Synchronizing infrastructure ensures energy security.

Along with the rapid development of industry, services, and urbanization, the demand for energy in the province is increasing. In response to this demand, the province is focusing on removing obstacles, promoting key projects, and improving the energy supply capacity for production and daily life.

Along with storage capacity, the petroleum distribution network in the province continues to expand with 178 retail outlets, including 139 land-based outlets and 39 offshore outlets, basically meeting the needs of consumption, production, and goods circulation of people and businesses in the area.

To enhance storage capacity and ensure energy security, in the coming period, according to the National Petroleum and Gas Storage and Supply Infrastructure Plan for the period 2021-2030, with a vision to 2050, Quang Ninh province is planned to build five new large-scale petroleum storage facilities in key locations such as: Van Gia Petroleum Storage Facility, Hai Ha Port Industrial Park Petroleum Storage Facility, Quang Yen Petroleum Storage Facility, Dong Trieu Petroleum Storage Facility, and Yen Hung Petroleum Storage Facility. Currently, the Yen Hung Petroleum Storage Facility project in Bac Tien Phong Industrial Park, invested by Yen Hung Liquid Cargo Port Joint Stock Company, is undergoing investment preparation procedures and is expected to be operational in the first quarter of 2027. For the remaining four projects, the province is continuing to promote and attract investment to ensure early implementation according to the plan.

In addition, the province directed TKV and the 19th Army Corps to improve production capacity and overcome difficulties at the mines to ensure coal production according to plan. In 2025, the Ministry of Agriculture and Environment issued, renewed, and adjusted 17 mining licenses and issued 5 new exploration licenses, contributing to stable production. As a result, clean coal production reached 42.93 million tons, exceeding the plan by 2.1 million tons.

In the power sector, the province continues to prioritize investment in the development of transmission and power supply infrastructure to meet the needs of industrial, service, and urban development. To date, many key projects have been completed and put into operation, such as the Hoành Bồ 110kV transmission line and substation project, the Hùng Thắng 110kV transmission line and substation project, and the Texhong Hải Hà 2 substation. Several other large projects, such as the Nam Hòa 220kV substation and the Yên Hưng - Nam Hòa 220kV transmission line, are also being actively implemented.

Synchronize solutions

Over the past period, departments, agencies, and localities have actively implemented many solutions to overcome difficulties and obstacles and accelerate the progress of key projects in the province. Accordingly, the units have advised the Provincial People's Committee to work with the National Power Transmission Corporation, the Northern Power Corporation, and the Quang Ninh Power Company to resolve outstanding issues related to land and site clearance, thereby creating favorable conditions to promote the progress of power projects. At the same time, the functional agencies have also urged the LNG Gas Power Joint Stock Company to complete procedures on land allocation, land lease, and sea surface use, etc., in order to soon implement the LNG gas power plant project.

Simultaneously, to ensure safe, stable, and continuous coal mining and processing operations, especially during the upcoming rainy and stormy season, the Department of Industry and Trade has urged TKV and the 19th Army Corps to implement the Provincial People's Committee's directive on the framework scenario for responding to non-traditional security threats in the energy sector in Quang Ninh province for the period 2026-2030. This requires units to proactively implement preventive and response measures to minimize potential incidents during coal mining and processing, contributing to national energy security and maintaining the important role of the coal industry in the province's economic growth.

Mr. Nguyen Tien Dung, Deputy Director of the Department of Industry and Trade, said: Currently, the Department of Industry and Trade continues to closely monitor the operation of thermal power plants, promptly resolving difficulties and obstacles, and coordinating the development of production plans for 2026 for these units. In addition, the work of disseminating information, providing guidance, and encouraging the development of self-produced and self-consumed rooftop solar power continues to be strengthened, creating favorable conditions for people and businesses to participate in investment. To date, the total capacity of self-produced and self-consumed rooftop solar power in the province has reached approximately 50MW.

Along with developing existing power sources, the Department of Industry and Trade is coordinating with the National Power Transmission Corporation and the Northern Power Corporation to accelerate the implementation of procedures for developing electricity import projects from China. This includes focusing on completing detailed planning, construction design appraisal, environmental procedures, land use conversion, and forest land use conversion to other purposes, in order to bring the projects into implementation as soon as possible.
