Deputy Prime Minister Pham Thi Thanh Tra asked the Minister of Home Affairs to closely monitor and urge careful preparations so that the National Patriotic Emulation Congress can be organized thoughtfully, with quality and impression.

On the afternoon of December 4, Deputy Prime Minister Pham Thi Thanh Tra chaired a working session to review the implementation of institutional building tasks and a number of key tasks of the Ministry of Home Affairs up to the end of December 2025.

Reporting at the working session, Minister Do Thanh Binh said that in October and November 2025, the Ministry of Home Affairs advised on submitting 4 reports, projects, and submissions to the Politburo and the Secretariat; advised the Government on submitting 3 resolutions to the National Assembly Standing Committee, and submitted 6 decrees, 4 resolutions of the Government, and 5 decisions of the Prime Minister to the Government.

After the November 2025 working session of the Deputy Prime Minister and the Ministry of Home Affairs, the Ministry of Home Affairs submitted and the Government issued 4 decrees, including: Decree 293/2025/ND-CP stipulating the minimum wage for employees working under labor contracts, Decree No. 303/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies, Decree No. 307/2025/ND-CP classifying administrative units and Decree No. 300/2025/ND-CP stipulating the framework of the number of Vice Chairmen of the People's Committee, the number and structure of members of the People's Committee; procedures for requesting approval of the results of the People's Council's election, dismissal, and removal of the Chairman and Vice Chairman of the People's Committee; procedures for transferring and removing the Chairman and Vice Chairman of the People's Committee and delegating the authority of the Chairman of the People's Committee.

In December 2025, the Ministry of Home Affairs must submit to the Government 27 documents to guide the implementation of the Law on Organization of Local Government 2025, the Law on Cadres and Civil Servants 2025, the Law on Employment (effective from January 1, 2026), amend decrees guiding the implementation of the Law on Occupational Safety and Hygiene, documents implementing other relevant laws, conclusions of the Politburo and Secretariat on organizational structure, payroll and salaries, allowances. Of these, 13 documents have been submitted to the Government, 8 documents are being sent to the Ministry of Justice for appraisal, 4 documents are being completed to send to the Ministry of Justice for appraisal, 2 documents are being drafted, and the deadline to March 2026 is requested.

Regarding the tasks assigned in the documents of the Government and the Prime Minister, the Ministry of Home Affairs has 24 tasks. Currently, 8 tasks have been submitted to the competent authority. The Ministry of Home Affairs is actively implementing the remaining tasks. The Ministry of Home Affairs proposed 1 task to be transferred to 2026, which is the task of demarcating the management boundaries of seas and islands for 21 coastal provinces and cities (after merging provinces and cities).

After listening to the report assessing the implementation of tasks and opinions of the leaders of the Ministry of Home Affairs, units under the Ministry, and representatives of the Government Office, Deputy Prime Minister Pham Thi Thanh Tra acknowledged that the Ministry of Home Affairs has shown great determination to complete the remaining tasks of 2025. Implementing the Deputy Prime Minister's conclusion from November 2025 to present, the Ministry has made great efforts in building a system of decrees and has so far submitted 4 decrees to the Government for promulgation.

However, the Deputy Prime Minister also frankly pointed out that some units under and directly under the Ministry have not been resolutely focused, so some tasks are still delayed and have not achieved the goals and tasks according to the general direction of the Government and the Deputy Prime Minister.

Emphasizing that the remaining workload for 2025 is still very heavy, and if not calculated day by day, it cannot be completed, the Deputy Prime Minister requested that the Ministry must have a very close, specific, drastic and effective working method.

Expressing sympathy with the Minister of Home Affairs when the Ministry's workload is very large and wide, in the fields of state and social organization, including core tasks in the social field such as labor, employment, social insurance, the scope of influence of the Ministry is very large, the Deputy Prime Minister said that if the working method is not changed, that workload will not be completed.

The Deputy Prime Minister requested the Ministry of Home Affairs to closely coordinate with ministries, the Government Office and within the units under the ministry when building the document system.

“It is necessary to change the coordination method to ensure better requirements, especially when the tasks are at their peak. The remaining time is considered a campaign. If we are not quick, decisive, and highly focused, we will not be able to complete the work,” the Deputy Prime Minister stated.

Deputy Prime Minister Pham Thi Thanh Tra also asked the Minister of Home Affairs to directly monitor every day, and the Deputy Ministers to directly preside over and take primary responsibility for the areas they are assigned to, and proactively roll up their sleeves to get the work done.

The Deputy Prime Minister stated that the most important goal is to prioritize the completion of 27 decrees, prepare for the 11th National Patriotic Emulation Congress, summarize 5 years of implementing Resolution No. 76/NQ-CP of the Government on the overall program of state administrative reform for the 2021-2030 period, focus on presiding over and coordinating to resolve difficulties and problems in the operation of two-level local governments and reorganize ministries, ministerial-level agencies, and government agencies.

Note that December is the "sprint" time of 2025, the Deputy Prime Minister assigned the completion progress for each specific group of decrees, requesting that from this time division, the Minister of Home Affairs will base on that to assign specific tasks to each unit and each leader in charge, meeting the progress requirements.

Regarding the important and urgent political task group of December 2025, which is the National Patriotic Emulation Congress, the Deputy Prime Minister said that next week he will review the preparation work, review the documentary film and program script; and requested the Minister of Home Affairs to closely monitor and urge the preparation so that the Congress can be organized thoughtfully, with quality and impression.

Regarding the organization of the apparatus and the two-level local government, Deputy Prime Minister Pham Thi Thanh Tra requested the Ministry to take the lead in urging and removing difficulties and obstacles in decentralization and delegation of power. The Ministry of Home Affairs must take the lead in guiding localities to remove obstacles, closely follow the situation, and focus on resolving any problems.

The Ministry of Home Affairs coordinates with the Ministry of Education and Training in arranging public service units; completes the Project on training and fostering cadres and civil servants in December 2025; soon completes the data platform system on cadres, civil servants, meritorious people, and social security./.
