Canada initiates final review of anti-dumping duties on oil-to-water pipes (OCTG) from Vietnam

The Department of Trade Remedies (Ministry of Industry and Trade) said it has just received information from the Vietnam Trade Office in Canada that the Canadian International Trade Tribunal (CITT) has issued an expiration review notice on the anti-dumping tax order applied to Oil Country Tubular Goods (OCTG) imported from a number of countries, including Vietnam.

This review is intended to determine whether, upon termination of the current order, dumping is likely to continue or recur and to determine the likelihood of injury to the Canadian domestic industry producing OCTG. The anti-dumping duty rate is not subject to review under this review.

According to the Trade Remedies Authority, the products subject to review are OCTG oil pipes including casing, tubing and green tubes made of carbon steel or alloy steel; welded or non-welded (seamless), with or without heat treatment, all types of pipe end finishes with outside diameters: 2 3/8" - 13 3/8" (60.3 - 339.7 mm), and 2) meeting API 5CT standards of the American Petroleum Institute (API) or equivalent standards, of all steel grades/grades.

Products outside the scope of review include drill pipe, pup joints, couplings/coupling stock and stainless steel pipes with chromium content ≥ 10.5%.

To effectively respond to the case, the Trade Defense Department recommends that the Association and enterprises producing and exporting related products closely monitor the further developments of the case; proactively research and master the regulations, procedures and processes of anti-dumping investigations in Canada and determine a suitable counter-suit strategy for the enterprise.

In addition, individuals or governments wishing to participate in the review must submit Form I - Notice of Participation; Lawyers representing a party in the review must submit Form II - Notice of Representation and Form III - Declaration and Undertaking to the CITT by December 16, 2025 to the Office of the Registrar, CITT Secretariat, at citt-tcce@tribunal.gc.ca, or can contact the Office of the Registrar at 613-993-3595. In particular, regularly coordinate and update information with the Trade Remedies Authority to receive timely support.
