Ministry of Construction speeds up disbursement of public investment capital in the last month of the year

(Chinhphu.vn) - The Ministry of Construction requires investors to completely handle backlog documents and complete settlement procedures, contributing to accelerating the disbursement value of public investment capital in the last months of the year. Project management boards with a large backlog of documents must complete settlement procedures by November 2025.

Reporting at the meeting to review progress and propose solutions to promote disbursement of the 2025 public investment capital plan on November 21, Mr. Le Quyet Tien, Director of the Department of Economics - Construction Investment Management (Ministry of Construction) said that, up to now, the total public investment capital assigned by the Ministry of Construction in 2025 is 80,302 billion VND (not including 6,970 billion VND of the completed expenditure task being reported to competent authorities).

Public investment disbursement is slower than registered plan

By the end of October 2025, the disbursement value reached VND 40,916 billion, reaching 51% of the assigned plan, about VND 5,634 billion behind the investor's registered plan.

Some projects with slow disbursement below the national average were pointed out by the leaders of the Department of Specialized Management, such as: Cho Moi - Bac Kan ; Connecting traffic in the Northern mountainous region; Upgrading weak bridges on national highways, phase 1 and phase 2, invested by Project Management Board 2.

Chi Thanh - Van Phong and Van Phong - Nha Trang projects are invested by Project Management Board 7.

Quy Nhon - Chi Thanh; Bien Hoa - Vung Tau; Cam Lam - Vinh Hao projects; Upgrading and expanding National Highway 46; Railway tunnel section Vinh - Nha Trang are invested by Project Management Board 85.

The projects Bai Vot - Ham Nghi; Phan Thiet - Dau Giay; Dau Giay - Tan Phu; Ninh Cuong Bridge are invested by Thang Long Project Management Board.

The projects La Son - Hoa Lien; Hoa Lien - Tuy Loan; Nha Trang - Cam Lam; Cho Chu - Trung Son intersection; Chon Thanh - Duc Hoa are invested by the Ho Chi Minh Road Project Management Board.

The projects Can Tho - Hau Giang; Hau Giang - Ca Mau; My Thuan - Can Tho; My An - Cao Lanh are invested by My Thuan - Can Tho Project Management Board.

The Railway Project Management Board has projects such as: Bung - Van Ninh; National Highway 6 avoiding Hoa Binh City; Expansion of some bridges on National Highway 1; Cam Ly Bridge; Nghi Son - Dien Chau; Dien Chau - Bai Vot; Duong Railway Bridge; Hoa Duyet - Thanh Luyen Railway; Hanoi - Vinh Railway; Vinh - Nha Trang Railway.

The Maritime and Waterways Department has a project to upgrade National Highway 2; Increase clearance of bridges in the Southern region (34.6%). The Vietnam Road Administration has a project to upgrade National Highway 14E.

Some other projects invested by the Department of Construction of localities include: Cao Bo - Mai Son expansion (Ninh Binh Department of Transport); Buon Ma Thuot East bypass (Dak Lak Department); the route connecting Noi Bai - Lao Cai expressway with Tuyen Quang - Phu Tho expressway (Phu Tho Department of Transport); Cao Bang city bypass (Cao Bang Department of Transport); Upgrading National Highway 4B (Lang Son Department of Transport); Upgrading National Highway 8C (Ha Tinh Department of Transport); Ba Don town bypass (Quang Tri Department of Transport); Upgrading National Highway 30 (Dong Thap Department).

Mr. Le Quyet Tien, Director of the Department of Economics - Construction Investment Management (Ministry of Construction) informed

"Whether or not the disbursement is successful depends largely on the volume of work at the construction site. Investors and contractor leaders must closely follow the site, plan daily progress, and set up a countdown clock to speed up the completion of the remaining work. The top priority is to strive to complete projects with a plan to finish by 2025," said Mr. Le Quyet Tien.

Racing to make progress in the last months of the year

Assigned as the investor of two national highway upgrade projects, Mr. Bui Quang Thai, Director of the Vietnam Road Administration, said that with the QL14E upgrade project, the construction output has reached about 52% of the contract value. The biggest difficulty in this project is that the site is currently stuck with about 1km of the railway overpass area.

Although the locality has responded that it will strive to open the railway bridge to traffic before the Lunar New Year to serve the clearance of the remaining area for the construction of upgrading National Highway 14E through Da Nang. However, the Vietnam Road Administration said that based on the actual implementation, the Road Administration will report to the competent authority to postpone the project completion time to 2026 and will adjust the construction plan in accordance with the capital disbursement plan accordingly.

Mr. Le Duc Tuan, Deputy Director of My Thuan Project Management Board, said that out of the total capital allocated of nearly 13,600 billion VND, the unit has so far disbursed more than 6,000 billion VND (reaching 46%). The remaining capital after adjustment (reduced by about more than 2,300 billion VND) focuses on 4 projects: My An - Cao Lanh, My Thuan - Can Tho (additional adjustment items), Can Tho - Hau Giang and Hau Giang - Ca Mau.

With more than 3,400 billion VND remaining to be disbursed (after adjustment), Mr. Nguyen Van Long, Director of Project Management Board 85, also affirmed that he will focus on speeding up the construction progress of two major projects invested by the board: Quy Nhon - Chi Thanh, Bien Hoa - Vung Tau Expressway Component 2 project, bringing the disbursement rate to 95% or more.

Regarding Project Management Board 2, Director Le Thang said that on the remaining 4,800 billion VND, if the proposal to adjust the capital reduction is approved to match the actual project implementation, the unit is completely capable of achieving a disbursement rate of 95% of the capital.

Similarly, the representative of the Railway Project Management Board identified that, of the total remaining disbursed capital of the Board of about 3,400 billion VND, the Board is confident that it will disburse an additional 2,900 billion VND in the last months of the year. The disbursement of the remaining 500 billion VND is quite difficult.

Some other project management boards such as Project Management Board 7, Thang Long Project Management Board, Ho Chi Minh Road Project Management Board, although their projects are facing many difficulties due to storms, floods, natural disasters, slow site clearance, etc., leaders of the units affirmed that they are looking for every solution to further speed up disbursement output.

Speaking at the meeting, Deputy Minister of Construction Nguyen Viet Hung requested all units under the Ministry and the Project Management Board to concentrate, mobilize maximum resources, closely follow each item, and resolutely resolve all problems to ensure the progress of disbursement of public investment capital in 2025 according to the set target.

"The progress of disbursing the public investment capital plan for 2025 is not only a financial task but also a key requirement to promote socio-economic development, improve investment efficiency and create growth momentum for 2026 and the following years," said the Deputy Minister.

Deputy Minister Nguyen Viet Hung requested investors to completely handle the backlog of documents and complete the settlement procedures, contributing to speeding up the disbursement value of public investment capital in the last months of the year. Project management boards with a large backlog of documents must complete the settlement procedures by November 2025.

If necessary, the Department of Economics - Construction Investment Management will set up a working group to work directly, support the Boards to handle each file, absolutely not let this month's files be left over to the next month. In case of force majeure, the cause must be clearly reported.

In November, Deputy Minister Nguyen Viet Hung requested investors to closely coordinate with localities to completely resolve site clearance problems of projects such as: Bac Kan - Cho Moi, National Highway 4B, National Highway 8C Ha Tinh; Route connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway; La Son - Hoa Lien; upgrading National Highway 12A through Quang Tri... so that contractors can soon have construction sites, accumulate output on site, and serve as a basis to accelerate disbursement results.

Referring to the projects: La Son - Hoa Lien, Chi Thanh - Van Phong, Phan Thiet - Dau Giay... slow disbursement due to one of the reasons such as design adjustment, material unit price, additional estimate, Deputy Minister Nguyen Viet Hung directed the Department of Economics - Construction Investment Management to coordinate with project management boards to complete design adjustment. Project management boards/investors must clearly state the adjustment items, approval period, and value affecting the capital plan. In case the material unit price has not been approved by the province, it is recommended that local authorities handle it in November 2025.

For intelligent transportation (ITS), information technology, and automatic toll collection packages, investors/project management boards must complete them before December 31, 2025. In particular, ITS packages must complete the trial run within the year, meeting synchronous operation from January 1, 2026. The information technology contractor must complete software error correction before December 15, 2025, and the Department of Roads will check and report weekly.

The Deputy Minister of Construction requested that immediately after this meeting, project management boards and Departments of Construction that have committed to disbursement value must immediately deploy synchronous implementation solutions. Units that have not yet committed to disbursement must immediately report to the Ministry in writing, clearly stating the commitment to disbursement value, disbursement rate and difficulties encountered. The Department of Planning and Finance is assigned to preside over the review and report to the Ministry's leaders on the overall plan for capital transfer and handling of projects that are unlikely to be completed.

For projects that encounter difficulties beyond the authority, it is required to promptly report in writing to the Ministry of Construction for immediate consideration and handling, to avoid prolonged backlogs that affect the overall progress of the entire industry.
