Billion-dollar cooperation for Tay Ninh - Cambodia cassava industry

The cassava trade promotion conference opens up opportunities for production and consumption links between Vietnam and Cambodia, towards a sustainable value chain and increasing farmers' income.

On December 3, in Tan Ninh ward, Tay Ninh province, the Cambodian Cassava Federation and the Tay Ninh Cassava Starch Production Association held a trade promotion conference, opening up opportunities to connect and expand cooperation for the cassava industry of Tay Ninh province and other provinces of the Kingdom of Cambodia.

Speaking at the conference, Mr. Oknha Chray Sun - President of the Cambodian Cassava Federation said that immediately after the meeting, the Cambodian Cassava Federation reported to the Prime Minister, ministries and specialized agencies of Cambodia on the cooperation needs of the Vietnamese cassava industry and received strong support. The Cambodian government highly appreciates the potential for cooperation in the agricultural sector, especially with border provinces where there are favorable conditions to develop raw material areas, connect production and consumption with Vietnam.

The President of the Cambodian Cassava Federation emphasized that Cambodia always considers Vietnam an important partner, accompanying in agricultural economic development. Mr. Oknha Chray Sun expressed his gratitude for the assistance of the Vietnam People's Army in the past, contributing to bringing peace and creating a foundation for Cambodia's current development.

Regarding the future cooperation orientation, Mr. Chray Sun said that Cambodia wishes to expand the area and increase the productivity of cassava, apply advanced techniques and technology; at the same time, he hopes that Vietnam will continue to share experiences, plant varieties and cultivation techniques to support Cambodian farmers in improving their income and life.

Mr. Le Huu Hung, Vice President of the Vietnam Cassava Association, said that recently, the Cambodian Cassava Federation and the Tay Ninh Cassava Starch Production Association have held meetings to discuss the situation of purchasing fresh cassava between Tay Ninh and provinces of the Kingdom of Cambodia; the result is that more than 50 Tay Ninh and Cambodian cassava starch factories have signed a memorandum of understanding on cooperation of 9 million tons/year (worth nearly 1 billion USD) and 4 contracts in principle with a total volume of 3.6 million tons/year.

In particular, the role of the Cambodian Cassava Federation is to provide good quality raw materials, not to let the cassava cool down, cassava with a lot of soil and rocks... for Tay Ninh cassava starch factories; create favorable conditions for Cambodian farmers, minimize all costs so that farmers can stabilize their lives; orientate the construction of Green - Transparent - Sustainable Cassava standards to meet the high demand from countries such as Europe and Japan...

The role of the Tay Ninh Cassava Starch Production Association will be to provide technical support, seeds, and fertilizers to increase productivity, creating favorable conditions for farmers to maintain cassava growing areas; ensuring the consumption of all raw materials signed annually; at the same time, Tay Ninh will be the gateway connecting trade between Vietnam - Cambodia and countries in the region.

At the conference, the Cambodian Cassava Federation and the Tay Ninh Cassava Production Association signed a Memorandum of Understanding (MoU) to promote sustainable development of the cassava industry, enhance bilateral trade and improve farmers' lives through cooperation, participation and mutual understanding. At the same time, Tay Ninh Cassava Production Factories and trading partners in Cambodia signed a Contract of Principles for purchasing fresh cassava from Cambodia.

In order for the cooperation agreements to soon come into reality and be transformed into specific commercial contracts, Deputy Director of the Department of Industry and Trade of Tay Ninh province Chau Thi Le requested the Tay Ninh Cassava Production Association, the Cambodian Cassava Federation and the business communities of the two countries to seriously and fully implement the contents of the memorandum, aiming for sustainable and mutually beneficial goals.

Accordingly, the Tay Ninh Cassava Starch Production Association and the Cambodian Cassava Federation need to regularly remind businesses of both sides to absolutely comply with the laws of the host country; at the same time, focus on improving the quality of products and services, building prestige in long-term cooperation. The two organizations must also promote the role of a reliable focal point, supporting member businesses to sign economic contracts in the spirit of "win-win", making practical contributions to the prosperity of businesses as well as the socio-economic development of the localities of the two countries.

The Department of Industry and Trade of Tay Ninh province affirmed that it will closely coordinate with state management agencies, advise the Provincial People's Committee to deploy solutions to support businesses, promote trade activities and bilateral trade. At the same time, the Department hopes that Cambodian authorities will continue to coordinate and create conditions for the Tay Ninh - Vietnam Cassava Starch Production Association and the Cambodian Cassava Federation to effectively implement the memorandum.

Speaking at the conference, Mr. Reach Ra, Secretary of State of the Ministry of Commerce of the Kingdom of Cambodia, affirmed that the signing ceremony of this memorandum of understanding is an important milestone in the process of promoting agricultural trade between the two countries. According to Mr. Reach Ra, the cassava industry, although a simple crop, has become a bridge connecting rural economic development, bringing practical benefits to farmers and businesses of the two countries.

Reach Ra, Secretary of State of the Ministry of Commerce of the Kingdom of Cambodia, said that after the first contract signed on October 23, 2025, with a volume of about 366,000 tons of fresh cassava, the two sides continued to sign a second contract with a scale of up to 6.79 million tons; bringing the total transaction volume to about 14 million tons. This demonstrates the great potential for cooperation and the growing trust between the Cambodian and Vietnamese business communities.

Mr. Reach Ra said that this memorandum of understanding will create new momentum for bilateral economic cooperation, contributing to the goal of bringing Cambodia-Vietnam trade turnover to 10 billion USD in the coming time; at the same time, opening up opportunities for rural development, creating jobs and increasing income for people of the two countries.
