At the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hanh highly appreciated the initiative of the Provincial General Hospital in developing a plan to improve and rearrange functional departments, specialized departments... after merging with Ha Long General Hospital (Hoanh Bo ward). Currently, the hospital has 9 functional departments at the main facility and 4 teams at facility 2; 34 specialized departments at the main facility; 5 departments and 3 units at facility 2. The reorganization of the apparatus ensures the reduction of focal points, effective exploitation of human resources, funding, infrastructure and equipment... avoiding overlap when performing functions and tasks; forming a general hospital of synchronous scale, better meeting the needs of medical examination and treatment for people in and outside the province.
Regarding the orientation of professional development after the hospital merger, the Vice Chairman of the Provincial People's Committee requested the Provincial General Hospital to develop and implement a specific plan to develop the main hospital into a specialized multidisciplinary medical examination and treatment facility, aiming for special standards by 2030; invest in and upgrade infrastructure and synchronous medical equipment, commensurate with the scale of 1,500 beds, and at the same time be a training, research and direction center for lower-level medical facilities; enhance professional capacity in key areas of Intensive Care - Anti-poisoning - Stroke, Cardiology, Neurosurgery, Ophthalmology, Diagnostic Imaging and Interventional Radiology, Testing; raise the hospital quality score to 4.5 points or higher; build a smart medical management platform, apply information technology, artificial intelligence in diagnosis, treatment and management...
For the Base Hospital 2, the goal is to become a Grade I general medical examination and treatment facility by early 2026; ensure treatment capacity for 250 inpatient beds; improve the efficiency of hospital quality management, and meet Grade II hospital standards in the 2026-2030 period.
Regarding the work of completing the facilities of the Provincial General Hospital in the period of 2025-2030, the Vice Chairman of the Provincial People's Committee requested the leaders of the Department of Health to direct strongly, coordinate with relevant departments, branches and sectors, speed up the progress of research and project establishment and propose policies to renovate and upgrade the entire facilities of the Provincial General Hospital; policies to invest in the medical examination building, and promptly submit to the Provincial People's Council for approval for timely implementation in 2026.
Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hanh emphasized: After the merger, the staff and medical staff of Quang Ninh General Hospital must strive to unite, stabilize the organization, ensure care and treatment from basic to specialized. At the same time, improve the capacity to conduct applied research, develop new specialized techniques; receive and transfer advanced techniques; provide diverse medical services for all subjects from general medical examination and treatment, specialized medical examination and treatment to medical tourism . Along with that, there is specialized training and practical training for doctors and medical staff at medical facilities and universities in the region; ensure people have convenient, fair and timely access to health care services and national target programs. Thereby, contributing to building a strong, modern, effective, humane health system of the province and serving the people comprehensively.
