The Ministry of Industry and Trade is implementing solutions to keep hydroelectric reservoirs safe, restore power as quickly as possible, and ensure the supply of essential goods for people in flood-affected areas.

In response to the exceptionally heavy rain and floods in the South Central region since mid-November 2025, the Ministry of Industry and Trade has synchronously and drastically deployed measures to direct response and overcome the consequences. The focus is on safely operating hydropower reservoirs, ensuring the operation of the power system and stabilizing the supply of essential goods to people in affected areas.

Unified and consistent direction from central to local levels

According to the representative of the Department of Industrial Safety Techniques and Environment (Ministry of Industry and Trade), the Minister of Industry and Trade has issued many urgent dispatches to the Central provinces, requesting the immediate implementation of flood response measures, including Dispatch 9037/CD-BCT (November 17), Dispatch 9090/CD-BCT (November 18), Dispatch No. 9161/CD-BCT (November 20) and Dispatch No. 9206/CD-BCT (November 21).

In addition, the Standing Office of the Ministry's Civil Defense Command also organizes 24/7 duty to grasp the situation, regularly monitor and update information on hydropower reservoir operations to report to the National Civil Defense Steering Committee to promptly handle arising situations, ensuring smooth information flow between the Central - local - enterprises.

The Ministry of Industry and Trade requires Vietnam Electricity Group (EVN), Vietnam National Energy and Industry Group ( Petrovietnam ), Vietnam National Coal and Mineral Industries Group (TKV), Vietnam National Petroleum Group (Petrolimex) ... and enterprises to proactively activate response plans, fully prepare materials, equipment and forces to handle safety risks.

Proactively reduce flood discharge, support flood cutting and reduction for downstream areas

Representatives of the Department of Industrial Safety and Environment, Ministry of Industry and Trade directed reservoir owners to operate according to the correct procedures, report continuously every hour and absolutely comply with the operating orders of competent authorities. Many large hydroelectric reservoirs with flood prevention capacity such as Binh Dien, Huong Dien, A Vuong, Dak Mi 4, Song Bung 4, Song Ba Ha, Don Duong, Song Hinh, Ka Nak... were required to proactively lower the reservoir water level and maintain the water level lower than the pre-flood level, the flood reception level before the flood, prioritizing the empty capacity to receive the flood, thereby the hydroelectric reservoirs proactively cut and significantly reduced the flood volume flowing downstream during the recent exceptionally heavy rain and flood.

The Ministry of Industry and Trade has directed EVN and Power Generation Corporations 1, 2, and 3 to send working groups to directly inspect large hydropower projects under their management to direct disaster response work during the recent floods. Up to now, floods on rivers have peaked and are decreasing, hydropower reservoirs continue to be directed to reduce discharge flow lower than flood volume to support cutting and reducing floods downstream, ” said a representative of the Department of Industrial Safety and Environment.

EVN is requested to activate all response plans and mobilize human resources from less affected units to support heavily damaged provinces. The Ministry of Industry and Trade especially emphasizes the principle of absolute safety, prioritizing the restoration of power to the operation center, disaster response, hospitals, public facilities, and focusing all available resources to immediately restore the power system for the people to ensure safety as soon as the flood recedes.

Also according to the representative of the Department of Industrial Safety and Environment, the Ministry of Industry and Trade requested the Departments of Industry and Trade to increase the reserve of essential goods by 25-40%, open mobile sales points, and coordinate with the army and border guards to bring goods into the divided area (by small boats, canoes, and specialized vehicles).

Market stabilization work has been strengthened, prices have remained stable, and there has been no widespread shortage of goods. Regarding gasoline, the Ministry of Industry and Trade has directed key enterprises and distributors to maintain a continuous supply, prioritizing supplies to deeply flooded areas.

Thus, during the particularly heavy rain and floods in the Central region, the Ministry of Industry and Trade played the role of "commander-in-chief" on three key axes: hydroelectric reservoirs, power systems and ensuring essential goods. The consistent, proactive and practical management of the Ministry of Industry and Trade has helped to significantly limit damage, ensure the safety of hydroelectric reservoirs, restore power as quickly as possible and prevent shortages of essential goods to serve the people.
