Facing many challenges
According to the Hanoi Department of Industry and Trade, the city currently has more than 900 supporting industry enterprises, of which over 320 have production systems and products that meet international standards, capable of participating in the supply network of multinational corporations. The group of components and spare parts manufacturers has become a pillar, playing a role in supplying most of the key manufacturing industries.
Notably, a number of supporting industrial sectors in Hanoi have achieved a high localization rate, helping businesses improve their competitiveness, gradually reduce their dependence on imports, and affirm their position in the region and the world .
Despite achieving many positive results, Hanoi's supporting industry is still facing many challenges. According to Deputy Director of Hanoi Department of Industry and Trade Nguyen Dinh Thang, the reasons lie in the limited level of science and technology , weak research and development capacity, low level of automation and low ability of enterprises to master core technology...
Vice President of the Hanoi Association of Supporting Industry Enterprises Nguyen Van added that most enterprises have not focused on investing in research, development, and innovation of machinery and equipment, leading to low productivity and product quality.
The report of the General Statistics Office (Ministry of Finance) also shows that over 30% of supporting industry enterprises in the country in general are still using completely manual control equipment, over 50% use semi-automatic equipment, only over 10% of enterprises use automation equipment and less than 10% of enterprises use robots in the production line. Meanwhile, requirements from global supply chains are increasingly strict, requiring products to meet international standards on quality, environment, management and social responsibility.
Realizing the importance of this issue, many supporting industry enterprises have made efforts to transform and meet the criteria for sustainable development. Chairman of the Board of Directors and General Director of MBT Electrical Equipment Joint Stock Company (a unit specializing in the production of transformers and medium voltage electrical cabinets) Tran Van Nam said that currently, most of MBT's input materials and machinery and equipment must be imported from abroad, because the quality of domestic products and machinery does not meet the demand.
In a recent sharing, Chairman of the Hanoi City Association of Supporting Industry Enterprises Nguyen Hoang said that in order to meet the requirements from multinational corporations, many supporting industry enterprises in Hanoi have received the IATF 16949 quality system management certificate (an international standard for quality management in the automotive industry), thereby qualifying to participate in the production chain of multinational corporations.
Remove blockages from multiple sides
To remove technological bottlenecks and create conditions for supporting industry enterprises to step up to a higher value ladder, Deputy Director of Hanoi Department of Industry and Trade Nguyen Dinh Thang said that in the coming period, it is necessary to synchronously deploy many groups of solutions.
In particular, it is necessary to specify the policies in Decree No. 205/2025/ND-CP of the Government amending and supplementing a number of articles of Decree No. 111/2015/ND-CP on the development of supporting industries, issued on July 14, 2025. From the business perspective, Director of International Market Development (Smart Vietnam Precision Mechanical Joint Stock Company - a business in Hanoi) Cao Van Hung believes that increasing the technology content is the decisive factor in the competitiveness of the product. This is the only way for businesses to escape the situation of cheap processing and be competitive in the face of market changes.
In order for the supporting industry to truly become a support for the manufacturing industry, many opinions suggest that there needs to be more synergy between the State - enterprises - institutes, schools - associations, in which enterprises play a central role. This connection will help spread technology, thereby forming a closed and sustainable supply chain.
According to Vice President of the Hanoi Association of Supporting Industry Enterprises Nguyen Van, there needs to be a specific law for the supporting industry sector, from which there should be clear regulations on credit incentives, taxes, land and support for research and development; focusing on developing a model of high-tech industrial complexes, combining production, research, training and technology transfer... When the State plays a creative role, businesses need to consider technology investment and innovation as a survival strategy.
Obviously, policy adjustments and supplements and the initiative of enterprises will help increase the technology content in the production process of supporting industrial enterprises. From there, enterprises can stand firm in the face of increasingly fierce competition today.
