During the official visit to Algeria by Prime Minister Pham Minh Chinh from November 18 to 20, 2025, Deputy Minister of Industry and Trade Phan Thi Thang attended high-level foreign affairs activities, contributing to promoting economic, trade and investment cooperation between Vietnam and Algeria. Notably, the signing of the Letter of Intent on coordination in the feasibility study of the Bilateral Preferential Trade Agreement, a strategic step after the two countries upgraded their relations to a Strategic Partnership.

On the afternoon of November 18, 2025, Deputy Minister Phan Thi Thang and the high-ranking Vietnamese delegation attended the official welcoming ceremony at Houari Boumediene International Airport, chaired by Algerian Prime Minister Sifi Ghrieb.

On the morning of November 19, 2025, the Deputy Minister attended the high-level talks between Prime Minister Pham Minh Chinh and the Prime Minister of Algeria, in which the two sides announced the upgrading of relations to a Strategic Partnership, affirming that economic - trade - investment cooperation is an important pillar in bilateral relations.

Signing of Letter of Intent on coordination in research, assessment, promotion and initiation of negotiations on bilateral Preferential Trade Agreement

Immediately after the talks, Deputy Minister Phan Thi Thang, on behalf of the Ministry of Industry and Trade of Vietnam, signed a Letter of Intent with the Secretary General of the Ministry of Foreign Trade and Export Promotion of Algeria.

The establishment of a cooperation framework between the two Ministries will create a basis for the two Parties to research, promote, and negotiate and sign a preferential trade agreement, thereby contributing to expanding and diversifying export markets for Vietnamese goods, contributing to ensuring Vietnam's export growth and economic growth targets in the coming years.

This document is considered an important step to expand the trade cooperation framework, creating a foundation to increase bilateral turnover to the target of 1 billion USD and expanding opportunities for Vietnamese goods in the North African market.

Attending the Vietnam - Algeria Economic Forum

On the afternoon of November 19, 2025, Deputy Minister Phan Thi Thang attended the Vietnam - Algeria Economic Forum co-chaired by the two Prime Ministers, with more than 500 delegates from ministries, sectors and businesses of the two countries. At the forum, the parties discussed potential areas such as trade in goods, agriculture, energy, oil and gas and technology, demonstrating their determination to promote substantive economic cooperation.

Deputy Minister Phan Thi Thang accompanied Prime Minister Pham Minh Chinh to receive Algerian Minister of Petroleum & Mines Mohamed Arkab. At the meeting, the Prime Minister emphasized that energy cooperation is a key pillar in bilateral economic relations, welcomed the cooperation results between Petrovietnam and Sonatrach, and proposed expanding cooperation in oil and gas exploitation, petrochemical refining, fertilizer processing, polymers, solar and wind power development and smart grid construction.

Minister Mohamed Arkab said that Algeria will promote comprehensive cooperation, direct the implementation of specific projects, highly appreciate the cooperation between Petrovietnam and Sonatrach, and propose a coordination mechanism, technical assistance, human resource training and expanding opportunities for Vietnamese enterprises. The Algerian side introduced 24 new locations for oil and gas exploitation and discussed energy and electricity projects that the Vietnam National Energy Industry Group (Petrovietnam), Vietnam Electricity (EVN) and Vietnamese investors can participate in.
