
According to the report of Quang Ninh province on the implementation of EC recommendations on combating IUU fishing, as of November 21, 2025, the province has 4,093 fishing vessels of 6 m or more registered and 100% of data updated on the Vnfishbase system; the rate of fishing vessels granted fishing licenses is 100%; the rate of valid registration is 99.6%; organizing sea transfers for 100% of individuals in the area; carrying out procedures for 1,251 fishing vessels/3,444 fishing vessels arriving and departing via the eCDT system, monitoring 3,342 tons of aquatic products of all kinds unloaded through the port; detecting and handling 540 IUU violations; by 2025, Quang Ninh province will have no fishing vessels violating foreign waters...
The province continues to promote propaganda to raise awareness among people and fishermen about legal documents of the Central and the province on combating IUU fishing; strengthen the implementation of solutions on effective and sustainable fisheries development, preventing and combating IUU fishing in accordance with the actual conditions of the province and the recommendations of the EC.

At the working session, the province proposed to the working delegation of the Ministry of Agriculture and Environment to soon issue regulations and standards on VMS connection equipment on fishing vessels; to soon advise the Government to issue a mechanism to attract capital from enterprises to invest in fishing logistics services at storm shelters that have been invested by the State, to meet the conditions for declaring fishing ports according to the provisions of the Law on Fisheries, serving the work of tracing the origin of aquatic products.
After listening to the report of Quang Ninh province, the representative of the working group of the Ministry of Agriculture and Environment highly appreciated the results that Quang Ninh province has implemented and achieved in IUU prevention activities. At the same time, he requested Quang Ninh province to continue to pay attention to and strictly implement IUU prevention regulations on the following contents: Control of fishing vessels entering and leaving ports; the volume of aquatic products arriving at ports; access to basic data and issuance of fishing licenses, control of disconnected vessels; maintain management of the number of vessels lying on shore, not fishing, not qualified for fishing; research on interconnection and synchronization between fishing vessel management software; strictly manage the list of vessels that have lost VMS connection for a long time.

Speaking at the working session, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, accepted the opinions of the working delegation. At the same time, he affirmed that Quang Ninh province continues to focus on overcoming existing limitations to effectively implement the work of preventing and combating IUU. In particular, continuing to grasp the locality, promptly detecting early and from a distance, resolutely overcoming and handling fishing vessels that violate the law, or are at risk of violating IUU fishing; controlling and clearly understanding the anchorage location of each fishing vessel that is not qualified to participate in fishing activities in the locality (not registered, not inspected, not licensed, not marked, not equipped with VMS equipment...) to ensure synchronization of data and information from the locality to departments and branches; promptly applying professional measures to promptly prevent and handle fishermen and fishing vessels that show signs of IUU violations from shore and at sea; resolutely and strictly handling violations of the law in fishing; continue to lease sea areas for aquaculture, promote the conversion of fisheries...
