
The city is reviewing and developing policies to attract and utilize talents and high-quality human resources for the period up to 2030, with a vision to 2050. This is considered a step to inherit and at the same time perfect policies, thereby building a team of cadres and human resources to meet the requirements of stronger development in the new period.
Inheriting superior policies
Before the merger, the former Hai Duong province and Hai Phong city both implemented many policies to attract and develop high-quality human resources.
Since 2007, Hai Phong has implemented a project to train 100 masters and doctors abroad. Then in 2008, it launched project 165 on training and fostering cadres in many countries. Through this, the city has 121 cadres trained, helping to broaden their vision, improve their awareness, leadership, management skills and international integration.
In 2009, Hai Phong issued a policy to create a source of key cadres for communes, wards and towns with 157 trainees, of whom 18 were appointed or recommended to run for key positions at the grassroots level. In 2018, the city continued to issue two important policies: attracting and creating a source of cadres from excellent graduates and young scientists ; recruiting leaders and managers at the department and division levels.
From there, the city recruited 37 excellent graduates and organized exams for 10 leadership and management positions (1 position under the management of the City Party Committee and 9 positions at the department level of districts, departments and branches).
By 2023, Hai Phong will continue to have special policies to support and reward human resources in the health sector; attract highly qualified lecturers for Hai Phong University...
The former Hai Duong province also had a similar policy in 2019, focusing on attracting high-quality human resources, supporting postgraduate training, and awarding academic titles and degrees.
The representative of the city's Department of Home Affairs said that previous policies have contributed significantly to the city's high-quality human resources. The staff, civil servants and public employees have constantly improved their qualifications, promoted their capacity, and aspired to contribute and make practical contributions to the socio-economic development.
However, to meet the development requirements for the 2025 - 2030 period, with a vision to 2050, the City People's Committee is completing a new policy draft with many breakthroughs.
More outstanding policies
According to the draft policy of the City People's Committee, high-quality human resources are students, master's degree holders, resident doctors, specialists, pharmacists, experts, scientists, and highly qualified managers with outstanding capacity and practical experience.

Hai Phong plans to use policies to support tuition fees, living expenses, one-time support, salary and income support as well as housing and living expenses to attract high-quality human resources. Provide 100% of tuition fees and living expenses for students who win national and international prizes if they commit to graduating with honors and working in the city. Provide scholarships and support all living expenses for excellent graduates who continue their postgraduate studies and commit to returning to work in their field.
The city plans to provide one-time support to those attracted, after being accepted and committing to work for at least 5 years. Specifically, for excellent graduates, 150 million VND; masters, specialist doctors 1 and equivalent 200 million VND; doctors, specialist doctors 2 and equivalent 300 million VND; those with associate professor titles 400 million VND, those with professor titles 500 million VND.
Regarding salary and income policies, excellent graduates receive 1.5 times the regional minimum wage; masters receive 2 times the regional minimum wage; doctors receive 3 times the regional minimum wage. Associate professors and equivalent or higher receive 4 times the regional minimum wage.
People with outstanding capacity and practical experience working in other fields, regions and areas working at agencies and units in the city will receive twice the regional minimum wage.
Experts and scientists recruited by assignment or order, depending on the nature of the work and the duration of the assignment, can receive income support up to 5 times the regional minimum wage. In addition, high-quality human resources are also supported with an additional 50% - 100% of their income based on the results of annual assessment and classification.
For experts and scientists ordered by the city to carry out projects, proposals, technical solutions or cultural and artistic works, the guaranteed income is 30 - 100 million VND/month depending on the contract.
The city also provides housing support, creating conditions for people with housing difficulties to buy social housing. High-quality human resources are sent for advanced training, master's degree holders receive 150 million VND; doctoral holders receive 300 million VND. The support is received after completing the training program and committing to work for at least 5 years.
Officials, civil servants and public employees with effective technical initiatives and solutions that are widely applied will be rewarded 20% of the value of the benefit, up to a maximum of 500 million VND for each initiative...
According to Dr. Dinh Thi Dieu Hang, Chairman of the Board of Hai Duong Medical Technical University, the policy of attracting talents is extremely necessary, especially in the current period, because many people are tending to leave the public sector for the private sector, most of them in the medical field. Therefore, the financial support policy and attractive remuneration will attract and create conditions for high-quality human resources to feel secure in contributing, studying and sticking with.
Reviewing, researching, and building policies to attract and utilize talents and high-quality human resources of Hai Phong is considered a strong and synchronous step. From there, it contributes to creating momentum for Hai Phong city to develop rapidly and integrate deeply, gradually realizing the goal of becoming an important growth pole of the region and the whole country.
