The signing ceremony was held on the occasion of the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025), and the 36th anniversary of National Defense Day (December 22, 1989 - December 22, 2025).

The Minister emphasized that through the revolutionary stages, under the leadership of the Party and the management of the State, the coordination relationship between the Public Security - Army - Foreign Affairs has been very natural, with a "strategic symbiosis" to successfully achieve the set goals. Historical reality shows that the great victories in the struggle for national liberation and reunification, the great achievements after 40 years of national renovation all mark the close and effective coordination relationship between the three forces under the Party's wise and talented leadership.

In the new revolutionary period, the requirement to enhance the coordination relationship between the Ministry of Public Security - Ministry of National Defense - Ministry of Foreign Affairs is extremely urgent, contributing to creating new momentum and strength to push back challenges, turn challenges into opportunities, mobilize all domestic and foreign resources to successfully implement the Resolution of the 14th National Congress, the Party's three strategic goals of "peace, stability; sustainable development, high quality; improving all aspects of people's lives" and the double-digit growth target, bringing the country firmly into a new era.

The Regulations comprehensively cover all areas of cooperation; in particular, forming an annual ministerial-level meeting mechanism, ensuring that the coordination relationship between the three Ministries reaches the highest set goals.
