Perhaps recently, the railway project passing through Quang Ninh has been of interest and followed by many people. Because these are not only important high-speed railway lines, contributing to diversifying forms of transportation, but also promoting the growth and development of Quang Ninh province.
According to Decision 2404/QD-TTg of the Prime Minister on adjusting the Railway Network Planning for the period 2021-2030, with a vision to 2050, Quang Ninh has a great opportunity with two new routes: Hai Phong - Ha Long - Mong Cai and Hanoi - Quang Ninh high-speed.
The Hai Phong - Ha Long - Mong Cai route is about 187km long, divided into two investment phases until and after 2030. The route will link a chain of major seaports in the North, including Cai Lan and the Con Ong - Hon Net cluster, and directly connect Mong Cai international border gate, the main trading point with China.
Quang Ninh has proposed using the local budget to proactively prepare for investment, site clearance and project establishment, prioritizing the Hai Phong - Ha Long section in the 2026-2030 period. The Ha Long - Mong Cai section and the branch to Con Ong - Hon Net port will continue to study a suitable financial model before 2030.

For the Hanoi - Quang Ninh high-speed railway project, the length is 120.4km, starting point at the National Exhibition Fair Center (Co Loa), Dong Anh commune, Hanoi and ending point at the Forest Park, Tuan Chau ward, Quang Ninh. The entire route has 4 stations: Co Loa (Hanoi), Gia Binh (Bac Ninh), Yen Tu, Ha Long (Quang Ninh) and 2 terminal depots (1 depot at Ha Long station, Tuan Chau ward, Quang Ninh).
Of which, Co Loa station is the first station of the line, with an area of about 1.26 hectares, located north of the intersection between Truong Sa road and the bridge approach road in Dong Anh commune, Hanoi; Gia Binh station is an intermediate station, located in Luong Tai commune, Bac Ninh, with an area of about 0.91 hectares. Yen Tu station is an intermediate station with an area of about 0.91 hectares; Ha Long station is the final station, located in Tuan Chau ward, Quang Ninh, with an area of about 1.26 hectares, the station is adjacent to Ha Long Xanh urban area, Ha Long forest park area.
VinSpeed High-Speed Railway Investment and Development Joint Stock Company under VinGroup has just released an environmental impact assessment report for the Hanoi - Quang Ninh Railway Project. The scope of the project goes through 22 communes and wards of 4 provinces and cities including: Hanoi, Bac Ninh, Hai Phong, Quang Ninh.
The project belongs to Group A Projects, with a total investment of 138,930 billion VND. Investment form: Investment under the public-private partnership method. Investment scale: New investment in passenger railway transport, the railway line is planned to be double-track with a gauge of 1435mm, electrified. The main line design speed is 350km/h, the section through Hanoi has a design speed of 120km/h.
Currently, the People's Committee of Quang Ninh province has issued Official Dispatch No. 4723/UBND-XDMT to the Ministries of Finance, Construction, Agriculture and Environment, Science and Technology, Tourism, National Defense, Public Security... to seek opinions on the dossier requesting approval of the investment policy for the Hanoi - Quang Ninh high-speed railway project.
The early implementation of the high-speed railway project will not only diversify forms of transportation, improve the strategic, modern, multi-modal transport infrastructure for Quang Ninh province, but also "untie the knot" for the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project. This is a project approved by the Prime Minister for investment since 2004 using government bond capital, 131km long, connecting Yen Vien station with Cai Lan port, with a total investment of more than 7,660 billion VND. However, in 2011, the project was suspended due to the government's policy of cutting public investment. The project has been "suspended" for more than 10 years, affecting the lives and socio-economic development of thousands of households living along this railway line running from Dong Trieu - Uong Bi - Ha Long.
According to the investor plan of VinSpeed High-speed Railway Investment and Development Joint Stock Company, the Hanoi - Quang Ninh High-speed Railway Project can start construction at the end of 2025, construction for 24 months and operation in early 2028. In the period 2028 - 2035, VinSpeed plans to operate 4 trains (16 cars), then increase to 8 trains (32 cars) in the period 2035 - 2050. When completed, the travel distance from Hanoi - Ha Long by this route will be shortened to about 30 minutes, frequency 30 minutes/trip, expected output of more than 2 million passengers/year in 2028 and over 15 million in 2050. This is probably the project that people are really looking forward to, thereby not only making travel more convenient and faster, but also contributing to the socio-economic development of the locality where the route is located. high-speed rail runs through.
