Carefully prepare the inauguration and groundbreaking ceremony of meaningful projects to welcome the Party Congress

The announcement stated that this is an important political event, thereby summarizing the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage - marking an important political milestone of the country, welcoming the 14th National Congress of the Party. The organization of the ceremony must ensure the principles of solemnity, efficiency, economy, and compliance with legal regulations.

To prepare well for the ceremony on December 19, 2025, the Deputy Prime Minister requested ministries, branches, People's Committees of provinces and centrally run cities, corporations and general companies under the Ministry of Finance and ministries, branches and localities to strictly implement the Prime Minister's instructions in Official Dispatches No. 158/CD-TTg dated September 4, 2025, No. 164/CD-TTg dated September 14, 2025 and Official Dispatch No. 224/CD-TTg dated November 20, 2025, focus on carefully reviewing, continuing to register additional works and projects; carefully reviewing procedures and conditions for inauguration and commencement according to regulations (ensuring criteria on scale and significance) and sending them to the Ministry of Construction before December 10, 2025.

Ministry of Construction - Standing agency reviews the list of projects and works to ensure that they are qualified to organize inauguration and groundbreaking according to regulations; presides over and coordinates with the Ministry of Finance, Ministry of Industry and Trade... to develop a central report and speech of the Prime Minister (summarizing the 5-year journey, 2021-2025, implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage, duration of about 30 minutes); presides over and coordinates with Vietnam Television to develop the Program, general scenario and organize the Program of the ceremony (including illustrative reportage); report to the Prime Minister before December 12, 2025.

The Ministry of Construction and relevant ministries, branches and localities are responsible for reviewing and promptly proposing rewards from the Government, the Prime Minister and the State for organizations and individuals with high achievements in accordance with the direction of the Prime Minister in Official Dispatch No. 224/CD-TTg dated November 20, 2025; The dossier must be submitted to the Prime Minister (through the Ministry of Home Affairs) before December 5, 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Construction, the Government Office, relevant ministries, branches and localities to urgently review the commendation proposals of the Government, the Prime Minister and the State for collectives and individuals with outstanding achievements (ensuring balance and comprehensiveness in fields, professions, regions, etc.); promptly appraise and report to competent authorities for consideration and decision to ensure commendation of organizations and individuals at the ceremony. Based on the number of commendations, the Ministry of Home Affairs shall specifically propose the awarding of prizes at the Central bridge point or other bridges as appropriate, creating the best spreading effect.

Localities and relevant agencies are requested to proactively coordinate with VTV and VNPT in mobilizing equipment, ensuring information connection, security, safety and traffic order for the ceremony.
