The forum was attended by Prime Minister Pham Minh Chinh , leaders and representatives of central ministries, departments and branches, local management agencies, industry associations, logistics service businesses and import and export of goods and services, research institutes, universities and international organizations in Vietnam.
The strategic role of logistics in Vietnam's economic development
Speaking at the opening of the Forum, Minister Nguyen Hong Dien emphasized that logistics is a service industry that plays an important role, considered the "blood vessels" of the economy; a bridge between production - circulation - consumption - export and import and is one of the key pillars, enhancing national competitiveness, promoting socio-economic development.

Minister of Industry and Trade Nguyen Hong Dien delivered the opening speech at the Vietnam Logistics Forum 2025
As a country located in a dynamically developing region of the world, where there is a concentrated flow of goods, strong exchanges and a large open economy (200%), ranking 3rd in ASEAN and 32nd in the world; top 20 in international trade scale and top 15 in FDI attraction, with a large consumer market (including a domestic market of over 100 million people with a fairly large purchasing power and an export market of nearly 6 billion consumers in 17 FTAs that have been signed and implemented); import-export turnover and e-commerce in the past 5-6 years have always grown at double-digit rates, Vietnam is considered one of the markets with a lot of potential and conditions for developing logistics services.
In addition, with its strategic and potential geographical location and strengths in developing deep-water seaport infrastructure, international airports, highway and high-speed railway traffic hubs with countries in the region and the world, Vietnam has all the favorable conditions to build and develop large-scale and modern logistics infrastructure projects.
Recognizing that importance, in recent times, our Party and State have issued many mechanisms, policies and directed the effective implementation of solutions to remove difficulties, reduce costs, improve competitiveness, and create a favorable environment for the development of the logistics service industry.
With the attention and close and drastic direction of the Government and the Prime Minister; the active and effective participation of central and local ministries, branches and sectors. Especially with the outstanding efforts of the business community, our country's logistics service industry has made quite strong developments (an average increase of 14-16%/year, more than twice the world's average increase; the size of Vietnam's logistics service market is about 45-50 billion USD, equivalent to 10% of GDP and 5% of import-export turnover, gradually affirming the brand and position of the industry in the region and the world).
By 2025, Vietnam will be evaluated and ranked by international organizations in the top 10 emerging logistics markets; top 4 in the region in terms of Logistics Opportunity Index and top 5 in ASEAN, top 40 in the world in terms of Logistics Performance Index.
Minister Nguyen Hong Dien also pointed out that, in addition to the achieved results, the development of Vietnam's logistics service industry is not commensurate with the country's potential and advantages; logistics costs are still high compared to other countries in the region, leading to low competitiveness; regional connectivity and infrastructure connection are not yet synchronized; there is a shortage of high-quality human resources, unprofessional working style; digital transformation and green transformation in Logistics are only in the early stages, lacking a shared database...
These are major "bottlenecks" that need to be promptly resolved with synchronous, strong and feasible solutions to remove them, unblock resources, promote the development of this important service industry, and contribute significantly to the development of the industry and the country's economy.
Challenges and expectations for growth in the new era
Opening the Forum, Minister Nguyen Hong Dien also said that our country is entering a new era - the era of science and technology, innovation, green transformation, digital transformation and deep international integration, bringing about intertwined opportunities, advantages and difficulties and challenges.

Vietnam Logistics Forum attracts the attention and participation of Government leaders, central and local ministries, branches and the community of experts and businesses.
The fluctuations in the world economy, politics and new business trends, such as: Supply chain shifts, cross-border e-commerce, green and sustainable development standards along with increasingly fierce strategic competition between major countries also pose many new challenges to the development of the economy in general and logistics services in particular.
“ Following the success of previous years, this year's Forum is held with the theme "Vietnam Logistics - Reaching into the new era" to send a strong message from the Government on attracting and encouraging investment and developing logistics services with new policies that are strong, feasible and open and attractive to create a breakthrough driving force to promote economic development in general and the logistics service industry in particular ", the Minister said.
The Minister also emphasized that in the context of increasingly deep international integration, logistics is one of the important competitive advantages and an effective tool for countries to maximize the benefits brought about by the integration process.
As the focal point of the state management agency for logistics services, the Ministry of Industry and Trade has submitted to the Prime Minister the Strategy for developing Vietnam's logistics services for the 2025-2035 period, with a vision to 2050.
Accordingly, the goal to strive for in the next 10 years is to build and develop sustainable, efficient, high-quality Vietnamese logistics services with high added value and strong competitiveness, maximizing Vietnam's advantages in the global supply chain and value chain, gradually realizing the goal of making Vietnam a strong country in logistics, actively contributing to the cause of industrialization and modernization of the country. Along with that, the merger of administrative boundaries, dissolution of intermediate administrative levels, and implementation of two-level local government also contribute to expanding the space for infrastructure development and logistics services.
These are very important contents, of practical relevance not only for the development of Vietnam's logistics service industry, but also important for the development of the country's economy in the new era - the era of national growth.
“ At this Forum, delegates, from their practical experience in each industry, field, and locality, should focus on exchanging and discussing to clarify the results achieved; the limitations, weaknesses and causes (especially subjective causes); draw lessons learned in developing logistics services in our country in the past time, as well as identify opportunities, advantages, difficulties and challenges; from there, give advice and recommendations to competent authorities on solutions to support logistics service enterprises to promote their internal strength, take advantage of opportunities to improve quality, operational efficiency and competitiveness, build brands, and anticipate trends and policies for developing logistics services in Vietnam in the coming time ,” the Minister suggested.
In addition, the Minister also requested relevant units and individuals to propose strong and feasible policy mechanisms to encourage and attract investment in developing logistics infrastructure projects, creating a new breakthrough driving force to promote the rapid and sustainable development of Vietnam's logistics industry in the new era.
