
Up to now, the projects supported by Japan in Quang Ninh have brought prominence in both scale and cultural and economic significance. Typical: Vietnam - Japan Labor Cultural Palace, built with aid from the SOHYO Trade Union Organization in 1976 and inaugurated in 1978. Located in Hong Gai ward, the project is nearly 15,000m² wide, including a large hall with more than 700 seats, a community activity area, classrooms and functional rooms. With sophisticated architectural design, advanced acoustic and ventilation techniques, soundproofing and high safety standards, ... the project is promoting its effectiveness as a multi-purpose cultural institution, serving the needs of community activities, artistic exchange and organizing political and social activities of the province. Many major events, such as: Art festivals, conferences, seminars, international friendship exchange programs... are regularly held here, creating a space to connect the community, promote the spiritual and cultural life of the people and affirm its position as a cultural highlight bearing the mark of Vietnam - Japan cooperation.
Along with the Vietnam - Japan Labor Culture Palace, cooperation projects with Japan in the province continue to leave their mark in many fields. In particular, Japan is also an important partner in infrastructure and trade development in Quang Ninh . Recently, the AEON MALL Ha Long Commercial Center Project invested by Viet Phat Group Joint Stock Company and AEON Vietnam (Japan) was started on January 1, 2024, on an area of over 13 hectares; the project has a total investment of VND 5,200 billion and is expected to be completed in the fourth quarter of 2026. When put into operation, it promises to create a strong driving force for the development of trade and services in Quang Ninh province.
Regarding FDI projects, among 226 FDI projects with a total registered investment capital of over 16.87 billion USD from 20 countries and territories in the world that are still in effect at the present time in Quang Ninh province, in terms of investment partners, Japan currently ranks second with 15 projects, the total registered investment capital of the projects reaches over 2.77 billion USD, accounting for 16.4% of the total FDI capital of the whole province. In which, focusing on the following industries and fields: Processing and manufacturing industry (11 projects), electricity production (1 project), real estate business activities (1 project), agriculture and forestry (1 project) and construction (1 project). In 2025 alone, Quang Ninh province has granted 1 new project to an investor from Japan with a total registered capital of 40 million USD invested in the processing and manufacturing industry. Among the FDI projects with Japanese investment capital, the most typical is the Quang Ninh LNG Power Plant Project with a total investment capital of 2.204 billion USD by a consortium of investors: Vietnam Oil and Gas Power Corporation, Vietnam Mechanical and Installation Joint Stock Company, Tokyo Gas Co., Ltd (Japan), Marubeni Corporation (Japan). This is the first power project using imported liquefied natural gas (LNG) in the North, with a capacity of 1,500 MW; expected to be completed and put into operation in 2028; when put into operation, it will supply the national grid with about 9 billion kWh of electricity/year and contribute about 67,111 billion VND to the local budget within 25 years.
Mr. Nguyen Hong Nguyen, Executive Director of Quang Ninh LNG Power Joint Stock Company - the investor of Quang Ninh LNG Power Plant Project, said: The relationship between Vietnam and Japan in general and Quang Ninh and Japan in particular has developed strongly on the basis of trust, efficiency and companionship for common development. The Quang Ninh LNG Power Plant project with the participation of Japanese partners is not only an important energy project of the province, but also a clear demonstration of high-tech, environmentally friendly cooperation between the two sides. At the same time, it also opens up many opportunities to attract more high-quality investment projects, making Quang Ninh a clean energy center and an attractive destination for Japanese corporations in the coming time.
In terms of trade, Japan is the second largest export market of Quang Ninh province's enterprises (after China), in which the main export items are garments, textiles, electronic equipment components (TV screens), metals, coal, etc.; the main import items from Japan are garment materials, textiles, electronic components, household goods, etc. In the province, there are currently 46 enterprises that regularly trade and import-export with the Japanese market.

In particular, to strengthen the friendly relationship between Vietnam and Japan in general and Quang Ninh and Japan in particular, from November 23-26, the Vietnamese Government decided to choose Quang Ninh as the venue to organize the Vietnam-Japan Local Cooperation Forum. This is a very important cooperation and exchange event between the two countries, contributing to emphasizing the role of extensive, practical and effective cooperation between localities of Vietnam and Japan in the common achievements of cooperation between the two countries. This is also an opportunity for Quang Ninh to continue to introduce and promote the image of a locality with great development potential, a modern tourism - service - industrial center; expand the cooperation network, attract high-quality investment, promote cultural and tourism exchanges, contributing to deepening the Vietnam-Japan relationship in the new period.
The development cooperation between Quang Ninh and Japan in recent times has been expanding in both scale and depth, contributing positively to the process of infrastructure modernization, promoting trade and services and improving the quality of people's lives. The typical projects and works implemented not only create momentum for economic growth, but also foster a strong and deep friendship between the two sides and open up many new cooperation opportunities in the coming time.
