The two leaders assessed that bilateral relations have been continuously expanded and strengthened, especially in trade, investment, energy, education, labor and development assistance, making Kuwait a leading trade partner, an important investment and development partner of Vietnam in the Middle East region.
Facing a new stage of development, with new potential and mindset, in an atmosphere of sincerity, trust and mutual understanding, the two Prime Ministers agreed to upgrade the bilateral relationship to a Strategic Partnership and had in-depth discussions on bilateral, regional and international relations, agreeing on many major orientations to develop the Vietnam-Kuwait relationship more strongly, comprehensively and sustainably in the coming time.
Believing that with its increasingly enhanced position in the international arena, Vietnam will continue to play an active role in promoting peace, cooperation and development in the Asia-Pacific region and the world. The two sides still have much room and potential to promote cooperation, especially on the basis of the recently upgraded Strategic Partnership framework. Welcoming investment opportunities in Vietnam, we suggest that the two sides soon sign an air transport agreement and study the opening of direct flights between the two countries. Kuwait will promote research and investment in building an agricultural production factory in Vietnam for export to the Kuwaiti market and other countries in the region.

Vietnam always attaches importance to the friendship and multifaceted cooperation with Kuwait, the first country in the Middle East to establish diplomatic relations with Vietnam since 1976. I hope the Algerian National Assembly will soon ratify the agreements and support the expansion of oil exploitation and processing projects. Regarding maritime and ocean issues, including the East Sea, we request that Algeria support ASEAN's common stance in peacefully resolving disputes, respecting the interests of coastal countries in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

One of the meaningful activities taking place within the framework of the visit was that Prime Minister Pham Minh Chinh, his wife and the high-ranking Vietnamese delegation laid a wreath at the Algerian Martyrs' Monument, visited the Algerian National Museum of Veterans and attended the launching ceremony of the book "Dien Bien Phu" in Arabic.
The Martyrs' Monument, known in Arabic as Maqam Echahid, is the national monument of the People's Democratic Republic of Algeria, located on El Hamma Hill overlooking the capital city of Algiers. The monument was inaugurated in 1982 on the occasion of the 20th anniversary of Algeria's Independence Day (1962-1982) to honor the sons who sacrificed their lives for the freedom of their country.

At the National Museum of Veterans, one of Algeria's leading cultural and historical museums, it is noteworthy that in a prominent position is placed a list of the first countries to recognize the revolutionary government in Algeria, including Vietnam; at the same time, there are many artifacts and documents introducing Vietnam, especially Vietnam's struggle for national independence and Vietnam-Algeria relations.
Visiting the Museum, Prime Minister Pham Minh Chinh said that although Algeria and Vietnam are geographically far apart, they have many similarities, especially in the process of fighting for and protecting national independence; the two countries are united, have a long-standing friendly relationship and tradition. Also at the Algerian National Veterans Museum, Prime Minister Pham Minh Chinh attended the launching ceremony of the book “Dien Bien Phu” in Arabic. The book “Dien Bien Phu” by General Vo Nguyen Giap has been published many times and with each publication, the General has supplemented, edited and perfected it. The book was reprinted in 2024 and is now published in Arabic.
During his official visit to the Republic of Algeria, Prime Minister Pham Minh Chinh worked with a number of Ministers, leaders of economic groups and organizations of Algeria to concretize the framework of the Vietnam-Algeria Strategic Partnership that the two sides have just agreed to upgrade.
Receiving Algerian Minister of Energy and Mines Mohamed Arkab, the Prime Minister welcomed the effective implementation of the oil exploitation project by the Vietnam National Industry and Energy Group (PVN) and the Algerian National Oil and Gas Group (SONATRACH). The Prime Minister requested that together with the Intergovernmental Committee, the two sides establish working groups, cooperation mechanisms and joint ventures to invest in Algeria, focusing on the fields and projects as directed by the two Prime Ministers. Within the framework of his working trip to attend the G20 Summit and bilateral activities in South Africa, in Johannesburg, Prime Minister Pham Minh Chinh met with South African President Cyril Ramaphosa.

After officially announcing the upgrading of Vietnam-South Africa relations to a Strategic Partnership, the two leaders agreed to assign the competent agencies of the two countries to promptly develop an Action Plan to implement the newly established framework of relations, concretizing the content of the Joint Statement on the establishment of the Strategic Partnership, in order to create a breakthrough and turn the Vietnam-South Africa relationship into a model of cooperation between southern countries.
The two sides also affirmed their commitment to further promote economic, trade and investment cooperation, considering this the focus of cooperation between the two countries, promptly negotiating an agreement and immediately establishing a working group on promoting market opening for goods and products of each side, striving to soon increase bilateral trade turnover to 4-5 billion USD in the next 2 to 3 years.

Để bảo đảm quản trị toàn cầu linh hoạt, hiệu quả, tạo hệ sinh thái cho phát triển mạnh mẽ trong kỷ nguyên chuyển đổi số, chuyển đổi xanh, G20 cùng các cơ chế đa phương cần tăng cường đối thoại, xây dựng khuôn khổ quản trị toàn cầu hài hòa giữa kinh tế, xã hội và môi trường, giữa hiện tại và tương lai, cân bằng lợi ích giữa các nền kinh tế; thúc đẩy hợp tác về trí tuệ nhân tạo, biến đổi khí hậu, phòng chống thiên tai, dịch bệnh…
Nhân dịp dự Hội nghị Thượng đỉnh G20, Thủ tướng Chính phủ Phạm Minh Chính đã có các cuộc gặp, tiếp xúc với lãnh đạo các nước và các tổ chức quốc tế để trao đổi, thúc đẩy hợp tác song phương và chia sẻ các vấn quốc tế cùng quan tâm.
Trong các chuyến thăm chính thức tới Kuwait, Algeria, tham dự Hội nghị Thượng đỉnh Nhóm các nền kinh tế phát triển và mới nổi hàng đầu thế giới (G20) và hoạt động song phương tại Nam Phi, Thủ tướng Chính phủ Phạm Minh Chính cùng Phu nhân Lê Thị Bích Trân, cùng Đoàn đại biểu cấp cao Việt Nam đã có các cuộc gặp gỡ cán bộ, nhân viên Đại sứ quán và cộng đồng người Việt Nam tại ba nước.

Tại các cuộc gặp, ghi nhận và biểu dương những đóng góp quan trọng của cộng đồng người Việt Nam ở nước ngoài nói chung và ở Kuwait, Algeria, Nam Phi nói riêng, với những thành tựu chung của đất nước, Thủ tướng nêu rõ, Đảng và Nhà nước ta luôn quan tâm đến cho đồng bào ta ở nước ngoài, xác định cộng đồng người Việt Nam ở nước ngoài là một bộ phận không tách rời của dân tộc Việt Nam.
Thủ tướng nhấn mạnh, các chủ trương, chính sách của Đảng và Nhà nước đã được cụ thể hóa triển khai trong việc chăm lo cho cộng đồng người Việt Nam ở nước ngoài, Thủ tướng mong cộng đồng người Việt ngày càng phát triển, luôn đoàn kết, giữ gìn bản sắc văn hóa, ngôn ngữ tiếng Việt, phát huy vai trò cầu nối giữa Việt Nam và Kuwait, Algeria, Nam Phi.
