On June 2nd, the Ethnic Affairs Committee of the Provincial People's Council conducted a survey on the implementation of land regulations for ethnic minorities in Krông Nô and Nam Ka communes.

The delegation included Ms. Do Thi Nhu Tinh, Standing Member and Head of the Ethnic Affairs Committee of the Dak Lak Provincial People's Council, as the head of the delegation; representatives from the Dak Lak Provincial Department of Ethnic and Religious Affairs; and other members of the monitoring team.

In Krông Nô commune, the delegation surveyed the actual locations for allocating production land and residential land to the commune's residents. They also listened to the commune leaders report on the implementation of regulations according to the Provincial People's Council Resolution. To date, the commune has issued plans, decisions, and methods for resolving issues related to residential and production land for ethnic minority communities. Simultaneously, the commune has identified land reserves and developed solutions to support residential and production land for 56 households. Of these, 22 households without residential land have been allocated resettlement areas in Lạch Dơng hamlet, and additional land will be reserved for those lacking residential land (each household is expected to receive 300-400 ); for the 45 households without production land, the commune is considering various locations, with an estimated land area of ​​22.5 hectares (each household is expected to receive 5,000 ).

Mr. Nguyen Van Huy, Chairman of the People's Committee of Krong No commune, pointed out some current difficulties of the commune such as: in some areas, ethnic minority people still rely heavily on government support policies; policies implemented in the program for ethnic minorities are large-scale and under the responsibility of many ministries and sectors, thus encountering many obstacles in the implementation process; the proposed land area is mostly managed by the forestry company and has been leased to companies and individual households under contract for production forest planting, with remaining terms… making it difficult to determine the implementation time…

In Nam Ka commune, after surveying several agricultural land locations, the delegation held a working session with the commune's People's Committee. According to the report, Nam Ka commune currently has 1,645 households, of which 1,425 are ethnic minority households, with the poverty rate among ethnic minorities accounting for 22.86%... Implementing Resolution No. 28 of the Provincial People's Council, after a review, the commune has 157 households in need of housing land support and 393 households in need of production land support.

Mr. Nguyen Chi Luan, Chairman of the People's Committee of Nam Ka commune, pointed out several difficulties such as: the commune mainly has special-use forest land, with no clean land available, therefore it is not possible to provide support for housing and production land. The commune has 430 hectares of land planned for production to support ethnic minority people, but it has now been encroached upon and used for production by households. He requested the province to find solutions to resolve this issue and adjust the planning to allocate land for ethnic minority people…

During the survey, delegates focused on clarifying further difficulties and obstacles in the implementation of land-related decisions and policies for ethnic minority areas; land and forest allocation; methods for identifying households lacking residential and production land; reviewing and supporting people; issues related to the demand for production land in each region; and directions for vocational training and employment for ethnic minorities.

Speaking at the survey of two localities, the Head of the Ethnic Affairs Committee of the Provincial People's Council, Do Thi Nhu Tinh, shared the difficulties faced by the localities in organizing the implementation, while also acknowledging their opinions and suggestions. The localities need to study ways to allocate land to people for efficient production; find solutions to overcome difficulties and obstacles regarding land funds to support ethnic minority communities and ensure opportunities for them to escape poverty. The survey team will compile the opinions and report them to the Provincial People's Council in the near future.
