Before January 15th, 2026, which is before the Lunar New Year of the Horse 2026, nearly 1,700 households in the Cap Tien area of Tan Minh commune will have access to clean water supplied by Hai Phong Water Supply Joint Stock Company. It's difficult to describe the joy and excitement of these households after years of waiting to finally have access to clean water that ensures their health.
Mr. Bui The Uy, residing in Quan Bo village (Tan Minh commune), stated that he and other families in the village are using water supplied by the Gia Hung Clean Water Service Cooperative. However, the water quality is not guaranteed; at times, it has a film on the surface and a strange odor. His family has invested in a water filter, but even after two filtration cycles, they only dare to use the water for washing and rinsing. For drinking water, he still relies on rainwater.
In line with the policy of bringing clean water to rural areas, when the local government mobilized social funding to relocate the water supply area, Mr. Uy's household and other families all agreed and strongly supported the project, hoping that it would be expedited so that they could use clean water as soon as possible.
According to Mr. Dinh Van Nhanh, Chairman of the People's Committee of Tan Minh Commune, Tan Minh Commune was established on the basis of the former communes of Cap Tien, Kien Thiet, Doan Lap, and Tan Minh in Tien Lang District on July 1, 2025. There are five small water treatment plants in the commune. However, these plants currently do not meet the required capacity or quality standards. In line with the city's policy of bringing clean water to rural areas, Tan Minh Commune is actively implementing a process to transfer water supply areas from the small water treatment plants to a unit with sufficient capacity to provide standard-quality water for the people. To date, the Cap Tien area, supplied by Gia Hung Clean Water Service Cooperative, has completed the transfer of its water supply area to Hai Phong Water Supply Joint Stock Company.
From October 10, 2025, Hai Phong Water Supply Joint Stock Company will invest over 30 billion VND to implement a project to install a clean water supply pipeline system in the Cap Tien area. The company is investing in 37.5 km of main pipeline and the entire service pipeline network. Currently, the project is progressing ahead of schedule and is expected to complete water supply to the people one month earlier than planned.

Similar to the people of Cap Tien (Tan Minh commune), thanks to the efforts and active involvement of the local Party committee, government, and especially the Hai Phong Water Supply Joint Stock Company, the people of Dong Phuong (Kien Minh commune) and Ngu Phuc (Nghi Duong commune) have previously benefited from and used clean water that meets standards, no longer worrying about the quality of their drinking water. "Clean water in the commune" is a long-awaited dream for people in many communes across the city, especially in remote areas. Besides objective difficulties, the biggest obstacle currently is persuading owners of small water treatment plants to liquidate and transfer their facilities, handing over the water supply area to a new, capable unit.
Investing in expanding the water supply area.
Access to clean water is a legitimate need of the people. In light of this, and in accordance with Resolution 15 of the Standing Committee of the Hai Phong City Party Committee on solutions to ensure clean water supply in rural areas, the Party committees, local authorities, and clean water supply units are making efforts to implement various solutions to overcome obstacles and bring clean water to the people as soon as possible.
As the city's main provider of clean water, in recent years, Hai Phong Water Supply Joint Stock Company has actively coordinated with local Party committees and authorities to resolve obstacles, improve production capacity, enhance service quality, and expand the water supply coverage, especially in suburban and island areas, as assigned by the city. In the past five years, the company has implemented many important water supply projects, bringing clean water to people in remote suburban areas such as: constructing a D400 pipeline to supply water to the western area of the former Tien Lang district along district road 25 and provincial road 354; a D400 pipeline along provincial road 354 from Minh Duc bridge to Doan Lap intersection... supplying water to industrial zones and clusters in the former Tien Lang district; the water supply project for Ngu Phuc and Dong Phuong communes (former Kien Thuy district); and the water supply project for the Cap Tien area in Tan Minh commune…
In the western region, Hai Duong Clean Water Business Joint Stock Company is implementing several projects to upgrade water supply points and transmission pipelines with a total investment of approximately 30 billion VND, expected to be completed this year. These include increasing the capacity of the booster pump station in the Ghe Bridge area from 20,000 m³/day to 35,000 m³/day; and constructing a new 800-meter-long D560 diameter clean water transmission pipeline from Ghe Bridge to Phuc Dien Industrial Park… This investment will improve the capacity and quality of service, meeting the increasing demand for clean water from residents and businesses.

With the decisive involvement of local authorities and the support of key water supply units in the city, the challenge of bringing clean water to communes, especially those in remote and disadvantaged areas, will be gradually resolved. This will contribute to the completion and improvement of criteria for building model new rural areas and enhance the quality of life for people in suburban areas.
