Energy supply in the next 5 years must increase dramatically
Speaking at the discussion session of Group 9 (including the National Assembly delegations of Hung Yen and Hai Phong provinces), Minister of Industry and Trade Nguyen Hong Dien stated that in the 10-year socio-economic development strategy and the next 5-year socio-economic development plan, our country aims to strive for GDP growth of 10% or more.

In theory, to achieve such a growth rate, electricity growth must be at a factor of 1.3 to 1.5 depending on the application of technology in the development process. Along with that, the demand for electricity will increase very quickly because we convert digitally, apply AI, form database centers...
Therefore, the energy supply in the next 5 years must increase dramatically to meet the demand. The Power Plan VIII and the revised Power Plan VIII have also clearly determined that in order to meet the economic growth target, the total capacity of all types of power sources in the next 5 years must reach 2.5 to 3 times the current level.
“Thus, the demand for capital is very large. In particular, to attract the attention of investors, the mechanism and policies must be open, attractive and able to remove practical difficulties,” the Minister emphasized.

Recently, the Politburo issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. The Minister said that the draft Resolution of the National Assembly on mechanisms and policies for national energy development in the 2026-2030 period is the institutionalization of the Politburo's policies, with no content outside of Resolution 70.
“The National Assembly Resolution takes effect for 5 years from 2026 until January 1, 2031. Therefore, the Resolution does not have any problems with the laws that the National Assembly has been discussing or the laws that may be considered for amendment or supplementation within the next 5 years,” the Minister emphasized.
Create initiative for ministries, branches and localities
Agreeing with the necessity of issuing the Resolution for the reasons stated in the Government's Submission and agreeing with many contents of the Verification Report, National Assembly Deputy Tran Khanh Thu (Hung Yen) said that the issuance of the Resolution is very important in removing institutional bottlenecks that hinder the development of the energy sector as set out in Resolution 70 of the Politburo.
Delegates also noted that the policies mentioned in the draft Resolution are very innovative, promoting decentralization and delegation of power to ministries, branches and localities in the issue of state capital management in state-owned enterprises, especially streamlining investment procedures.
However, delegate Tran Khanh Thu noted that these contents need to be considered very carefully. The delegate suggested continuing to review and supplement regulations to ensure effective and reasonable control and supervision, not allowing the loosening of regulations to lead to potential risks and disadvantages for Vietnam in negotiating, signing and implementing contracts; ensuring national monetary security, ensuring national defense, security, and sovereignty over Vietnam's seas and islands.

Besides, delegate Tran Khanh Thu said that issuing a framework resolution is also very necessary to remove specific obstacles in ongoing projects.
Currently, according to Decision No. 893/QD-TTg of the Prime Minister approving the National Energy Master Plan for the period 2021 - 2030, with a vision to 2050, the plan has identified the Vietnam National Coal - Mineral Industries Group (TKV) as the core force to ensure coal supply for electricity and play a pivotal role in national energy security. The lists and important projects prioritized for investment issued with Decision 893 are also the key legal basis for TKV to be able to implement key projects.
However, in the Report on the implementation of Decision 893, TKV encountered many difficulties related to investment procedures, licensing for exploration and exploitation, land allocation for site clearance as well as approval of overlapping dumping sites in planning. This is a bottleneck that is directly affecting the progress of coal projects, while coal is the main source of supply for the economy, especially in the electricity industry.
Clause 1, Article 3 of the draft Resolution stipulates that an urgent national power project is a power project in the list of national key projects and key projects of the energy sector according to the decision of the Prime Minister and urgent power projects according to the provisions of the Electricity Law.
According to delegate Tran Khanh Thu, if the above terms are interpreted, the urgent and important national power projects may not cover all the difficulties that the list of priority investment projects in the energy sector is currently facing.
Therefore, the delegate proposed that the drafting agency consider adding to Clause 1, Article 3, Article 18, Article 24 of the draft Resolution the phrase "list of important priority projects in urgent national important power projects and/or lists of important priority investment projects in the energy sector that have been planned in the national sector planning".
“Such regulations will create initiative for ministries, branches and localities, contributing to removing bottlenecks, ensuring the progress of projects that the coal industry is facing, thereby maintaining national energy security and making practical contributions to economic growth,” said delegate Tran Khanh Thu.
