Directive No. 17/CT-TTg clearly states that by the end of 2026, all citizens will receive free periodic health check-ups or screenings and will have an electronic health record created for them.

The Prime Minister has issued Directive No. 17/CT-TTg on organizing free periodic health check-ups or screenings for people nationwide.

In order to improve the quality of healthcare for the people and gradually shift from "treating diseases" to "preventing diseases," on May 6, 2026, the Deputy Prime Minister signed Directive No. 17/CT-TTg of the Prime Minister on organizing free periodic health check-ups or screenings for people nationwide.

To ensure the synchronized and effective implementation of free annual health check-ups or screenings for citizens nationwide, starting in 2026, the Prime Minister requests ministries, sectors, and localities to urgently lead and direct the implementation of tasks related to free annual health check-ups or screenings as stipulated in Resolution No. 72-NQ/TW. Simultaneously, strengthen information dissemination, communication, and mobilization efforts to raise awareness among the public, communities, and society as a whole regarding regular health check-ups or screenings for early disease detection, contributing to behavioral changes and fostering proactive habits of citizens in seeking regular health check-ups and screenings. The goal is to ensure that by the end of 2026, all citizens receive free annual health check-ups or screenings and are provided with electronic health records.

Instructing medical facilities to create and manage electronic health records; ensuring data connectivity and integration with the VNeID application; and developing data standards for managing and sharing health examination information with the social insurance database.

In addition, it is necessary to continue strengthening the capacity of the primary healthcare system and preventive medicine; ensuring human resources, equipment, medicines, chemicals, and enhancing professional training for healthcare staff involved in implementation.

Organize and coordinate with medical facilities to conduct free periodic health check-ups for students and trainees as prescribed; complete by June 2026 to organize implementation at the beginning of the 2026-2027 academic year.

The People's Committees of provinces and cities shall develop plans and direct, guide, and coordinate the implementation of free periodic health check-ups and screenings for people in their areas according to target groups, with particular attention and priority given to people with meritorious service, the elderly, people with disabilities, people from poor and near-poor households, people with chronic diseases, people living in ethnic minority and mountainous areas, areas with difficult and extremely difficult socio-economic conditions, border areas, and islands... in accordance with the guidance of the Ministry of Health to ensure the set objectives are achieved.

Combine examinations at commune-level health stations and medical facilities with organizing mobile examination campaigns in communities, residential areas, remote areas, disadvantaged areas, particularly difficult areas, border regions, and islands.

Ministries, ministerial-level agencies, other central agencies, organizations, enterprises, and employers shall plan and organize the implementation of periodic health check-ups or free screening for employees annually in accordance with the law on occupational safety and health.

Simultaneously, promote and encourage union members and workers to participate in regular health check-ups or free screenings. Strengthen inspection and supervision of health check-ups and occupational disease examinations; promptly detect and recommend strict handling of violations, ensuring the health care rights of workers, especially those in industrial zones, export processing zones, and groups of workers at high risk of occupational diseases.
