On the afternoon of November 28, the Propaganda and Mass Mobilization Department of the City Party Committee; Department of Culture, Sports and Tourism, and Hai Phong City Journalists Association held a conference to provide information and press briefing for November 2025.

At the conference, Mr. Vu Tri Quang, Deputy Director of the Department of Education and Training of Hai Phong City, discussed the content related to 7 key tasks that the industry will focus on implementing in the coming time. One of the tasks that has received attention from localities and educational units is to review planning and arrange land funds to develop school networks, especially in new urban and industrial park projects.
Mr. Quang said that according to the draft Notice of Conclusion of the Standing Committee of Hai Phong City Party Committee at the dialogue conference with cadres, civil servants and public employees of the education and training sector that was just held, the city requested the education and training sector to focus on removing obstacles, speeding up the process of granting land use right certificates to education and training institutions and studying preferential policies on taxes, land rents and credits to encourage the development of private education institutions and high-quality education models.
Based on the Project "Developing education and training in Hai Phong City to 2030, with a vision to 2045 to implement Action Program No. 02-CTr/TU dated October 20, 2025 of the Standing Committee of the City Party Committee on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo", the Department of Education and Training has reviewed and fully quantified the need for educational land. According to statistics, preschool and general education alone currently lacks about 68.6 hectares of educational land, about 7,576 rooms and 1,144 toilets. The total estimated cost to overcome this is about 9,181.580 billion VND.

For continuing education, there is a shortage of about 11,637 hectares, 91 theoretical classrooms, 58 practice rooms, 8 libraries, and 44 offices. Vocational education is still short of about 1.1 hectares of land, 44 theoretical classrooms, 15 practice workshops/laboratories, 7 libraries, and 84 dormitories. University education is still short of about 24 hectares of land, 260 theoretical classrooms, 15 practice workshops/laboratories, 42 libraries, 134 offices, and 290 dormitories.
Based on that data, the Department of Education and Training is consulting on integrating the need for land funds and schools into the City Planning, Land Use Plan and Medium-term Public Investment Plan 2026-2030, and at the same time coordinating with the Department of Agriculture and Environment, Department of Construction, Department of Finance and Commune-level People's Committees to accelerate the work of land allocation and granting of Land Use Rights Certificates to educational institutions. In particular, priority is given to allocating "clean land funds" for schools in new urban and industrial park projects and researching the effective use of surplus state headquarters after arrangement as educational institutions.
Previously, on November 19, 2025, the Standing Committee of the City Party Committee held a meeting and dialogue with officials, civil servants, public employees, and workers in the education and training sector with 850 delegates representing more than 72,000 managers, lecturers, teachers, and staff in the entire sector.
At the conference, the Department of Education and Training compiled 254 questions, recommendations, and proposals from educational institutions, focusing on 5 main groups of issues: Facilities, investment resources; Policies to attract and promote staff; Improving education quality; Digital transformation; State management, decentralization, school governance, building a safe and healthy educational environment.
The Secretary of the City Party Committee, the Standing Committee of the City Party Committee, leaders of the City People's Committee and departments and branches directly answered and clarified viewpoints, roadmaps, solutions, and key task orientations, creating new momentum for the city's education and training development in the coming period.
