Resolution No. 68-NQ/TW on the development of the private economy is identified as a crucial breakthrough, aiming to unlock resources and create new impetus for national growth in the new development phase. In Quang Ninh, implementing the resolution is not only an important political task but also an opportunity to further promote the driving role of the private economic sector in socio-economic development.
Accordingly, to concretize the action plans, the province established a Steering Committee on Private Economic Development chaired by the Chairman of the Provincial People's Committee, mobilizing the participation of the entire political system and the business community. A highlight of Quang Ninh 's approach is its management philosophy of "clear responsibilities, clear tasks, clear accountability, and clear timelines," linking each goal and task to specific agencies and units.
To implement the resolution in a coordinated and effective manner, Quang Ninh has developed 8 groups of solutions with 75 tasks; the provincial steering committee regularly reviews progress, organizes specialized meetings to resolve difficulties, urges the completion of tasks that are behind schedule, and studies new mechanisms to support business development.
One of the highlights is the province's unwavering commitment to prioritizing businesses in its service delivery; using administrative reform and improving the investment and business environment as a "lever" to promote the private economy. Departments, agencies, and localities are required to continue reducing administrative procedure processing time by at least 30%; accelerate the digitalization of document processing; build a shared data system; and minimize compliance costs for businesses.
Beyond just reforms on paper, Quang Ninh province has effectively maintained a mechanism for dialogue and collaboration with businesses. Since the beginning of the year, the province has organized numerous meetings with businesses in various sectors such as import-export, logistics, construction, tourism, trade, FDI enterprises, and large corporations investing in the area. Significantly, following these dialogues, specific tasks were assigned to each agency and unit for immediate implementation, avoiding mere formalities. Through this, Many difficulties were promptly addressed and resolved. The confidence of the business community and investors in the province's investment environment continues to be strengthened. consolidate.
Efforts to improve the investment and business environment are having a positive effect on the private sector. In the first five months of 2026, the province saw the establishment of over 2,000 new businesses and affiliated units with a total registered capital exceeding 13,000 billion VND. Quang Ninh currently has nearly 13,900 operating businesses, of which non-state enterprises account for 99.5%. Not only has the number increased, but the quality of private enterprise operations has also continued to improve significantly. Last May, the Vietnam Chamber of Commerce and Industry (VCCI) announced that Quang Ninh is among the leading localities nationwide in both the PCI and BPI indices. Notably, the percentage of businesses reporting profits reached over 72%, the highest among the leading localities; and the percentage of businesses with domestic supply chain linkages reached over 68%.
Quang Ninh is gradually building a modern, innovative, and sustainable business development ecosystem. The province has issued many plans to support small and medium-sized enterprises (SMEs); provide legal support for businesses and household businesses; and promote the conversion of household businesses into enterprises. Priority is given to implementing the Smart Border Gate Project, developing 5G and IoT infrastructure in industrial parks and economic zones; and promoting businesses to apply digital technology in management and production. Currently, 100% of businesses in industrial parks use digital platforms and pay taxes electronically.
With innovative thinking, decisive action, and genuine support for businesses, Quang Ninh is gradually realizing its goal of building the private sector into a crucial growth engine, contributing to rapid, sustainable development and enhancing the competitiveness of the local economy in the new era.
