Urgent measures needed to resolve and alleviate traffic congestion.

Following prolonged heavy rains and floods, many key roads in the province have suffered serious landslides and damage, threatening safety and causing localized traffic congestion.

In response to this situation, authorities have implemented emergency measures to ensure the road is reopened promptly.

Heavy rains lasting for several days have caused serious damage to the North-South railway system in Dak Lak province. As of the morning of November 23rd, 33 passenger trains had to be suspended to ensure safety.

Specifically, at the temporary bridge at Km1136+850 (Xuan Lanh commune), the structure was threatened, forcing railway personnel to urgently inspect and reinforce it. In the La Hai - Xuan Son Nam area, the strong floodwaters eroded the roadbed at Km1161+200, seriously threatening train safety. On the Xuan Son Nam - Chi Thanh section, the bedrock was washed away in many places; in particular, south of the Chi Thanh tunnel, a section of the bed up to 8 meters long was completely scraped away…

In response to the situation, Vietnam Railways Corporation is organizing multiple construction teams, mobilizing maximum manpower and mechanical equipment to rectify the problem. Trains carrying materials are running continuously on the line to support the project.

According to Mr. Nguyen Quoc Vuong, Deputy General Director, the entire industry is deploying personnel on duty 24/7 to handle damaged areas, inspect, and replace signal equipment. Initially, the company will use rocks to repair landslides and build temporary bridges at locations where the roadbed has been washed away. The goal is to reopen the line as soon as possible while ensuring absolute safety for train operations, and then implement permanent solutions.

While awaiting infrastructure repairs, the railway industry was forced to cancel and reschedule many Reunification Express trains. Accordingly, trains SE3 and SE1 running from Hanoi had to terminate their journey at Da Nang station instead of continuing to Ho Chi Minh City as originally planned. Passengers stranded at stations unable to continue their journey were transported by car to safe areas. Specifically, at Tuy Hoa station, hundreds of passengers were provided transportation to Dieu Tri station to continue their journey as planned.

The railway industry is committed to assisting passengers who receive cancellation or itinerary adjustment notifications via text message, ensuring they will receive a full refund without any additional fees. Furthermore, people are advised to proactively contact the station or access the website for updated information and convenient ticket exchange/refund procedures.

According to the Department of Construction, as of the morning of November 23rd, there were still 5 landslides and 4 flooded areas causing traffic congestion on national and provincial roads in the province. The Department is continuing to urge road management units to coordinate with relevant agencies and units to expedite the repair of damaged areas, aiming to reopen the roads as soon as possible.

Not only on the railways, but also on the roads, many national highways, provincial roads and rural roads passing through the province are damaged and experiencing landslides.

In response to this urgent situation, temporary remedial measures have been implemented by the authorities. For example, at the landslide location at Km35+300 on National Highway 26 (Phuong Hoang Pass), in the section passing through Ea Trang commune, the authorities and the road management unit promptly implemented remedial measures. By approximately 3 PM on November 20th, vehicles were able to safely resume traffic through the area.

Similarly, after nearly a day and night of repair work, the section of National Highway 1 north of the Deo Ca tunnel in the province has reopened to traffic, helping to alleviate congestion on this vital artery leading to Central Vietnam. According to Road Management Area 3, Vietnam Road Administration, by 4 PM on November 22nd, the seriously damaged section of National Highway 1 north of the Deo Ca tunnel was open to two-way traffic.

Early on the morning of November 22nd, authorities issued a notice prohibiting all vehicles from crossing the Giang Son bridge on National Highway 27, connecting Hoa Son and Dray Bhang communes, due to a landslide at the bridge abutment. Relevant units are currently implementing remedial measures to ensure traffic flow on the route. After nearly two days of focused efforts to resolve the issue, the Giang Son bridge was officially reopened to traffic on the afternoon of November 23rd.

On National Highways 19C, 25, and Provincial Roads 643, 646, 647, 642, etc., numerous landslides and mudslides have continuously occurred. The Phu Yen Road Management and Construction Joint Stock Company, the unit responsible for managing and operating these roads, has deployed all its personnel and equipment to quickly repair the damaged areas to ensure the smooth flow of traffic and the transportation of relief goods.

Mr. Le Duc Tung, Deputy Director of Phu Yen Road Management and Construction Joint Stock Company, said: "Right when the floods occurred, the unit mobilized 34 excavators, 38 trucks, and hundreds of workers to continuously clear and transport landslide debris, build gabion retaining walls on affected roads, reinforce slopes, and temporarily fill potholes on damaged roads. The unit focused all its efforts on key roads serving transportation needs, inspection and management, and routes for transporting relief supplies to the people. By the afternoon of November 22nd, most roads were reopened, at least one lane open. However, the most dangerous aspect is that due to the prolonged rainy weather, new landslides are constantly appearing." Therefore, in addition to repair work, the unit must also mobilize forces to regularly patrol and inspect the roads to promptly detect, warn, and quickly resolve any newly arising issues.
