Hanoi: By 2030, build at least 50% of communes and wards free of drugs

The Hanoi Party Committee has just issued Directive No. 01-CT/TU on strengthening solutions to reduce supply and demand for drugs, striving to build drug-free communes and wards in Hanoi.

The City Party Committee's Directive requires continuing to thoroughly grasp and seriously implement Conclusion No. 132-KL/TU dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TU dated August 16, 2019 of the Politburo on "Strengthening and improving the effectiveness of drug prevention, control and combat" in the city...

The Directive also requires clearly defining key and breakthrough tasks, with specific goals, roadmaps, solutions, programs and plans to lead and direct drug prevention and control work with the goal of building at least 50% of communes and wards free of drugs by 2030, in accordance with the characteristics of the local situation and units.

The key task is to lead and direct synchronous solutions to improve the effectiveness of crime and drug prevention, and strengthen solutions to reduce drug demand.

In particular, Party committees and authorities at all levels need to propagate and raise awareness, especially among teenagers, pupils and students, about the dangers of drugs, mobilize people to actively participate in drug prevention and control, build a movement "All people participate in drug prevention and control" with the message "Each citizen is a soldier, each family is a fortress in drug prevention and control...

Building drug-free communes and wards requires innovation from awareness to action of Party committees at all levels, authorities, the Fatherland Front and organizations in the political system, and all people, starting from residential groups and villages, to gradually reduce the complexity of the crime and drug situation in the area.

Along with that, proactively advise, prevent, and fight against crimes and violations of drug laws with the motto "Prevention is fundamental, strategic, and long-term; fighting is the focus, regular, and breakthrough".

In particular, it is necessary to closely follow the political tasks and socio-economic development tasks of the country and the city to deploy early and remote prevention solutions, not allowing small violations to accumulate into large violations, creating "green zone" models for drug prevention and control to effectively implement the goal of building drug-free residential groups, villages, and drug-free communes and wards...

The Directive also requires strong leadership and direction in the fight against drug crimes, and the implementation of solutions to reduce drug supply. The key task is to promote the core role of specialized agencies in the fight against, prevention, control of drugs, and prevention of drug supply.
