(PLVN) - After more than four months of official operation, the new wards in Hai Phong City have demonstrated the role of a dynamic and creative administrative unit, effectively promoting the two-level urban government model. From urban areas to special zones, localities have achieved many outstanding results in socio-economic development, digital transformation and implementation of Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW of the Politburo, affirming the pioneering position of the Port City in the new development period.

New Ward - New Vision in Modern Urban Development

Hai An Ward ( Hai Phong City) officially came into operation from July 1, 2025, on the basis of merging 05 old wards of Hai An district (Dang Hai, Dang Lam, Cat Bi, Thanh To, Trang Cat) and part of Nam Hai and Dong Hai 2 wards. With an area of ​​nearly 40 km², a population of more than 102,600 people, a Party organization consisting of 104 party cells and affiliated party committees with 5,533 party members - Hai An is a large-scale unit, a key area of ​​industry, services and aviation logistics.

Located in a strategic location, the center of road, waterway and air traffic connections, Hai An ward has strong potential to develop industry, logistics, marine economy and high technology. Promoting the tradition of solidarity, dynamism and creativity of the people, the ward is affirming its role as a "new driving force" in the urban modernization process of the Port city.

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hai An Ward Cao Huy Hieu shared that, immediately after its establishment, Hai An Ward quickly stabilized its organization, perfected its apparatus structure, and ensured the smooth operation of the two-level urban government model. With the attention and direction of the City Party Committee, People's Council, People's Committee and departments and branches, the ward has completed its operating regulations, promoting proactiveness and flexibility in management and operation.

The Hai An Ward Public Administration Service Center is located on the first floor of the Administration Building, with an area of ​​150 m², equipped with modern and synchronous equipment, effectively serving people and businesses. By October 31, 2025, 100% of administrative procedures (TTHC) in the ward were received online, no more documents were submitted directly; Hai An Ward has processed a total of 8,133 documents that were resolved on time, without any delays - a vivid demonstration of the strong shift in administrative reform, towards a digital government serving the people.

The ward has publicized 367 administrative procedures, arranged 11 areas for receiving documents, waiting areas and supported people to use online public services. In particular, the model of "Zalo online community group about the Public Administration Service Center" has become a quick interactive channel, helping people to look up, respond, receive specific instructions, save time and costs. The government is close to the people - serving the people and for the people - is the consistent spirit in the process of urban management innovation of Hai An.

Along with administrative reform, Hai An ward has proactively implemented Resolution No. 57-NQ/TW of the Politburo on science, technology development, innovation and national digital transformation. Hai An ward Party Committee issued Plan No. 08-KH/DU with 13 tasks and 31 specific targets, of which 8/13 tasks and 14/31 targets have been completed, the rest are being deployed on schedule. The Resolution implementation monitoring system has been operated closely, the ward has completed 51/51 tasks, achieved "Green" status, ranked 2nd out of 114 communes, wards and special zones in the city.

Political and social organizations have strongly applied digital technology in their activities. The Fatherland Front has maintained an electronic information page; the Youth Union has deployed the model of "Supporting people to use online public services" and "Cashless payment"; the Women's Union has applied artificial intelligence (AI) in designing newsletters, videos, infographics, and at the same time built 55 Zalo groups of Women's Unions, creating a synchronous communication network, spreading policies and guidelines to members and the people.

Hai An is also one of the pioneering wards in comprehensively transforming the operations of the political system: 100% of administrative documents are digitally signed; 96.5% of party members exchange cards on the national data platform; deploying electronic party member handbooks and party cell activity newsletters using AI applications. Three Zalo groups (Party - Government - Front) ensure two-way information exchange and seamless connection between the Party Committee and the grassroots.

Hai An Ward has completed 100% of the public posting of administrative procedures, issuing digital signatures to all leaders and specialists; all documents are processed in the electronic environment. The digital infrastructure system, operating software, feedback and recommendations, and official letters are regularly exploited, the data reuse rate reaches 91.47% - a high level in the whole city...

Regarding digital society, Hai An ward is at the forefront of digital transformation in education: 100% of general schools have reached level 2; 10/11 kindergartens have reached level 2 (rate of 90.9%). The "Digital Education for All" movement has helped more than 6,900 people gain access to digital skills, of which nearly 3,000 people have received certificates. The "Digital Education for All" page on the ward's electronic information portal has become a familiar destination, contributing to spreading the spirit of lifelong learning and digital learning among the people.

Implementing Resolution No. 68-NQ/TW on private economic development, the Standing Committee of the Ward Party Committee issued Plan No. 15-KH/DU with 3 target groups and 8 key solution groups, which were specified in the entire political system. Many administrative reform solutions and support for business households have been effectively implemented. During the year, the ward issued 314 business household registration licenses, verified 464 cases of inactive taxpayers, and coordinated with tax authorities to clean data to ensure transparency.

Hai An Ward also promoted the digitization of land data, issued 497 Land Use Right Certificates, and updated more than 3,100 cases into the national database - creating a transparent and modern management platform.

Party Secretary, Chairwoman of Hai An Ward People's Council Nguyen Thi Thu affirmed, "Developing science and technology, innovation and digital transformation is not only a key task but also a vital requirement for Hai An to develop sustainably. People are the center, technology is the tool and innovation is the driving force, that is the way for Hai An Ward to rise strongly in the new period".

With the established foundation and high political determination, Hai An ward is becoming a typical model of Hai Phong city in terms of digital government, digital economy and digital society, realizing the aspiration of building a Port City that "goes first, finishes first" in the digital age.

The two-level government in Bach Long Vi special zone is streamlined, operates effectively, and serves the people.

Bach Long Vi Special Economic Zone, located in a strategic position in the middle of the East Sea, has long been identified as a highlight in the socio-economic development, defense and security strategy of Hai Phong City. The implementation of the 2-level local government model in the special economic zone is not only an important step in administrative reform, but also an opportunity to build a streamlined, modern, effective and efficient apparatus, aiming to better serve the people and businesses.

Deputy Secretary and Chairman of the People's Committee of Bach Long Vi Special Zone, Dao Minh Dong, said that the implementation of the 2-level government model was carried out seriously, methodically, and in accordance with the direction of the Central Government and Hai Phong City. Immediately after its establishment, the People's Committee of Bach Long Vi Special Zone promptly completed its organizational structure and issued important documents, including Decision No. 34/QD-UBND dated July 1, 2025 on the Working Regulations of the People's Committee of the Special Zone, and Decision No. 38/QD-UBND dated July 9, 2025 on the assignment of work to the Chairman, Vice Chairmen and members of the People's Committee of the Special Zone. These documents were built according to the guidance model of the Ministry of Home Affairs and the Department of Home Affairs, ensuring consistency in operation and management.

Currently, the People's Committee of the special zone has five affiliated public service units, of which four units are guaranteed regular expenditures by the State, including: Bach Long Vi Primary School, Marine Conservation Management Board, Port and Anchorage Management Board, Public Service Center; one unit is self-guaranteed for regular expenditures, which is the Special Zone Project Management Board. Along with that, many units from the district level were transferred to be directly under the People's Committee of the special zone in June and July 2025, ensuring continuity in organization and personnel.

Thanks to the close direction of Hai Phong City leaders, the transfer of units such as the Center for Culture - Information and Sports, the Management Board of the Marine Protected Area, the Management Board of the Port and Ship Anchorage Area, Bach Long Vi Primary School, etc. was carried out in accordance with the process, without causing disruption to local activities. The new apparatus quickly went into stable operation, promoting efficiency from the very first days.

One of the highlights in the operation of the two-level government in Bach Long Vi is the decentralization, delegation of power, and clear definition of authority and responsibility between levels and agencies. This helps the special zone government to be more proactive in issuing policies and development solutions suitable to local conditions.

However, Chairman of Bach Long Vi Special Zone Dao Minh Dong also frankly admitted: “Some contents of the division of authority and responsibility between agencies still have overlaps. Therefore, it is necessary to continue to improve and flexibly implement in the direction of “clear people, clear work, clear responsibilities”, in accordance with the capacity of cadres and actual conditions of the special zone, so that the decentralization of authority truly brings practical results.”

Regarding the staffing and personnel arrangement, according to Resolution No. 50/NQ-HDND dated July 25, 2025 of the Hai Phong City People's Council, the special zone is assigned 35 civil servants (including 3 military staff) and 42 public employees. Currently, there are 28 civil servants and 36 public employees, lacking some positions compared to the quota. However, thanks to reasonable organization and arrangement, the team of cadres, civil servants and public employees basically meets the requirements of the task.

From July 1, 2025, the Bach Long Vi Special Zone Public Administration Service Center officially came into operation. The public administration area has been fully equipped with areas for receiving, processing, returning results and looking up information online. All administrative procedures under the authority of the Special Zone People's Committee have been received and processed online through the National Public Service Portal.

In just the first three months of operation, the Center received 16 applications, of which 68.75% were submitted online. All applications were processed on time and before the deadline, reaching a rate of 100%. This is a clear demonstration of the effectiveness of digital transformation in administrative reform, creating trust for people and businesses.

The special zone also pays special attention to the digitization of records and document storage. The entire archive of the People's Council and People's Committee of Bach Long Vi district from 1993 to 2025 has been digitized with more than 56,000 A4 pages, with a capacity of more than 49GB. This not only ensures the safety and security of information but also creates a premise for the effective exploitation and management of administrative data, serving the construction of e-government.

Mr. Dong emphasized: "Operating a two-level government model in Bach Long Vi is not only an inevitable step in the administrative reform roadmap, but also an opportunity for the special zone to affirm its modern, transparent, and people-serving governance capacity."

With a tight organizational foundation, reasonable decentralization, a dedicated staff, and digital administrative infrastructure, the Bach Long Vi special economic zone government is gradually affirming the effectiveness of the new model - a streamlined, efficient government, better serving the development of the outpost island in the middle of the East Sea.

Lessons from An Phong ward: Dynamism and creativity in operating two-level government

After more than three months of operation, An Phong ward has affirmed its position as a dynamic and creative administrative unit, gradually promoting the effectiveness of the urban government model towards the goal of "Digital Government - Serving the People - Modern Administration".

Immediately after its establishment, the Ward People's Committee completed the reception and arrangement of staff, civil servants and public employees from the old wards. The total staffing in 2025 is 476, currently there are 441 people working, ensuring smooth operations, the quality of staff basically meets the requirements of the task. The Ward implements reasonable internal rotation and transfer, at the same time implementing the policy of streamlining staff and support regime for retirees.

Despite difficulties in infrastructure, An Phong ward has proactively rearranged the space for the Public Administration Center, fully equipped with specialized machinery. The ward has also proposed to the Hai Phong City People's Committee to expand the area of ​​the Public Administration Center according to the standard of 150-200m². The work of archiving and digitizing records has been carried out systematically, with more than 230 boxes of documents preserved, at the same time forming a modern data management platform...

An Phong Ward Public Administration Center has received more than 12,000 citizens, processed 6,357 files in the fields of justice, labor, land, construction, finance - planning, all files were resolved on time, reaching a rate of 100%. The ward ranked 41/114 communes, wards, and special zones in the city in terms of satisfaction index of people and businesses.

Initiatives such as the Zalo channel supporting administrative activities with nearly 600 participants, providing 12 free utilities at the Center, and the model of "Registering death certificates and returning results at home" have contributed to improving service quality, creating an image of the government close to the people, serving the people wholeheartedly.

Regarding socio-economic development in the locality, An Phong ward has been recognized by Hai Phong city leaders, the total budget revenue in the ward reached nearly 140 billion VND, budget expenditure was more than 120 billion VND; agricultural production, business registration, urban management, social security are all guaranteed. Urban beautification projects, schools, parks... were inaugurated, creating a new look for the locality.

National defense and security are maintained, the ward organizes conferences to propagate fire prevention and fighting, rescue, An Phong ward is also a pioneer in applying digital technology, managing construction permits on digital maps, checking military recruitment sources from population data through electronic identification VNeID, contributing to building modern, accurate and transparent management.

The ward will continue to improve its organization, modernize its administration, and move towards a professional, transparent, friendly, and sustainable urban government model."

From Hai An, an industrial urban area, to Bach Long Vi - an outpost island in the middle of the East Sea, or An Phong, a young and dynamic ward, the two-tier government model in Hai Phong is proving its clear effectiveness: a streamlined apparatus, efficient operation, aiming to better serve the people, and more modern governance. The synchronous implementation of two major resolutions of the Politburo - Resolution 57 on science, technology, innovation and Resolution 68 on private economic development - not only creates a breakthrough in urban governance, but also contributes to realizing the aspiration to build Hai Phong "to go first, to reach the finish line first" in the digital age.

Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City Le Tien Chau affirmed that the implementation of a two-level government helps Hai Phong take the initiative in implementing special mechanisms and policies... In the past time, the first Hai Phong City Party Congress, term 2025 - 2030, along with Party Congresses at all levels, were successfully organized, becoming a historical milestone in the development process of the city after the merger...
The Port City economy continues to maintain high growth momentum, GRDP increased by 11.59%, ranking second in the country. Budget revenue increased by over 30.6% over the same period, attracting domestic investment was a highlight, 11.9 times higher than the same period last year, reaching a record high.
The fields of industry, services, trade and tourism have all had positive developments. Strategic infrastructure has been focused on investment. In particular, the Southern Coastal Economic Zone (EZ) of Hai Phong has attracted many large projects, strategic driving forces for industry and infrastructure, affirming that the policy of the City Party Committee on establishing the EZ is completely correct, timely and has a long-term strategic vision (from the time of the policy and idea to the Decision on establishment within only 9 months). This has clearly demonstrated that wherever there is good planning and good policies, there will be good projects and good investors. This is an important experience in strategic planning and attracting investment in the City; affirming the role of planning vision, institutional quality and proactive action of authorities at all levels.
The Secretary of the Hai Phong City Party Committee also acknowledged the activities of the City People's Council during the merger period. Sessions were organized promptly, passing many important Resolutions; proactively coordinating with the People's Committee and relevant agencies to develop and issue specialized Resolutions to specify specific mechanisms and policies according to Resolution 226/2025/QH15, creating a clear and feasible legal corridor.
Regarding the operation of the 2-level local government model, Hai Phong City continues to carry out the tasks according to Notice No. 04-TB/VPTU dated October 3, 2025 on the direction of the City Party Secretary at the City People's Committee Conference to assess the situation and results of the operation of the 2-level local government model. Basically overcome difficulties and problems regarding headquarters, vehicles, equipment, transmission lines, cars, etc. in 2025.
Secretary Le Tien Chau noted that in the coming time, Hai Phong City will continue to review and correctly assess the current situation of the commune-level cadres to mobilize, arrange, and assign enough specialized cadres to perform tasks. Currently, Hai Phong has a surplus of workers compared to the task requirements, but locally lacks specialized cadres in some fields. Therefore, it is recommended that local Party committees be more proactive in arranging and assigning cadres within their management authority. The city will only increase cadres at the grassroots level in areas with deep expertise. Hai Phong also needs to urgently complete financial and budgetary mechanisms suitable for the 2-level local government model, submit them to the City People's Council for approval to apply from 2026...
