Quang Duc was established on the basis of merging the communes: Quang Thanh, Quang Thinh and Quang Duc (old), with a large area, complex terrain, and a population mainly of ethnic minorities living scattered in many villages and hamlets. Previously, the locality was still in a particularly difficult situation according to Program 135 and Project 196; traffic infrastructure, irrigation, electricity and water were not synchronized; people's lives were still lacking, especially the scarcity of domestic water in the dry season.
Resolution 06-NQ/TU has created an important driving force for Quang Duc to strongly mobilize development resources. In the period of 2020 - 2025, the commune attracted and invested over 36.9 billion VND in 24 essential infrastructure projects, of which domestic water supply is the top priority. Along with the traffic system, schools, cultural houses, clean water works put into use have contributed to significantly changing the appearance of the countryside, creating conditions to improve the lives and health of the people. This is also one of the important factors helping the commune complete 19/19 new rural criteria, escaping the status of a particularly difficult commune.
With mountainous terrain, some scattered residential areas, and unstable natural water sources, ensuring domestic water for the people used to be a difficult problem. Since Resolution 06, the commune has had the conditions to invest in standard, methodical water supply works. The completed projects have fundamentally solved the water shortage, helping people feel secure in their daily life and production.
Currently, in the commune, there are 4 new centralized water supply projects that have been invested and upgraded, providing domestic water for over 1,000 households, including: Quang Thinh clean water connection project with a total investment of nearly 4 billion VND, the project has a scale of providing clean water that meets standards for more than 500 households of 6 villages in Quang Thinh (old) and is directly connected from the system of Quang Ninh Clean Water Joint Stock Company. Currently, the investor and local authorities are focusing on propagating and mobilizing people to use this water source.
The Quang Hop village domestic water project with an investment cost of nearly 3 billion VND initially solved the problem of domestic water shortage in the dry season for nearly 90 households in Quang Hop village that has lasted for many years.
The central water supply project of Quang Duc commune is the largest project with a total investment of nearly 10 billion VND, serving 7 villages. The project has just been completed and is in the process of completing the handover documents, but many households have been using water, contributing to increasing the rate of households accessing clean water.
The Van Toc village self-flowing water project with an investment cost of nearly 2 billion VND, meets the domestic water needs of 34 households of Van Toc village.
After completion, the above works were all handed over to the Commune People's Committee for management and operation and were all effective, contributing to raising the rate of people using hygienic water in the commune to 100%, of which the rate of clean water use reached over 45%. People had access to stable and safe water; the rural environment was also significantly improved, contributing to maintaining environmental criteria in the construction of advanced new rural areas.
Mr. Pham Van Tho, Chairman of the People's Committee of Quang Duc Commune, said: "The biggest goal of Quang Duc in the coming period is to comprehensively improve people's lives, build a sustainable, civilized and modern commune. In particular, clean water is an important criterion to ensure health and improve the quality of life of the people. The commune will be determined to mobilize maximum resources and implement solutions to complete this goal."
Accordingly, Quang Duc commune aims to continue implementing the clean water connection project to serve 6 villages in the old Quang Thanh area in the 2026-2030 period, with a total estimated investment of nearly 8 billion VND. When the project is completed, the rate of people using clean water from the commune's centralized water supply system will exceed 80%, meeting the province's sustainable development orientation and environmental criteria in the new period.
To achieve this goal, the commune has proposed many synchronous solutions, including continuing to mobilize resources from national target programs, Resolution 06 and socialized sources to invest in clean water infrastructure; strengthening management, maintenance and effective operation of existing works, ensuring continuous and stable water sources; encouraging people to use clean water, raising awareness of protecting water sources and environmental sanitation; applying digital transformation in water quality management and monitoring; coordinating with specialized units to train on-site forces to operate works in accordance with technical standards.
With the drastic and synchronous participation of the Party Committee, the government and the people, along with the correct orientation from Resolution 06-NQ/TU, the problem of domestic water in the mountainous and border commune of Quang Duc is gradually being solved. This is an important premise for the locality to continue to develop rapidly and sustainably, maintain national defense and security and improve the quality of life for all people.
