(Chinhphu.vn) - The Minister of Industry and Trade acknowledged that, at the current rate, in 2025, Vietnam's import and export turnover could reach about 920 billion USD or higher, thereby placing it among the 15 countries with the largest trade scale in the world.

On the morning of December 6, reporting at the regular Government meeting in November 2025, Minister of Industry and Trade Nguyen Hong Dien said that in November, the industry and trade sector continued to maintain positive growth momentum, despite the context that many localities were heavily affected by floods and rains, with production and business activities being stagnant for many weeks.

According to Minister Nguyen Hong Dien, in November alone, the industrial growth rate increased by 2.3% compared to October, which is a huge result in the context of many localities being stagnant for at least half a month, reflecting the strong efforts of ministries, branches, localities and the business community.

In the first 11 months, the entire industrial sector increased by 10.8% over the same period; the processing and manufacturing industry alone increased by 10.6%, the highest increase since the beginning of the term.

Regarding the electricity supply situation, the Minister said that although storms and floods have seriously affected the power system in the North and Central regions, the electricity supply is still basically guaranteed to be safe and stable for production and life.

The underground cable problem from Ha Tien to Phu Quoc, which arose due to the construction of the coastal road, was resolved at 10 p.m. last night. "Thus, the power supply to Phu Quoc has been guaranteed," the Minister emphasized.

According to the Minister, domestic trade continued to grow. Total retail sales of goods and service revenue in 11 months is estimated to increase by 9.1% over the same period. The supply of goods is abundant, prices are stable, meeting people's needs well. Market management has changed positively, there is no shortage of goods, especially in areas damaged by storms and floods.

Regarding gasoline, the Minister affirmed that the supply is guaranteed. The management mechanism in recent times has been assessed as very appropriate, with domestic prices closely following world price trends.

Import and export continue to be a bright spot of the economy. In November, the total import and export turnover is estimated at about 77 billion USD, although down from the previous month, it is still up 15.6% over the same period. Accumulated to the end of November 30, the total import and export turnover reached 840 billion USD; trade surplus 20.53 billion USD.

The Minister believes that with the current momentum, by 2025, Vietnam could reach about 920 billion USD or higher, thereby being among the 15 countries with the largest trade scale in the world.

Regarding the impact of the US's reciprocal tax, 11-month exports to this market still increased by 27% thanks to previous orders, especially in the period from January to August, when the tax was not yet applied.

However, since the US imposed tariffs (August 2025), monthly turnover has shown a downward trend: August decreased by 1.97% compared to September; September decreased by 1.5%; October decreased by 1.3%; November decreased by 7.1%.

In addition to the impact of taxes, the Minister said that storms and floods also partly affected the monthly export speed.

However, compared to the same period last year, exports to the US still increased: August increased by 18.3%; September increased by 38.5%; October increased by 26.9%; November increased by 23%.

Forecasting that the situation will continue to be complicated in the coming time, to achieve the 2025 growth target and create a foundation for the following years, Minister Nguyen Hong Dien proposed focusing on supporting people and businesses to overcome the consequences of storms and floods; promptly completing mechanisms and policies to restore agricultural production and stabilize life; and implementing a "lightning campaign" to rebuild houses for affected families.

Continue to remove difficulties and obstacles for businesses to promote investment and production, especially in areas affected by storms and floods; handle difficulties in administrative procedures, especially those arising in the two-level local government model.

Strongly and effectively implement Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, as well as the Government's action program. Resolutely select investors for energy-mineral projects.

Focus on developing the domestic market through stimulating consumption, stabilizing prices, and promoting trade during Tet; preparing to organize the Spring Fair; promoting public investment disbursement; organizing activities to celebrate the 14th Party Congress and promoting year-end tourism.

Improve the effectiveness of foreign affairs and international economic integration; focus on supporting businesses to effectively exploit free trade agreements, traditional markets, potential markets, especially markets with high growth potential...
