread, clothes and essential necessities to the isolated area. Many sections had to wade through deep floodwaters and whirlpools, and the goods were kept high above the water surface to ensure they were delivered to the people intact.

Mr. Nguyen Hung Son, reporter of International Economic and Law Magazine, representative of the volunteer team Team Bang Toc and SOS Ha Tinh, said, when hearing the news of the heavy flood damage in Dong Dak Lak (formerly Phu Yen ), my friends and I in the volunteer teams immediately mobilized two rubber boats from Nghe An and Ha Tinh to rush in, together with the local support to rescue people in the deep flooded and isolated areas.

When the first portions of food, water, and necessities were delivered, the people of Phuoc Giang were moved to receive them, expressing their gratitude for the soldiers' fearless spirit.
The smiles and tears of joy of people escaping from disaster in difficult times are a great source of encouragement for officers, soldiers and volunteers in their efforts to help people overcome the flood.
