Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee — Head of the Central Organizing Committee Le Minh Hung presented the Decision to Secretary of the Quang Ninh Provincial Party Committee Quan Minh Cuong.

At the conference, the Central Organizing Committee announced Decision No. 2568-QDNS/TW (dated November 28, 2025) of the Politburo deciding to transfer comrade Quan Minh Cuong to cease participating in the Executive Committee, the Standing Committee of the Provincial Party Committee and cease holding the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term; transfer and appoint him to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, hold the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term and appoint him to participate in the Party Committee of Military Region 3.

In his speech assigning tasks, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee Le Minh Hung affirmed: Comrade Quan Minh Cuong is assessed by the Politburo as a well-trained cadre, with capacity and experience in Party building, political building, sharp thinking, scientific working methods, decisive direction, close to the grassroots, and has held many important leadership positions. In all positions, he has always excellently completed assigned tasks, making important contributions to the overall results of the tasks of the agencies, units, and localities where he has worked.

Emphasizing the role of Quang Ninh province, Head of the Central Organizing Committee Le Minh Hung affirmed: Quang Ninh has an important strategic position in terms of economy, national defense - security and foreign affairs. During the 2020-2025 term, the Provincial Party Committee has united, made efforts to overcome and achieved many important results in socio-economic development, which were highly appreciated by the Politburo.

In the 2025-2030 term, Quang Ninh is facing many favorable opportunities but also many difficulties and challenges. Head of the Central Organizing Committee Le Minh Hung suggested that, in his new position, the new Secretary of the Quang Ninh Provincial Party Committee, Quan Minh Cuong, continue to closely follow the direction of the Politburo and the Secretariat to focus efforts with the Executive Committee and the Standing Committee to lead and direct the implementation of a number of key tasks. Therein, maximizing the potential and resources of the province, leading and directing the implementation of the Resolution of the 16th Provincial Party Congress and the directions of the Politburo and the Secretariat in the new period. Along with that, focusing on completing and exceeding the targets of the Resolution of the 13th National Party Congress; the province's 2025 targets; at the same time, carefully preparing for the election of National Assembly deputies and People's Council deputies for the 2026-2031 term.

Regarding continuing to build and perfect the organization of the two-level government apparatus, promptly and effectively implementing the Central's directives, especially focusing on implementing the assigned local work contents; strengthening grassroots work; grasping difficulties and arising problems in the process of operating the two-level government apparatus to promptly resolve them. At the same time, coordinate with ministries and branches to review legal documents of each sector and field to amend and perfect legal institutions and policies to ensure they are close to reality, in order to overcome overlapping, contradictory and inappropriate situations in the process of operating the two-level local government; step up the review and arrangement of the internal apparatus, promptly complete the arrangement of public service units; build digital government in all fields; promptly complete the arrangement, assignment and transfer of cadres and civil servants at the commune and ward levels to meet the requirements of assigned tasks; prepare for the arrangement of villages, areas and residential groups in accordance with the new situation; strictly implement the new directions and conclusions of the Politburo on Party building and personnel work.

Head of the Central Organizing Committee Le Minh Hung believes and expects that with his capacity, courage, responsibility and experience, Comrade Quan Minh Cuong will excellently fulfill his role as Secretary of the Provincial Party Committee. At the same time, he requested the leaders of the Party Executive Committee, the Provincial Party Standing Committee, and leaders at all levels and sectors of Quang Ninh province to continue promoting the tradition of solidarity and unity, focusing on leadership and direction to successfully implement the Resolution of the 16th Provincial Party Congress, term 2025-2030; making Quang Ninh a centrally-run city before 2030, confidently entering a new era with the whole country.

In his acceptance speech, Quang Ninh Provincial Party Secretary Quan Minh Cuong thanked and seriously accepted all the instructions and assignment of tasks from Head of the Central Organizing Committee Le Minh Hung.

Affirming that this is an important milestone and a great honor in the working process and also a great responsibility before the Party Central Committee, the Party Committee and the people of all ethnic groups in Quang Ninh province, Secretary of the Provincial Party Committee Quan Minh Cuong promised to make every effort, quickly grasp the situation, constantly learn, be dedicated, uphold principles, together with the Standing Committee, the Party Executive Committee and the entire political system in the province to consolidate the great unity bloc, organize the successful implementation of the Resolution of the 16th Provincial Party Congress, build Quang Ninh into a rich, civilized, modern, happy city directly under the Central Government before 2030; worthy of the trust and support of the Party Committee, government and people of Quang Ninh.

Sharing some strategic orientations for the coming time, Provincial Party Secretary Quan Minh Cuong emphasized that he will firmly pursue the goal of developing Quang Ninh into a comprehensive growth pole of the Northern region, but developing in a greener, more sustainable and more in-depth direction associated with the effective implementation of 3 strategic breakthroughs. Quang Ninh will continue to be a model of innovation - but focused innovation, taking science and technology, innovation, digital transformation, and green transformation as the main driving force for development. Focus on developing: digital economy, circular economy, heritage economy, logistics, high-quality tourism, industries that create new values, new technologies; developing a synchronous, modern, multi-modal infrastructure system. Along with that, special attention will be paid to the human factor. Quang Ninh's development cannot rely solely on natural resources or infrastructure, but must rely on a team of capable, honest, and responsible cadres; based on the consensus and unanimity of the people. A strong political system, close to the people and for the people is the condition for all strategies to be effectively implemented.
