Hanoi strengthens management of legal activities related to drugs

Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has just signed and issued Plan No. 301/KH-UBND on coordinating the control of legal activities related to drugs in the city. The plan aims to effectively implement the 2021 Law on Drug Prevention and Control and the directions of the Politburo, the National Assembly, the Government, the Hanoi Party Committee and the Ministry of Public Security .

According to the plan, the City People's Committee requested relevant departments, branches and units to seriously implement the directive documents of the superiors, including: Conclusion No. 132-KL/TW of the Politburo ; Resolution No. 93/NQ-CP, Resolution No. 50/NQ-CP of the Government; Circular No. 34/2025/TT-BCA of the Ministry of Public Security... and the instructions of specialized agencies such as the Police, Health, Industry and Trade, Agriculture and Environment, and Customs Branch of Region I.

Units must proactively develop specific plans and clearly define the responsibilities of collectives and individuals in licensing, managing, and supervising legal activities related to drugs, precursors, psychotropic drugs, and preparations containing addictive ingredients.

The city requires increased propaganda and dissemination of laws on drug prevention and control through the press, social networks, loudspeaker systems, and security and order bulletin boards at the grassroots level, in order to raise people's awareness and vigilance against tricks of taking advantage of legal activities to commit crimes.

At the same time, organize professional training and foster legal knowledge for officers and employees of agencies and units with state management functions in this field, especially foreign-invested enterprises, industrial, medical and veterinary production facilities related to precursors, chemicals and addictive drugs.

Departments and branches must strictly implement the procedures for appraisal, issuance, re-issuance, suspension, and revocation of licenses related to the use, trading, transportation, distribution, preservation, and destruction of narcotic substances, precursors, addictive drugs, and psychotropic drugs, ensuring compliance with legal regulations.

The Department of Health is assigned to strictly manage the planning, distribution, dispensing and use of Methadone at facilities treating addiction to opioid substances with replacement drugs, and to monitor and inspect the recording and reporting of relevant facilities.

Functional units must regularly review and compile a list of organizations and individuals with legal activities related to drugs in the area; clearly assign and decentralize tasks, and assign responsibilities to each individual and organization in control and management work.

The City People's Committee requested to strengthen inter-sectoral coordination, periodically or suddenly inspect organizations and individuals involved in the production, trading, use, and destruction of precursors, chemicals, and drugs containing addictive substances and psychotropic substances.

In addition, departments and branches directed their subordinate units to proactively coordinate with the police, customs, border guards and key drug-related localities to exchange information, promptly detect and prevent acts of taking advantage of legal activities to produce, trade and transport illegal drugs; establish a regular coordination mechanism between the city's Inter-sectoral Working Group and central units, ensuring data sharing, early warning and quick handling of arising situations.

The plan also emphasizes expanding international cooperation in controlling legal activities related to drugs, especially import-export, temporary import-re-export, and transit of precursors, narcotic drugs, and psychotropic drugs, as well as preventing smuggling and illegal transportation of these substances across borders.

The city will focus on allocating funds, investing in equipment and technical means, and promoting exchanges and learning experiences between forces inside and outside the industry to improve professional qualifications and the capacity to detect and handle violations.

The City People's Committee assigned the Hanoi City Police to preside over and coordinate with relevant agencies to strictly carry out sampling, management, use and destruction of narcotics, precursors, psychotropic drugs and addictive drugs for the purposes of research, appraisal, training and criminal investigation.

In addition, the City Police are also responsible for coordinating the control of legal activities related to drugs to serve research and appraisal for national defense and security purposes, contributing to ensuring social order and safety in the area.
