In the context of the country entering a new era with increasingly deep international integration, the development of cultural industry poses new requirements and new approaches. Hanoi Moi Weekend Newspaper discussed with experts about solutions to develop cultural industry in a sustainable and effective direction, thereby gradually forming a professional "cultural ecosystem".

There needs to be strategic investment appropriate to existing resources.

Prime Minister Pham Minh Chinh has just signed Decision No. 2486/QD-TTg approving the Strategy for the development of Vietnam's cultural industries to 2030, with a vision to 2045. Accordingly, the Strategy identifies 10 key cultural industries prioritized for development, including: Cinema; fine arts, photography and exhibitions; performing arts; software and entertainment games; advertising; handicrafts; cultural tourism ; creative design; television and radio; publishing.
The clear identification of priority sectors and fields for investment and development not only demonstrates strategic vision but also affirms the initiative in orienting the development of Vietnam's key cultural industries. With the National Target Program on Cultural Development for the 2025-2035 period and the Strategy for the Development of Vietnam's Cultural Industry to 2030 issued by the Government, each locality needs to implement flexibly, in accordance with practical conditions and ensure the highest efficiency. After the administrative boundary merger, localities are enriched with more cultural resources, expanding development space in many fields. This is a great opportunity to review, master plan, and systematically re-evaluate local development strategies, including culture, especially the development of cultural industries. At this time, when starting to operate the new administrative apparatus, along with stabilizing personnel, localities need to immediately implement the planning of priority development groups, sectors and fields to promote the local economy . Cultural development needs to be a key task and needs to be strategic.
In my opinion, to develop the cultural industry systematically and effectively, localities should not invest massively but need to clearly identify potentials, strengths, and resources, both financial and human, to focus on. There should be an open and transparent mechanism to attract investment in potential and strong areas of the locality. In addition, localities need to encourage new innovations and expand connectivity to maximize resources after expanding administrative boundaries.

Prioritize developing new people

For the cultural industry to develop sustainably, the key and decisive factor is to promote human resources - the creative force, production and dissemination of Vietnamese cultural values to the world. In any field, the human factor always plays a central role. Without a quality workforce, no matter how rich the cultural resources are, it is difficult to transform them into cultural products with economic value.
In the new era, when digital technology and multimedia reshape the approach and consumption of cultural products, the requirements for qualifications, skills and innovative thinking of human resources become more urgent. Currently, countries are focusing on investing heavily in training and building a team of creative experts, from directors, artists, designers to tourism workers. If Vietnam does not promptly promote the quality of human resources, we will easily fall into a passive position, making it difficult to create products that are attractive and different enough to reach the international market.
Developing human resources is also the key to promoting innovation - the core element of the cultural industry. People are the ones who create unique ideas and provide technological solutions to diversify cultural products. When equipped with knowledge, skills, a creative environment and appropriate incentive policies, human resources will become the "engine" to develop the cultural industry quickly, strongly and sustainably.
I believe that, to develop human resources in the new era, there needs to be synchronous coordination from the State, training institutions, businesses and the workers themselves. Policies need to focus on training professional human resources, expanding fields of study related to creativity - technology - culture - tourism, and at the same time strengthening international cooperation to improve qualifications. Businesses must focus on a creative and transparent working environment, with a mechanism for rewarding talents. Workers need to proactively learn, update global trends and develop digital skills to keep up with the demands of the new era.

As the world enters the digital age, technology and digital transformation increasingly play a key role in determining the competitiveness and influence of Vietnamese culture. Technological advances such as artificial intelligence (AI), virtual reality (VR), augmented reality (AR), 3D graphics techniques... are helping artists, designers, and content producers create creative works with high aesthetic value.
In addition, digital transformation contributes to solving traditional limitations in storing, preserving and disseminating cultural values. Digital museums, digital libraries, heritage data warehouses, and 3D digitalization technology are helping cultural resources to be safely preserved, more widely accessible, and more vivid. This not only supports scientific research but also helps to strongly promote the image of Vietnam to international friends.
Technology and digital transformation also help improve business efficiency and increase competitiveness for the cultural industry. Digital platforms allow cultural products to directly reach consumers, attracting a large audience at home and abroad. Currently, many relics and tourist attractions in Vietnam have applied technology to management and product development such as electronic ticket sales, automatic guides, virtual reality experiences... bringing attractive experiences to the public.
Recently, our company has cooperated with the Center for Cultural and Scientific Activities of the Temple of Literature - Quoc Tu Giam to launch the digital heritage experience "Vietnam's Wonderful History". This is an application of augmented reality (AR) technology combined with artificial intelligence (AI), visitors at the Temple of Literature - Quoc Tu Giam can meet their ancestors vividly; can even communicate to a certain extent. Bringing technology applications into experiential activities at relics and destinations not only brings new emotions to visitors but also helps the relics become more attractive and have more influence on the public, especially the young.
I believe that investing heavily in digital infrastructure, developing technology human resources and building a technology-based creative ecosystem will help Vietnam effectively exploit cultural resources, improve competitiveness and affirm its national position in the new era. To effectively apply technology, each locality and destination needs to have financial and human resources as well as clearly define its goals, thereby combining with suppliers to have appropriate and effective technology solutions.
