
The implementation of the organizational arrangement of central ministries and branches has achieved many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries. Implementing the organization arrangement of specialized agencies at the local level, ensuring similarity with the arrangement of ministries and branches at the central level; issuing documents regulating decentralization, delegation of power, and assignment of authority, and providing guidance for the two-level local government to soon operate stably and uniformly, meeting the requirements of the people and society.
Believing that the streamlining of staff has achieved positive results, the Deputy Prime Minister stated that in the 2022-2026 period, the number of civil servants will be reduced by over 5%, and the number of public employees receiving salaries from the budget will be reduced by over 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.
Also at the meeting, Deputy Prime Minister Nguyen Hoa Binh reported on the implementation of 16 resolutions of the 14th and 15th National Assembly on thematic supervision and questioning. In the past time, the Government has directed the organization of implementation vigorously, many tasks have been completed and have very valuable results, some have achieved initial results and some need to continue to focus on solving in the coming time.
Previously, the Central Propaganda and Mass Mobilization Commission received a document from the Ministry of Home Affairs stating that recently, on social networks, there has been false and inaccurate information about continuing to reorganize administrative units at all levels, merging 36 provinces and cities into 16 provinces and cities, causing confusion among the people.
The Ministry of Home Affairs affirmed that currently, the Party Central Committee, the Government and the National Assembly have no policy to continue to reorganize and merge administrative units, but require the entire political system to continue to care for and create a two-level local government model that operates effectively and efficiently, serving the people better.
According to the Ministry of Home Affairs, on June 16, the National Assembly passed the Law on Organization of Local Government No. 72 with new regulations on the organization of two-level local governments. To implement this Law, the Ministry of Home Affairs was assigned to develop and submit to competent authorities for promulgation of documents guiding the law, including the resolution of the National Assembly Standing Committee on standards of administrative units replacing Resolution No. 1211 of 2016, the Government's Decree on classification of administrative units and the Decree guiding the collection of public opinions on the establishment, dissolution, merger, division, adjustment of boundaries and renaming of administrative units replacing Decree 54 of 2018.
The drafting of the above documents to implement new provisions of the Law when organizing two-level local governments, promptly replaces the provisions in current legal documents on standards and criteria for classifying administrative units that are no longer suitable to the current status of administrative units after the 2025 arrangement and the requirements for national development, improving the effectiveness of current government administration to serve the people, not for the purpose of continuing to arrange and merge administrative units at all levels as false information has spread on social networks recently.
