
On November 20, the national power system continued to operate safely and stably. Consumption demand remained low with an average output of about 840 million kWh/day, with a maximum capacity of 45,734 MW at 5:50 p.m. The mobilization structure included: hydropower 44% with 367 million kWh; coal-fired thermal power 32% with 271 million kWh; gas turbines 8%; wind power 11%; solar power 3%; rooftop solar power 1%; biomass and other sources accounted for the remainder.
Prolonged heavy rains caused 85 out of 122 hydropower reservoirs to discharge water as of November 21, down 8 from the previous day. The total discharge capacity is about 14,000 MW out of the total 19,600 MW of hydropower capacity in the entire system. In the Central region, the water flow to the reservoirs has decreased compared to the flood peak on November 19 but is still high, continuing to put pressure on system operation and power supply.
The National Electricity System and Market Operation Company Limited said that the Dispatch Centers and power companies are closely coordinating and following the field to urgently handle the incidents. As of 3:00 p.m. on November 21, the restored capacity/total power outage load capacity was 228.2/451.6 MW (about 50%).
The recovery situation by unit includes: Quang Tri Power Company has fully restored 1.5/1.5 MW; Thua Thien Hue Power Company has fully restored 100% with 11/11 MW; Quang Ngai Power Company has completely restored 12.7/12.7 MW; Gia Lai Power Company has handled 78.8/108.1 MW in Tuy Phuoc, An Nhon, Quy Nhon, Phuoc Son and Van Canh areas; Dak Lak Power Company has restored 49/164.5 MW in Song Cau, Tuy An, Dong Xuan, Phu Hoa and Tuy Hoa 2; Khanh Hoa Power Joint Stock Company has restored 18.1/92 MW in Nha Trang, Dien Khanh and Tay Nha Trang; Khanh Hoa - Ninh Thuan Power Company (old) has restored 44.39/48.79 MW in Ninh Quy and Thap Cham.
There are still some incidents that are being urgently handled, including two 110 kV transformer stations that have lost power (T110 Song Cau 2 under Dak Lak Power Company and T110 Dien Khanh under Khanh Hoa Power Joint Stock Company). Three power plants are unavailable including Xuan Tho 1 Solar Power, Song Giang 2 Hydropower and Son Giang Hydropower. In addition, there are 9 110 kV lines that must be separated from operation to ensure safety.
Implementing the Prime Minister's Official Dispatch No. 223/CD-TTg and the Ministry of Industry and Trade 's Official Dispatch No. 9161/CD-BCT on emergency response in Khanh Hoa, Dak Lak and Gia Lai, NSMO and related units are deploying many synchronous solutions: flexibly operating reservoirs, ensuring construction safety; prioritizing incident handling to quickly restore power supply; at the same time closely monitoring weather developments to adjust appropriate operating methods, ensuring stable power supply.
NSMO said that operational forces at all levels are still on duty 24/7, continuously updating flood developments and ready to deploy response measures, ensuring safe and continuous power supply to localities in affected areas and to the national power system.
