Determined to move towards a drug-free society

The work of preventing and controlling drugs in Quang Ninh province in recent times has always been directed by Party committees and authorities at all levels, mobilizing the participation of the entire political system and the entire population. Many achievements of the provincial police force have affirmed the bravery, intelligence and courage of officers and soldiers on this arduous front. In particular, many advanced models and examples in preventing drug abuse have been effectively deployed in residential areas, affirming the highest political determination in realizing the goal of building a drug-free society. For example, in Quang Ha commune, the commune police continuously deployed propaganda and legal education campaigns in the form of conferences and directly went to households; mobilized 100% of households and conditional businesses in the area to sign a commitment to strictly comply with regulations on drug prevention and control. For example , the police of Phong Coc and Lien Hoa wards have coordinated with Minh Ha High School to promote propaganda, legal education, drug prevention and social evils right from the beginning of the 2025-2026 school year...

Along with that, the model of "Youth Union members actively participating in crime prevention" was also built, creating a wide spread. For example, in Vang Danh ward, the ward police coordinated to launch the model of "Drug-free boarding house" to suit the characteristics of the area, there are currently up to 80 accommodation establishments, with more than 1,350 rooms, serving a large number of workers and students of universities and colleges.

Reality shows that only when people proactively accompany the government and the police force, the fight against drugs can be truly sustainable and comprehensive. When each person raises awareness, participates in repelling social evils, or just does a small thing like sharing and spreading messages, articles, and images about the harmful effects of drugs, etc., it will also contribute to strengthening the shield to protect the community. In recent times, many new forms have been applied to propaganda work such as through social networks, electronic information pages, mobile platforms, etc., which have been promoted by all levels, sectors, units, and localities in the province. Especially focusing on teenagers to raise awareness, proactively prevent, and not fall into social evils. Collectives and individuals who actively participate in the fight against drugs are also encouraged and rewarded promptly.

With the determination in directing and the companionship of all levels, sectors and people, the Provincial Police have proactively advised the Standing Committee of the Provincial Party Committee to include the target of "Building drug-free communes, wards and special zones" in the Resolution of the Provincial Party Congress, term 2025-2030. In particular, they have advised the Provincial Party Committee and the Provincial People's Committee to issue a specific implementation plan, setting a target of striving for 14 communes, wards and special zones in the province to meet the criteria of drug-free communes by 2025, equivalent to 25% (higher than the national target of 20%). From there, Quang Ninh is determined to have over 50% of communes free of drugs by 2030. This is a task of strategic significance, not only in the field of ensuring security and order but also directly linked to the comprehensive development goals set by the Provincial Party Committee in the new period. When drug abuse is prevented and eradicated at the grassroots level, society will be guaranteed safety and stability, creating a favorable environment to attract investment and develop the socio-economy. At the same time, it is the foundation for improving the quality of people's lives.

The National Target Program on Drug Prevention and Control until 2030 was approved by the National Assembly in Resolution No. 163/2024/QH15 (dated November 27, 2024), with the goal of: Promoting the combined strength of the political system and the entire population in drug prevention and control; focusing on grassroots areas; synchronously implementing solutions to reduce supply, reduce demand, and reduce harm; contributing to building a safe and healthy society, promoting socio-economic development.

By 2030, the whole country will have at least 50% of communes, wards and special zones free of drugs; 100% of locations organizing and harboring illegal drug use, drug retailers and areas illegally growing plants containing drugs will be discovered and destroyed; over 80% of units and officers and soldiers of the specialized force for preventing and combating drug-related crimes under the Border Guard and Coast Guard will be equipped with weapons, support tools, and modern technical means...
