
According to records in Hoi Nhon village, Ham Liem commune, at around 7:00 a.m. on December 4, there was still heavy rain in the area. Some households in low-lying areas and along the Cai River had their houses flooded and cut off. Many rural roads were deeply flooded, with fast-flowing water, causing traffic jams. In addition, heavy rains flooded many areas of dragon fruit, rice, and crops in villages 1, 3, 5, 6, Thuan Thanh, Thuan Dien, etc. Currently, people are urgently moving their belongings, assets, and livestock to higher ground. This is the second time since October 2025 that Ham Liem commune has been flooded with high, fast-rising floodwaters, causing flooding.
Faced with that situation, the People's Committee of Ham Liem commune mobilized forces to urgently evacuate people in vulnerable areas, riverside, low-lying areas, and areas at risk of landslides to safe places. At the same time, assigned people to be on duty to handle situations, and warned people not to go through deep and heavily flooded areas.
In Ham Thuan commune, some low-lying areas in Lam Giang and Tam Hung villages are also being flooded due to heavy rain, some places are 0.5 - 1 meter deep. According to people in Group 1, Tam Hung village, heavy rain last night caused the flood water to rise. The water rose from 10 last night and by 4 am this morning it had flooded half of the house. About 26 households in the area had to move their belongings and leave their houses to ensure safety.
The leader of Ham Thuan Commune People's Committee said that the local government is still urgently mobilizing forces, vehicles, and water canoes to coordinate with local forces to support people in responding to floods, rescue, and organize the relocation of houses and belongings to safe places... At the same time, the locality has arranged forces to guard and control people and vehicles through the dykes and flooded areas, resolutely not allowing people and vehicles to pass if safety is not ensured; arrange forces, materials, and vehicles to promptly overcome incidents and ensure traffic...
Regarding flood and rain prevention, many schools in Ham Thuan, Ham Thang, Luong Son communes... have allowed students to stay home to ensure safety in the context of complicated flood and rain developments.
Due to heavy rain from the evening of December 3 to early this morning, many irrigation reservoirs in the eastern region of Lam Dong province had to increase discharge to ensure the safety of the works. Communes and wards in the downstream area have been notified to proactively respond.
Binh Thuan Irrigation Works Exploitation Company Limited (Lam Dong) said that by 3 a.m. the same day, the water level of Song Quao Lake (Ham Thuan Bac Commune) reached +90.9 m, exceeding the normal level by 0.73 m and continued to increase to the reinforced level (+91.1 m). The total flow regulated through the spillway is currently about 311 m³/s, while the water volume from upstream remains at more than 465 m³/s due to continued rain in the area.
Therefore, to ensure the safety of the project in the context of continued rain in the Song Quao reservoir basin, Binh Thuan Irrigation Works Exploitation One Member Limited Liability Company will continue to increase the discharge flow through the spillway to lower the lake water level. The regulation is expected to start from 6:00 a.m. on December 4, with the discharge flow increased to 350 - 500 m³/s depending on the amount of water flowing into the lake and the downstream situation.
Meanwhile, at Long Song River (Tuy Phong Commune), due to heavy rain, the amount of water flowing upstream increased, the One Member Limited Liability Company for Irrigation Works Exploitation - Tuy Phong Branch announced an increase in the discharge flow through Long Song reservoir spillway starting from 4:30 a.m. on December 4 with a discharge flow of 1,200 m3/s. It is expected to continue to increase depending on the amount of water flowing to the reservoir.
