On the morning of November 23 ( Hanoi time, ie 2:00 a.m. the same day South African time), from Johannesburg city, Prime Minister Pham Minh Chinh chaired an urgent online meeting with ministries, branches and localities via a domestic bridge on the flood situation and continued response and overcoming the consequences of natural disasters in some central provinces.
This is the second time, during his official visit to Kuwait and Algeria, attending the G20 Summit and bilateral activities in South Africa, that Prime Minister Pham Minh Chinh chaired an online meeting with domestic leaders on the flood situation, response and overcoming the consequences of natural disasters.

In recent days, unusual and especially heavy rains and floods in the provinces and cities of Da Nang, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong have caused very heavy damage to people and property.
According to reports, the floods have left 102 people dead or missing, 1,154 houses damaged, at the peak 186,000 houses flooded; over 80,000 hectares of rice and crops damaged; over 3.2 million livestock and poultry dead or swept away.
24 locations on national highways were eroded and blocked, railways through Dak Lak and Khanh Hoa were temporarily suspended; many infrastructure works in transportation, irrigation, education, and healthcare were damaged.
Initial preliminary damage estimate is 9,035 billion VND (Quang Ngai 650 billion VND, Gia Lai 1,000 billion VND, Dak Lak 5,330 billion VND, Khanh Hoa 1,000 billion VND, Lam Dong 1,055 billion VND).

Reporting at the meeting, Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, said that the Ministry has directed its agencies and units to strictly maintain civil defense duty at all levels; proactively coordinate with local authorities to mobilize forces and means to monitor and grasp the situation of floods.
The Ministry of National Defense also conducts search and rescue operations, transporting food, supplies, and clean water to isolated people.
As of November 22, the Ministry of National Defense has mobilized 44,668 officers, soldiers, militia and 2,231 vehicles to help people overcome the consequences of floods.
According to Senior Lieutenant General Le Huy Vinh, the Ministry of National Defense is focusing on directing the continued maintenance of strict on-duty regimes at all levels; mobilizing the highest level of forces and means to help people respond to and overcome the consequences of floods, landslides, and search and rescue.

The Ministry also directed the Air Defense - Air Force Service and the 18th Army Corps to be ready to mobilize helicopters for rescue and transport of food and necessities to isolated areas.
Units are continuing to mobilize forces and means to help the government and people overcome the consequences of floods, inundation, and landslides.
Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, said that 100% of local police forces are ready to respond to floods with the highest sense of responsibility, not to be passive or surprised.
On the other hand, the Ministry of Public Security has strictly handled cases of posting inaccurate information on cyberspace.
Deputy Minister Dang Hong Duc emphasized that the Ministry of Public Security is continuing to direct the Public Security of units and localities to overcome the consequences of natural disasters, not to be passive or surprised, and to follow the "4 on-the-spot" motto.
The Ministry also mobilized all forces and means to ensure security and order, respond to and overcome the consequences of damage in the Central provinces of Gia Lai, Dak Lak, Khanh Hoa, Lam Dong; organize rescue and salvage of people and property to contribute to minimizing damage caused by natural disasters.

Deputy Minister of Finance Nguyen Thi Bich Ngoc said that the Ministry of Finance has submitted to the Prime Minister for consideration a decision to allocate 1,310 billion VND to support 4 localities including: Dak Lak 380 billion VND; Gia Lai 480 billion VND; Khanh Hoa 250 billion VND and Lam Dong 200 billion VND.
At the Dak Lak province bridgehead, local leaders said that currently there are 65 people dead and missing (including 55 dead and 10 missing) in the area.
The province is working with armed forces to focus on overcoming and providing relief to the people, focusing on providing food and essential necessities including medicine for people's treatment and environmental sanitation.
At the meeting, Dak Lak province proposed that the Central Government continue to support 500 billion VND to urgently overcome some major damages and directly support people.
