Improving the quality of advisory work according to the "6 clear" principle.

(Dong Nai) - On the afternoon of June 2nd, the Dong Nai City Party Committee Office held a conference to review one year of operation of the Party Committee's office system, focusing on decentralization, delegation of authority, and strengthening digital transformation in advisory and support work for the Party Committee. City Party Committee member and Chief of the City Party Committee Office, Hoang Thanh Trung, and the Deputy Chiefs of the City Party Committee Office presided over the conference.

Attending the conference were City Party Committee members: Do Van Manh, Deputy Head of the Standing Committee of the City Party Committee's Internal Affairs Department; Nguyen Thi Hong Trang, Deputy Head of the Standing Committee of the City Party Committee's Propaganda and Mass Mobilization Department; Do Duc Hoa, Deputy Head of the City Party Committee's Organization Department; and officials and specialists from the City Party Committee Office.

The conference was conducted in person from the City Party Committee Hall, connecting to the locations of Party committees at all levels under the City Party Committee.

According to the head of the City Party Committee Office, currently, the Party Committee Office consists of the City Party Committee Office and 99 subordinate Party Committee Offices. For the offices of the commune-level Party Committees, the organizational structure includes a chief of office, a deputy chief of office, and advisory specialists. The number of staff allocated to each office ranges from 6 to 8, depending on the specific area and region.

After implementing the two-tiered local government model, the commune-level Party Committee offices initially faced numerous difficulties and challenges due to changes in organizational structure, functions, tasks, and coordination methods with various departments. The elimination of the intermediate level (the former district level) placed higher demands on commune-level Party Committee offices in proactively carrying out tasks, handling administrative work, and directly coordinating with the City Party Committee Office and other Party Committees with subordinate Party branches, the government, the Fatherland Front, and other mass organizations.

In addition, the facilities and information technology infrastructure in some communes are not yet synchronized, affecting the progress of work.

However, with the close and decisive leadership and guidance of the Standing Committee and the Party Committee, and the attention and support from the City Party Committee Office, the agencies, units, and commune-level authorities have gradually adapted to the new model.

From July 1, 2025 to the present, the offices of Party committees at all levels have advised on and issued more than 75,500 documents, focusing on building and implementing working regulations and work programs; arranging the work program of the Party Committee's Standing Committee, the Party Committee Secretary and Deputy Secretaries...

Officials and staff of the City Party Committee Office and the Party Committee offices at the commune level are responsible and dedicated in their advisory and support work, ensuring scientific accuracy and rigor, adhering to the spirit of the "6 clear principles," closely following the principle of democratic centralism, and meeting the requirements for reforming the Party's leadership methods.

Notably, to achieve the city's double-digit growth target, the City Party Committee Office and Party committee offices proactively coordinated with the Party committees to develop and issue citywide plans, directed the review of new growth drivers, promoted administrative procedure reform, increased budget revenue, improved the investment environment, resolved difficulties and obstacles in key projects, accelerated compensation and land clearance, promoted the disbursement of public investment capital, developed connecting transportation infrastructure, improved governance efficiency, and focused on solutions to resolve long-standing backlog projects.

The Party Committee advises and leads the implementation of the Central Committee's policies and guidelines on the two-tiered local government model to ensure the smooth operation of the political system and its effective and efficient functioning.

The Office of Planning and Implementation provides guidance on evaluating and classifying the quality of Party organizations, cadres, and Party members on a quarterly and annual basis, ensuring strictness, objectivity, and adherence to regulations; emphasizing the connection between evaluation results and the effectiveness of political task performance, exemplary conduct, progress in fulfilling assigned tasks, and the results of addressing shortcomings and weaknesses. Some opinions at the conference suggested that the Central Party Office continue to improve the Party's shared software and databases; strengthen training and professional development in comprehensive advisory skills, analytical and forecasting skills, and digital transformation for the staff of Party committee offices. They also proposed issuing a special allowance of 30% for civil servants in commune and ward Party committee offices to meet the requirements of tasks after implementing the two-tiered local government model. Furthermore, they suggested increasing the number of in-depth training courses on Party committee office work, comprehensive advisory skills, data management, and digital transformation for cadres and civil servants. Finally, they proposed synchronizing work management software and electronic document systems to minimize printing, copying, and sending paper documents.

Concluding the conference, City Party Committee member and Chief of the City Party Committee Office Hoang Thanh Trung stated that regular meetings of the Party Committee office will continue to be maintained to promptly address difficulties. The quality of advisory work for the Party Committee will continue to be improved, ensuring adherence to the "six clear principles." The team of cadres and civil servants in the Party Committee office will be built to meet the requirements of the new phase. Attention will also be paid to information security and safety in accordance with regulations.
