Mr. Vu Van Dung said: “In my position as Party Cell Secretary and Head of Hoang Hoa Tham Ward, I have noticed that the traffic situation in residential areas always has potential risks of insecurity, due to the densely populated area, many interconnected roads, and rapid increase in vehicles. In particular, the awareness of a part of the population is still limited, the habit of encroaching on the roadway, stopping and parking arbitrarily, or driving without paying attention still occurs. These things have always made me worry and think about how to make each household understand the law, follow the law and voluntarily form a civilized lifestyle in participating in traffic. That is why for many years now, I have maintained regular propaganda and reminded people to comply with traffic safety regulations.”

Instead of choosing a formal propaganda approach, Mr. Dung started from the smallest things, from each household, each residential group, each self-management meeting. Mr. Dung persistently explained to the people about basic regulations such as: standard helmets, no driving after consuming alcohol, obeying traffic lights and traffic flow... Whenever there is a new document from the State or locality on ensuring traffic order, Mr. Dung immediately updated it in meetings, using familiar language so that everyone can easily understand and remember it for a long time. Thanks to his frankness, sincerity and appropriate expression for each age group and profession, dry legal content through his communication became more accessible to the people.
What makes Mr. Dung's propaganda work effective is his constant and independent accompaniment. In addition to regular Party cell meetings, Mr. Dung also takes time to survey each route, intersection, or crowded area to grasp issues that can cause insecurity. When he sees people parking their vehicles in the way, he gently reminds them. When he sees young people gathering to ride their motorbikes with their exhausts revved, or not wearing helmets, he approaches them directly, explains the consequences, and incorporates real-life stories so that they can clearly see the harm. With businesses that show signs of encroaching on the sidewalk, he does not immediately criticize, but chooses to discuss and analyze so that people can see that maintaining order is not only for the law, but also for the safety and benefit of their own families.
From small changes, Hoang Hoa Tham area gradually formed an orderly and synchronous traffic lifestyle. People's awareness increased significantly. Wearing helmets when participating in traffic by motorbike has become a mandatory habit. The situation of encroachment on sidewalks and roads has decreased sharply. Families with school-age children proactively remind their children to obey the regulations, not to speed or overtake recklessly. The number of traffic collisions in the area has decreased significantly every year, for many years in a row there have been no serious accidents in the area.
Lieutenant Colonel Vu Thi Le Ha, Chief of Mao Khe Ward Police, said: Mr. Dung's role is also reflected in linking the dissemination of the Law on Order and Road Traffic Safety with movements to build cultural life and build model residential areas. Residential groups in the area have been encouraged to maintain the operation of the "Security Camera" model, supporting the detection of traffic violations. Many of Mr. Dung's initiatives have been highly appreciated and replicated by Mao Khe Ward, contributing to reducing traffic accidents in the area.
Not only does he promote direct propaganda, Mr. Dung also promotes the role of social networks and grassroots loudspeaker systems. He builds a common information group on social networks to promptly update traffic-related situations in the area, from warnings of dangers, traffic jams, to reminders of violations. This new approach helps people access information quickly, proactively prevent and voluntarily adjust their behavior when participating in traffic.
In meetings, Mr. Dung often said that compliance with the Law on Road Traffic Safety and Order not only helps maintain urban order, but also protects the safety of each person and their loved ones. Mr. Dung's perseverance and persistence over many years has created clear and widespread effects in the community. Many households consider Mr. Dung as a "fire-bearer" in building traffic culture, children see him as a friendly role model, and the elderly trust his dedication in all work.

Those tireless efforts have contributed significantly to helping Mao Khe ward maintain stable results in traffic order and safety, being evaluated as one of the localities that has done a good job of mobilizing, not allowing hot spots to arise. For Mr. Dung, the greatest achievement is not the achievement, but seeing the residential area become more peaceful, people travel more conveniently and safely.
The image of Party Cell Secretary and Head of Hoang Hoa Tham Ward Vu Van Dung, who is attached to each street and persistently encourages each household to comply with the Law on Road Order and Traffic Safety, has become a beautiful symbol of the sense of responsibility and dedication of grassroots cadres. The work still has many difficulties, but Mr. Dung always maintains the viewpoint that as long as he does the right thing, does enough, and does it with all his heart, the people will respond wholeheartedly. And that is what helps Hoang Hoa Tham Ward continue to maintain peace and civilization in each street and house.
