The General Secretary inspected the implementation of two projects: the traffic route to Hon Khoai Island and the Hon Khoai Dual-Use Port. The projects, implemented by the Navy and the 12th Army Corps, were started on August 19, 2025.
Speaking at the meeting, General Secretary To Lam expressed his joy when many construction items ensured progress such as CDM D1200 test pile drilling completed 100%, PHC D800 test pile of the approach bridge completed 100%, the number of items that have not been completed yet are being urgently implemented Geotube reaching 66% progress, PHC D900 pile of the main bridge has only reached 11%. Units that are piloting CDM/PHC piles and preparing for mass construction need to urgently increase equipment, human resources, spirit, and the highest progress. Strive to complete PHC D900 test piles, deploy CDM/PHC piles on a large scale, complete Geotube dike layers 1 and 2, and pump sand for leveling. Engineer Brigade 249 cleared 70% of bombs and mines, and continue to strengthen the completion of items. CMB Company mobilized more personnel and fishing boats to complete the remaining 30/107 exploratory drills.


The General Secretary emphasized that with its advantages and potentials, Ca Mau has been clearly analyzed, holding a strategic position for sustainable development, linked to national defense and security, being the southernmost and southwestmost protection line and the center of the country's marine and island ecological economy. Ca Mau owns a large area of up to 7,942 km2, a coastline of 310 km, a sea area of 120,000 km2, and a population of about 2.6 million people. Hon Khoai island cluster is still in its natural state, holding an outpost position, guarding the mouth of the Gulf of Thailand near the international shipping route, and is the center of the ASEAN sea. We are building a dual-use port and Khai Long - Hon Khoai sea bridge to create a foundation for logistics development towards the southwest sea of the Fatherland. Hon Khoai island cluster also has tourism potential; it is possible to upgrade the helicopter landing pad, develop the Hon Khoai - Hon Sao cable car to attract tourists to visit the sea and other services. The inland area (near the shore) is favorable for wind power development. The General Secretary expressed his joy that there are businesses investing and continuing to explore and invest... The Party, government and people of Ca Mau still have many great ambitions that are gradually becoming clear on the path to conquering their potential and advantages.

Ca Mau province recommends that high tides and rising sea levels are causing rapid erosion into the sea and river banks, causing loss of land and forests, greatly affecting life and production. It is recommended that the Central Government support anti-erosion embankments combined with sea encroachment to form coastal roads to attract businesses and invest in eco-tourism associated with afforestation. Two favorable areas for implementation: Ca Mau Cape (Rach Goc-Dat Mui) and Nha Mat (Hiep Thanh ward).
Two recommendations for the Government to support investment resources in transport infrastructure to complete infrastructure and expand development space include: Fast connection axis between the two old administrative centers, upgrading National Highway 1, National Highway 63, Ho Chi Minh Road, Ha Tien-Rach Gia-Bac Lieu Expressway; approving the project to prevent landslides until 2050 and building Ganh Hao tidal sluice to protect production and stabilize people's lives.





The General Secretary requested that central ministries, branches and the Government seriously absorb and coordinate with localities to review and promptly remove obstacles for early implementation in the coming time.
The General Secretary requested that in the coming time, all forces at the construction site must thoroughly grasp the highest spirit: Hon Khoai is a national strategic focus; the seaport and the sea-crossing bridge not only serve the people's lives and economy but also serve as a pillar of national defense and security in the southernmost part of the Fatherland. Therefore, the progress here is not the progress of a project but also the progress of people's trust, State prestige and responsibility for the country's future. Not an hour late, not a step back, not letting any link delay the progress.
According to the General Secretary, we need to consistently make a sacred commitment to this land. Hon Khoai is not just a project, it is a national oath, a step forward for an aspirational and self-reliant Vietnam. The immediate task is a big one, the time is urgent, the conditions are harsh, but the Vietnamese spirit has never yielded. Difficulties are just a test of storms, only the will is the strength and decision. The General Secretary emphasized: All of our officers and soldiers must promote the strength and spirit of Uncle Ho's soldiers, determined to complete the set plan. Do it quickly but not carelessly, do it with difficulty but not discouraged. Do less and do it correctly, do more and do it correctly. Hon Khoai is calling us to move forward. Officers, soldiers and workers on the island should keep this in mind: Every working hour is an inch of sovereignty. Every bridge span, every sea pier is a bright mark of the Fatherland. Do not falter in hardship; do not slow down in storms. No matter how difficult it is, we must do it. Because we are building not just a seaport but a position for the country on the ocean. We are not just opening up islands but paving the way for Vietnam's future.


The General Secretary reminded the Army units that they absolutely must not neglect the defense task along with infrastructure construction. All forces must maintain the highest state of combat readiness, ensure construction site security, force safety and proactively control all situations at sea. Hon Khoai is a strategic position, just one minute of negligence can be exchanged for many years of effort. Therefore, while constructing quickly, they must maintain discipline, maintain safety, and ensure that all activities are under the control of the defense and security forces. This is an order that cannot be deviated from.
In the coming time, the workload will be more demanding, and the progress will be higher. The General Secretary hopes that the provincial leaders will be present at the scene regularly, assigning timely leadership to encourage the spirit and ensure material conditions for the cadres, soldiers, engineers and workers. Each trip to the island, each visit, each timely support will add strength for the brothers to stick together to overcome the sun, wind, big waves, and maintain the construction pace. Spirit and material must go together, taking good care of the forces on the island means taking care of the progress, quality of the project and security at the front line of the Fatherland.
The General Secretary hopes that cadres, soldiers, the Party Committee, the government of Ca Mau province and the team of cadres, engineers and workers will promote the spirit: "No matter how heavy the task is, we are determined to complete it on time". The General Secretary emphasized: Let's build the port faster than the waves, build bridges stronger than rocks, open the way to the sea with the steel will of the Vietnamese people, so that tomorrow when the Fatherland looks to the South Pole, when history calls the name Hon Khoai, we will see a Hon Khoai rising - a Vietnam reaching its height, so that we can stand up and say to the Fatherland: "We have contributed to building the "Southernmost Sea Island Town" - a new symbol of Vietnam's will. "Full strength - full heart - complete to the end".
