Building a drug-free "green zone"

Drug prevention is always a central and continuous task to maintain security and order. With many diverse solutions, the province focuses on building drug-free areas, aiming for a safe and healthy living environment. By 2025, the province aims to have 14/54 communes, wards and special zones free of drugs, equivalent to 25%, higher than the national target of 20%. By 2030, the province strives to have at least 50% of commune-level areas free of drugs.

Quang Ninh is a locality with many road, sea and international border crossings, which pose a potential risk of drug crimes being transferred and transported through the area. Recently, the provincial police have launched many high-profile campaigns to attack and destroy complex routes and points; increased patrols and tightened border areas, seaports, border crossings, national highways and expressways. Many drug cases have been discovered and strictly handled in Mong Cai, Hai Ha, Cam Pha, Uong Bi (old)... with a large amount of evidence.

Local police have thoroughly handled many illegal drug use venues in karaoke establishments, motels, and hotels; at the same time, strictly managed conditional business establishments, preventing the formation of new hot spots. The investigation, prosecution, and trial of drug cases have been accelerated by the joint efforts of the Police, the Procuracy, and the Court, ensuring deterrence and general prevention in the community. As of November 2025, the authorities have arrested and handled 571 cases/1,397 subjects related to drugs, of which,   The police force arrested and handled 561 cases/1,386 subjects; seized 13,252.88 grams of heroin, 2,930.21 grams and 259 ml of synthetic drugs , 2,001.1 grams of dried cannabis, 1,218.8 grams of dried plants and 816 ml of solution containing synthetic cannabis, 146 drug use kits...

Propaganda and dissemination of legal education have been promoted in the direction of diversifying forms, suitable for each target group. For example, in early November 2025, in Van Don special zone, the police force organized specialized propaganda sessions for more than 700 officers and soldiers of Brigade 169 Navy and 1,372 students and teachers of Hai Dao High School. The content was presented vividly with situations and visual images, helping listeners easily recognize the tricks and initial manifestations of drug users.

Localities should proactively review and sign commitments not to grow plants containing narcotics; tighten management of boats and accommodation facilities; organize regular dialogues with fishermen to grasp information, detect violations early, and proactively grasp the local situation to prevent them from the root.

Along with that, the province has strengthened strict management of drug addicts, illegal drug users and high-risk groups. Local police have reviewed and updated records of drug addicts and users, classified them by risk level and maintained continuous monitoring. Health agencies have coordinated with the police force to promptly manage cases showing signs of psychosis and "stoned" to prevent violations and limit the occurrence of behaviors that disrupt security and order.

The treatment of addiction with substitution substances at methadone treatment facilities in the province continues to be effectively implemented. For those who still use drugs during the treatment process, the authorities closely coordinate to screen and handle them promptly. This approach helps many drug addicts stabilize their lives, while minimizing the risk of infection and relapse.

The province also requires objective inspection and evaluation, not chasing after achievements, not concealing the crime and drug situation, ensuring that it accurately reflects the reality in the communes, wards and special zones. The provincial police have established 3 inspection teams to deploy the work of building drug-free areas in key areas, directly removing difficulties, guiding each criterion, especially criteria related to drug addict management, controlling complicated points, handling drug crimes...

Thanks to drastic implementation, many localities have significantly reduced the number of violations, the number of new drug addicts, and prevented the formation of new complications. Drug prevention models have been put into practice; the role of residential groups, neighborhoods, village elders, village chiefs and social forces has been promoted; people are increasingly proactive in providing information and participating in monitoring the area. With practical and appropriate approaches to each region and area, Quang Ninh is gradually moving closer to the goal of forming many drug-free "green zones", creating an important foundation to promote socio-economic development, building a peaceful and safe life for the people.
