Quang Ninh achieves breakthrough in domestic revenue collection.

As of the end of October 2025, Quang Ninh province's state budget revenue reached VND 69,117 billion, equivalent to 125% of the central government's target, 121% of the provincial government's target, and a 57% increase compared to the same period in 2024. Of this, domestic revenue reached VND 55,257 billion, equivalent to 147% of the central government's target, 140% of the provincial government's target, and a 92% increase compared to the same period. This result affirms the province's effective financial and budgetary management capacity and demonstrates the strong resilience of the local economy amidst general difficulties.

A highlight of the province is that domestic revenue not only increased in absolute terms but also demonstrated sustainability, with core revenue from production and business activities reaching high levels. Even after excluding unsustainable items from land and minerals, domestic revenue still reached VND 14,234 billion, equivalent to 97% of the projected amount, a 26% increase compared to the same period in 2024.

Mr. Ha Van Truong, Head of the Quang Ninh Provincial Tax Department, stated: "The strong increase in domestic revenue shows that the province's economy is recovering and developing very positively. The department has focused on nurturing revenue sources, supporting businesses, reforming administrative procedures, and expanding electronic invoices… As a result, revenue from production and business has maintained a stable and sustainable growth rate."

Of the 16 main revenue items, 15 met or exceeded targets, including revenue from central state-owned enterprises, FDI enterprises, and the non-state sector. Only the environmental protection tax did not meet the target due to exemption policies. A highlight of domestic revenue in 2025 is the significant increase in land use fees compared to recent years, reaching VND 22,351 billion, equivalent to 406% of the projected amount. This is a key highlight in Quang Ninh 's financial management in 2025.

Many key projects generate significant domestic revenue for the budget, such as: Ha Long Green (15,786 billion VND); Ocean Park (2,904 billion VND); Dong Trieu Hydropower Plant (100 billion VND), along with numerous smaller, scattered, resettlement, and land-use conversion projects contributing an additional 3,561 billion VND.

According to the Department of Finance's assessment, the sharp increase in land use fee revenue not only creates resources for development investment expenditures, but also reflects the attractiveness of the investment environment, the real estate market, and the restoration of confidence of strategic investors in Quang Ninh.

Quang Ninh's tax and fee revenue for the first 10 months of 2025 also reached VND 32,906 billion, equivalent to 103% of the central government's target and 97% of the provincial target, making a significant contribution to ensuring a regular revenue source for the budget. This breakthrough in domestic revenue stems from efforts to restore production and business, especially in the service sector, processing and manufacturing industries, import and export, and tourism.

Mr. Nguyen Van Nhan, General Director of Amata Ha Long Urban Development Joint Stock Company, shared: "This year, the economy has experienced many fluctuations, but Quang Ninh has effectively supported and resolved difficulties for investors, businesses, and households. Tax and customs procedures are faster and more transparent, helping businesses save a lot of time and costs. The activities of the business community have grown significantly, and tax obligations to the State have increased accordingly."

Tax officials and civil servants in the province are studying measures to boost revenue in the remaining months of the year.

For the remainder of the year, Quang Ninh province is expected to maintain its commitment to high revenue collection, striving to achieve an estimated domestic revenue of 9,109 billion VND. This will bring the total for 2025 to 64,366 billion VND, equivalent to 175% of the central government's target, 167% of the provincial government's target, and an 86% increase compared to 2024. Of this, land use fees are projected to reach 26,460 billion VND, nearly five times the target; and taxes and fees are expected to reach 37,906 billion VND, a 19% increase compared to 2024. Including both domestic and import/export revenue, the total state budget revenue of Quang Ninh province in 2025 is projected to exceed 82,000 billion VND.   This is a well-deserved result for Quang Ninh's persistent pursuit of growth targets over the years, demonstrating its superior governance capacity, favorable investment and business environment, market attractiveness, and strong development of the business sector.

Mr. Bui Van Khang, Chairman of the Provincial People's Committee, affirmed: The province does not aim to increase revenue at all costs, but focuses on balancing accurate and sufficient revenue collection with support for businesses. This year's strong revenue increase is proof of the confidence of businesses and investors in the investment and business environment in Quang Ninh.

The outstanding domestic revenue collection results in 2025 demonstrate that Quang Ninh possesses a dynamic and modern economy; an attractive investment and real estate market; strong business development and collaboration with the province; and decisive, flexible, and effective management by the tax and finance authorities. This is an important foundation for Quang Ninh to enter 2026 with a proactive and confident mindset, continuing to maintain high growth rates, realizing the goal of becoming a centrally-governed city before 2030, and becoming a new growth pole of the North.
