Continue to strengthen bilateral cooperation between Vietnam and Cuba

From December 1-3, 2025, a high-ranking delegation of the Vietnamese Government, led by Deputy Prime Minister Ho Quoc Dung, visited and worked in Cuba, aiming to promote comprehensive cooperation between the two countries, especially in the fields of economics, trade and investment.

According to a VNA reporter in Havana, during the talks with Mr. Óscar Pérez-Oliva Fraga, Deputy Prime Minister and Minister of Foreign Trade and Foreign Investment of Cuba, the two sides discussed specific measures to implement priority cooperation programs and projects, improve the efficiency and scale of cooperation in all fields, in accordance with the strengths and needs of each country.

The two Deputy Prime Ministers also discussed new cooperation mechanisms to strengthen the traditional solidarity, special friendship and comprehensive cooperation between the Parties, States and people of the two countries, for the benefit of the people and businesses, as well as the cause of building and developing socialism in the two countries.

Deputy Prime Minister Ho Quoc Dung and Deputy Prime Minister Óscar Pérez-Oliva Fraga assessed that although economic, trade and investment cooperation between the two countries has faced difficulties in recent times due to global challenges and the difficult situation in Cuba, there are still many favorable opportunities, receiving close attention and direction from the two countries' senior leaders and need to continue to be promoted.

In that spirit, the two sides agreed to continue to closely coordinate in implementing the agreements reached by both sides, continue to support Vietnamese enterprises to do business and invest effectively in Cuba, promote the effectiveness of the Intergovernmental Committee mechanism and continue to organize trade promotion and advertising activities to strengthen business connections and improve understanding of the Vietnamese and Cuban markets.
Deputy Prime Minister Óscar Pérez-Oliva Fraga affirmed that the Cuban Government is determined to continue to deepen the Vietnam-Cuba comradely and brotherly relationship in the spirit of high political trust, special solidarity, mutual support, cooperation and development, and believes that this visit by Deputy Prime Minister Ho Quoc Dung will contribute to effectively implementing the agreements reached by the high-ranking leaders of the two Parties and two countries in the past, while also helping Cuba overcome socio-economic difficulties and challenges in the current context.

Deputy Prime Minister Óscar Pérez-Oliva Fraga emphasized that the Cuban Government is ready to promote priority cooperation projects with Vietnam to the maximum, especially food production projects, first of all rice production in Cuba.

Expressing his joy at visiting the brotherly country of Cuba for the first time, on the 65th anniversary of the establishment of bilateral diplomatic relations (December 2, 1960 - December 2, 2025), Deputy Prime Minister Ho Quoc Dung thanked the Cuban Party and State leaders for their warm welcome and great attention to the high-ranking delegation of the Vietnamese Government.

On behalf of the Government and people of Vietnam, Deputy Prime Minister Ho Quoc Dung expressed his deep gratitude for the wholehearted assistance that Commander-in-Chief Fidel Castro and the Cuban people have given to Vietnam.

Deputy Prime Minister Ho Quoc Dung reaffirmed that the Vietnamese leaders and people highly value the special traditional solidarity and friendship between Vietnam and Cuba and will always stand side by side with the brotherly country of Cuba in seeking new methods and forms of cooperation that are suitable to the capacity and strengths of both sides, and make efforts to promote increasingly effective, substantive and sustainable cooperation.

Immediately after the meeting, Deputy Prime Minister Ho Quoc Dung and his Cuban counterpart Óscar Pérez-Oliva Fraga and members of the two countries' delegations witnessed the handover ceremony of the Minutes of the first meeting of the Joint Committee for the Implementation of the Vietnam-Cuba Trade Agreement held on December 1, 2025.

Earlier, at the Revolution Palace in the capital Havana, Deputy Prime Minister Ho Quoc Dung had a meeting with First Secretary of the Central Committee of the Communist Party of Cuba and President Miguel Díaz-Canel Bermúdez.

Deputy Prime Minister Ho Quoc Dung affirmed that the Party, State and people of Vietnam always cherish and remember the special solidarity and wholehearted support that Cuba has given Vietnam in the past years of fighting for national independence as well as in the current cause of national construction and defense. Deputy Prime Minister Ho Quoc Dung emphasized that Vietnam always pays attention to and closely follows the situation in Cuba and deeply sympathizes with the difficulties that the Cuban people are facing; believes that, under the wise leadership of the Communist Party of Cuba headed by Comrade Miguel Diaz-Canel Bermúdez, with the ideology of leaders Fidel Castro and Raúl Castro, the Cuban people will continue to overcome all challenges, firmly protect the achievements of the revolution and successfully build a prosperous and happy socialism.

For his part, First Secretary and President of Cuba Miguel Diaz-Canel Bermúdez affirmed that this visit has special significance, taking place at the right time to celebrate the 65th anniversary of the establishment of diplomatic relations between the two countries, demonstrating the special affection and concern of the Party, State and people of Vietnam for the traditional friendship and special cooperation between Vietnam and Cuba, and is a great source of encouragement for the revolutionary cause of the Cuban people.

The Cuban leader congratulated Vietnam on its outstanding political, foreign affairs, economic and social achievements in recent times; at the same time, highly appreciated Vietnam's growing role and position in the region and on the international arena.

First Secretary and President of Cuba Miguel Diaz-Canel Bermúdez expressed his emotion at the good feelings that the Party, State and people of Vietnam have for the Cuban people, including Vietnam's donation to Cuba of the amount mobilized from the Cuban people support program "65 years of Vietnam - Cuba friendship" and the groundbreaking of the renewable energy plant project in Vista Alegre town, Jaruco district, Mayabeque province, demonstrating the understanding, consensus and solidarity of the Vietnamese people towards the Cuban people.

First Secretary and President of Cuba Miguel Diaz-Canel Bermúdez highly appreciated the efforts and determination of Vietnamese ministries, sectors and enterprises investing and doing business in Cuba, thereby effectively and practically implementing the agreements reached during General Secretary To Lam's visit to Cuba, making positive contributions to the country's important economic sectors. He affirmed that Cuba is ready to create mechanisms and favorable conditions for Vietnamese enterprises to expand their presence and strengthen their operations in Cuba.

The First Secretary and President of Cuba agreed that the two countries need to further promote political trust and strategic coordination, maintain regular exchanges of high-level delegations and close ties between the top leaders of the two Parties and two States, and regularly maintain and improve the effectiveness of cooperation mechanisms.

During his stay in Cuba, Deputy Prime Minister Ho Quoc Dung and his delegation attended the 65th anniversary of diplomatic relations, organized by the Central Committee of the Communist Party of Cuba and the groundbreaking ceremony of the non-refundable aid project for the solar power plant for Cuba, and visited and worked with the Board of Directors of the Mariel Special Development Zone.

At the meeting with Deputy Prime Minister Ho Quoc Dung, General Director of Mariel Special Development Zone Ana Teresa Igarza Martínez highly appreciated Vietnamese enterprises investing in the industrial park, contributing to the supply of essential consumer goods to Cuban people and contributing to the development of the Cuban economy.

Visiting Vietnamese enterprises investing in Mariel Special Economic Zone such as Thai Binh Company and ViMariel (industrial park invested by Viglacera Corporation), Deputy Prime Minister Ho Quoc Dung listened to the advantages, difficulties and recommendations of enterprises; at the same time, affirmed that the Government always supports and helps Vietnamese enterprises.

According to the working program, Deputy Prime Minister Ho Quoc Dung and the delegation visited the Vietnamese Embassy and met with the Vietnamese community living and studying in Cuba; laid flowers at the monument to Cuban hero José Martí and the statue of beloved President Ho Chi Minh at the park named after him in the capital city of Havana.
