Loan interest reduction for 3 million customers in 22 provinces and cities affected by storms and floods

At the Government press conference on December 6, talking about the work of supporting people and businesses affected by floods, Deputy Governor of the State Bank Pham Thanh Ha said that according to statistics, storms and floods after storms from July 2025 to now have affected about 250,000 customers with outstanding debt of nearly 60,000 billion VND.

Implementing the direction of the Government and the Prime Minister , the State Bank has proactively and resolutely deployed solutions to support people and businesses affected by loans, including credit programs and packages with lower interest rates than normal lending rates to restore production and business.

Specifically, the State Bank has issued 5 directives to credit institutions, foreign bank branches and State Bank branches in areas affected by storms and floods to urgently review and evaluate the production and business activities and debt repayment capacity of borrowers to promptly apply support measures.

Specifically, credit institutions have restructured the repayment period for many customers. Interest rates have been reduced by 0.5% - 2%/year for 3-6 months for nearly 24,000 customers with outstanding debt of about 14,000 billion VND.

Implementing loan programs to restore production and business after the storm with preferential interest rates on a scale of about 70,000 billion VND.

“Up to now, credit institutions have disbursed nearly VND1,500 billion in loans to about 6,500 customers. Of which, for the agriculture, forestry and fishery sector, credit institutions have disbursed about VND600 billion in loans to about 4,000 customers,” Mr. Ha informed.

Based on the proposal of the Vietnam Bank for Social Policies, the Prime Minister recently signed and issued Decision 2654, which stipulates a reduction in lending interest rates by 2%/year for 3 months (from October to December 2025) for about 3 million customers affected by storms and floods in 22 provinces/cities with an expected customer support interest amount of more than VND 1,100 billion.

With 4 localities Gia Lai, Dak Lak , Lam Dong, Khanh Hoa affected by storm No. 13, the Vietnam Bank for Social Policies is completing procedures to continue submitting to the Prime Minister for consideration to reduce loan interest rates by 2% for 3 months, from October to December 2025. It is expected that this package will apply to nearly 1 million affected customers with an interest support amount of nearly 300 billion VND.

6,800 billion VND has been released from the central budget

From a financial perspective, Deputy Minister of Finance Nguyen Duc Chi said that to overcome the consequences of natural disasters and floods, at the central level, the Prime Minister has decided to allocate a total of over VND6,800 billion from the central budget in 2025 to support damaged localities.

Regarding tax and fee policies, according to the Deputy Minister, the Law on Tax Administration clearly stipulates that organizations, individuals, and businesses that suffer damage due to force majeure such as storms and floods will be considered and granted tax deferral and tax payment extension.

The Law on Personal Income Tax is similar to the Law on Corporate Income Tax, any individual who suffers damage will be considered for deductions. In addition, the Law on Natural Resources Tax also has similar provisions for cases of unexpected accidents or natural disasters, which will be considered for tax exemption and reduction...

“The Ministry of Finance also proactively has very specific instructions for localities, businesses, organizations and individuals in the area to understand and grasp those regulations so that they can enjoy the State's support policies on taxes and fees and policies to support overcoming the consequences of natural disasters,” said Mr. Chi.

In addition, the Ministry of Finance has also directed insurance organizations and businesses in areas where natural disasters occur to coordinate with businesses, organizations and individuals who suffered damage and were insured under contracts, to provide the most specific instructions, create the most favorable and fastest conditions to compensate businesses, organizations and individuals participating in insurance.
