Spending over 6.8 trillion VND to support localities in overcoming the consequences of storms and floods

(Chinhphu.vn) - The Government has decided to use the 2025 central budget to support localities affected by natural disasters. According to the Ministry of Finance, the total support of over 6.8 trillion VND will directly serve the work of overcoming the consequences of storms and floods.

At the regular Government press conference in November 2025 on the afternoon of December 6, Deputy Minister of Finance Nguyen Duc Chi informed about the policy of using the state budget and the central budget to support localities affected by natural disasters and floods in the recent past.

According to Deputy Minister Nguyen Duc Chi, in recent months, many localities in the North and South Central regions have been continuously affected by natural disasters and floods, including some localities that have suffered great damage. Natural disasters have seriously impacted the socio-economic situation in the affected localities, causing loss of property and human lives.

The damage figures have been compiled and updated by the Ministry of Agriculture and Environment. Based on these indicators, the Ministry of Finance has assessed the impact of natural disasters on local economic growth and reported to the Government on the impact on the country's GDP growth in the fourth quarter and the whole year. This content was discussed and carefully considered by the Government at the meeting on the same day.

In the face of the above situation, the Government and the Prime Minister have issued many directives to central and local ministries, branches to deploy solutions to overcome the consequences of natural disasters and floods. Accordingly, the Prime Minister has decided to allocate over 6.8 trillion VND from the central budget in 2025 to support damaged localities.

This funding source is allocated to meet the requirements in overcoming the consequences of natural disasters and floods in localities.

Many policies to support people and businesses affected by natural disasters

Regarding tax and fee policies for organizations, individuals and businesses affected by natural disasters, Deputy Minister Nguyen Duc Chi said that current legal regulations have specific support mechanisms. Specifically, the Law on Tax Administration stipulates that organizations, individuals and businesses that suffer damage due to force majeure such as storms and floods are considered for tax deferral and tax payment extension according to regulations.

In addition, the Law on Corporate Income Tax stipulates that enterprises are allowed to calculate unavoidable damages caused by natural disasters and storms and floods into reasonable and valid expenses when determining taxable income. The Law on Personal Income Tax has similar provisions, according to which individuals suffering damages are considered for deductions according to the law.

For the resource sector, the Law on Resource Tax also provides for consideration of tax exemption and reduction in case of unexpected accidents or natural disasters.

In addition to tax policies, the Ministry of Finance has issued specific guidance documents so that localities, businesses, organizations and individuals in the area can clearly understand related regulations.

In the insurance sector, the Ministry of Finance has directed insurance businesses in localities affected by natural disasters to coordinate with organizations and individuals who suffered damage and have participated in insurance contracts to provide guidance and facilitate compensation.

"During that process, we will closely coordinate with the Ministry of Agriculture and Environment, all localities with damage, and relevant ministries and branches to both calculate financial solutions to urgently handle the consequences, and at the same time consider other financial solutions to gradually restore and build business infrastructure, increase resilience to future natural disasters and mitigate damage to people and businesses," Deputy Minister of Finance Nguyen Duc Chi informed.
