Perhaps recently, the railway project passing through Quang Ninh province has attracted much attention and interest from the public. This is because these are not only important high-speed railway lines that contribute to diversifying transportation options, but also promote the growth and development of Quang Ninh province.
According to Decision 2404/QD-TTg of the Prime Minister on adjusting the railway network plan for the period 2021-2030, with a vision to 2050, Quang Ninh has great opportunities with two new high-speed lines: Hai Phong - Ha Long - Mong Cai and Hanoi - Quang Ninh.
The Hai Phong - Ha Long - Mong Cai route is approximately 187km long, divided into two investment phases, one before and one after 2030. The route will connect the major seaport chain in the North, including Cai Lan and the Con Ong - Hon Net cluster, and directly link to the Mong Cai international border gate, a key trading point with China.
Quang Ninh has proposed using local budgets to proactively prepare for investment, land clearance, and project planning, prioritizing the Hai Phong - Ha Long section in the 2026-2030 period. The Ha Long - Mong Cai section and the branch to Con Ong - Hon Net port will continue to study suitable financial models before 2030.

The Hanoi - Quang Ninh high-speed railway project has a length of 120.4km, starting at the National Exhibition Center (Co Loa), Dong Anh commune, Hanoi, and ending at the Forest Park area, Tuan Chau ward, Quang Ninh. The entire line has 4 stations: Co Loa (Hanoi), Gia Binh (Bac Ninh), Yen Tu, and Ha Long (Quang Ninh), and 2 terminal depots (one at Ha Long station, Tuan Chau ward, Quang Ninh).
Specifically, Co Loa station is the starting station, covering approximately 1.26 hectares, located north of the intersection between Truong Sa road and the bridge access road in Dong Anh commune, Hanoi; Gia Binh station is an intermediate station, located in Luong Tai commune, Bac Ninh province, covering approximately 0.91 hectares; Yen Tu station is also an intermediate station, covering approximately 0.91 hectares; and Ha Long station is the terminal station, located in Tuan Chau ward, Quang Ninh province, covering approximately 1.26 hectares, adjacent to the Ha Long Green Urban Area and Ha Long Forest Park.
VinSpeed High-Speed Railway Investment and Development Joint Stock Company, a subsidiary of VinGroup, has recently submitted an environmental impact assessment report for the Hanoi - Quang Ninh Railway Project. The project spans 22 communes and wards across four provinces and cities: Hanoi, Bac Ninh, Hai Phong, and Quang Ninh.
This project belongs to Group A projects, with a total investment of VND 138,930 billion. Investment form: Public-private partnership. Investment scale: New investment in a passenger railway line, planned as a double-track line with a 1435mm gauge, electrified. The design speed for the main line is 350 km/h, and the section through Hanoi has a design speed of 120 km/h.
The Quang Ninh Provincial People's Committee has sent Official Letter No. 4723/UBND-XDMT to the Ministries of Finance, Construction, Agriculture and Environment, Science and Technology, Tourism, National Defense, and Public Security... to request their opinions on the application for approval of the investment policy for the Hanoi - Quang Ninh high-speed railway project.
The early implementation of the high-speed railway project will not only diversify transportation methods and upgrade the strategic, modern, and multimodal transportation infrastructure for Quang Ninh province, but also "unblock" the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project. This project, approved by the Prime Minister in 2004 using government bonds, is 131km long, connecting Yen Vien station with Cai Lan port, with a total investment of over 7,660 billion VND. However, in 2011, the project was suspended due to the government's policy of cutting public investment. The project has been "on hold" for over 10 years, affecting the lives and socio-economic development of thousands of households living along this railway line stretching from Dong Trieu - Uong Bi - Ha Long.
According to the investor plan of VinSpeed High-Speed Railway Investment and Development Joint Stock Company, the Hanoi - Quang Ninh high-speed railway project could commence construction at the end of 2025, with a construction period of 24 months and operation beginning in early 2028. Between 2028 and 2035, VinSpeed plans to operate 4 trains (16 carriages), increasing to 8 trains (32 carriages) between 2035 and 2050. Upon completion, travel time from Hanoi to Ha Long via this route will be shortened to approximately 30 minutes, with a frequency of 30 minutes per trip. The projected passenger volume is over 2 million passengers per year by 2028 and over 15 million by 2050. This is likely a project that the people are truly looking forward to, as it will not only make travel more convenient and faster but also contribute to the socio-economic development of the localities along the high-speed railway line. run past.
