5 key issues that need to be clarified and adjusted in education bills

National Assembly Chairman Tran Thanh Man raised five key issues that need to be explained, clarified and revised in the draft laws in the education sector, including: university autonomy and education finance; facilities, teachers and textbooks; digital transformation, application of artificial intelligence (AI) technology in education; specific mechanisms and organizational models. Thereby, he requested the Government to fully absorb and explain the opinions of National Assembly deputies, "even if there is a proposed opinion that is not absorbed in the draft Law, it must be clearly explained".

Under the direction of Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the explanation, acceptance and revision of the group of 5 drafts: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Resolution on investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

At the meeting, the National Assembly Standing Committee listened to Minister of Education and Training Nguyen Kim Son briefly present the Report on receiving and explaining opinions of National Assembly deputies discussed in groups and in the Hall; receiving and explaining the Verification Report of the National Assembly's Committee on Culture and Society on 5 contents related to education and training.

Reporting on the summary of opinions on the report on acceptance, explanation and revision of 5 contents on education and training, Chairman of the Committee on Culture and Society Nguyen Dac Vinh said that the Standing Committee of the Committee agreed with the contents of explanation, acceptance and revision of the draft Law stated in Report No. 1131/BC-CP of the Government and the draft Law amending and supplementing a number of articles of the Law on Education that has been revised.

In particular, the regulations on School Councils in public educational institutions are abolished; the regulations on higher education institutions established under agreements between the Vietnamese Government and foreign governments or under international treaties to which the Socialist Republic of Vietnam is a member are added and implemented according to the provisions of the Law on Vocational Education and the Law on Higher Education are added.

Supplementing the provisions on transferring the duties of the School Council of public preschools and public general education institutions to the School Board within a maximum of 12 months from the effective date of this Law. For higher education institutions and vocational education institutions, the transfer is regulated in the Law on Vocational Education and the Law on Higher Education.

Regarding the draft Law on Higher Education (amended), the draft Law stipulates that member universities of national universities and regional universities are higher education institutions, operating according to the regulations on organization and operation of national universities and regional universities and other provisions of relevant laws (Point d, Clause 1, Article 15 of the draft Law). However, Clause 2, Article 11 of the draft Law stipulates that higher education institutions do not include member universities of national universities and regional universities.

Chairman of the Committee on Culture and Society Nguyen Dac Vinh presented a summary report on opinions on the report on reception, explanation and revision of 5 contents on education and training.

The Standing Committee of the Culture and Education Committee proposed that the Government direct the review and ensure consistency in the draft Law, clearly defining the legal status of member universities of national universities and regional universities.

Commenting on this content, National Assembly Chairman Tran Thanh Man emphasized that education and training is one of the very important and hot fields that voters and people are very interested in. The National Assembly Chairman suggested that the Government should fully absorb and explain the opinions of National Assembly deputies; noting that "even if there is an opinion proposed by a deputy that is not absorbed in the draft Law, it must be clearly explained".

Regarding the investment policy of the National Target Program on modernization and improving the quality of education and training in the 2026 - 2035 period, the National Assembly Chairman emphasized that this is a large-scale program, aiming to modernize and help our country's education and training "take off", reaching out to catch up with some countries such as Singapore, Japan, Korea...

The National Assembly Chairman said that to develop education, it is necessary to prioritize investment in digital transformation; ensure flexible capital allocation, allowing localities to proactively adjust to actual conditions; innovate capital allocation and management mechanisms in accordance with the central spirit of "locality decides, locality acts, locality is responsible".

Concerned about the legal status of regional universities, National Assembly Standing Vice Chairman Do Van Chien said that during the discussion of the draft Law on Higher Education (amended), many National Assembly deputies expressed their opinions on this content but it has not been accepted in the draft Law.

The Standing Vice President of the National Assembly affirmed that the establishment and organization of regional university models is a correct policy, however, there are still shortcomings in the implementation process. "Currently, we are implementing strong decentralization and delegation of power, but regional universities do not meet this requirement." The Standing Vice President of the National Assembly suggested that a truly objective assessment of the regional university model is needed.

Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai also asked the Government to carefully and cautiously evaluate whether to keep or abolish regional universities because this content has received opinions from many National Assembly deputies.

Vice Chairman of the National Assembly Tran Quang Phuong noted that issues that are clear and mature should be included in the law; issues that are still in the process of being developed should be assigned to the Government for detailed regulations.

Regarding the pilot project to establish an international center for education and training in Vietnam, Chairman of the Economic and Financial Committee Phan Van Mai said that the establishment of this center is necessary and appropriate to attract prestigious educational and training institutions in the world, attract international students to Vietnam, and contribute to the development of high-quality human resources in the country.

Considering that Hanoi and Ho Chi Minh City are fully qualified to establish this Center, the Chairman of the Economic and Financial Committee proposed that this content should be included in the Resolution of the National Assembly stipulating special mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

Vice Chairman of the National Assembly Tran Quang Phuong suggested that time is needed to survey and evaluate and will propose to the National Assembly in the coming time; suggested assigning the Government to research and propose at an appropriate time.
