Thanh Hoa Provincial National Assembly Delegation summarizes work in 2025, identifies key tasks in 2026

In the context of the final year of the term with many new and urgent requirements in innovation of legislative work, streamlining the apparatus and building a modern national governance, the Provincial National Assembly Delegation has strived to overcome difficulties and well performed the tasks according to the set program.

Comprehensive implementation of tasks in 2025

2025 is the final year of the 15th National Assembly term, the year the Party and State focus on drastically implementing many important policies related to streamlining the organizational apparatus, rearranging administrative units at all levels, building a modern, effective and efficient national governance system, and especially innovating thinking in law-making.

That context has posed many new, urgent, and unprecedented requirements for the activities of the National Assembly; requiring the agencies of the National Assembly and the National Assembly delegations, including the National Assembly delegation of Thanh Hoa province, to constantly innovate and further improve the quality and efficiency of their operations.

Reporting at the conference, Deputy Head of the National Assembly Delegation of Thanh Hoa province Mai Van Hai said that in 2025, despite changes in personnel, the activities of the National Assembly Delegation of the province will still be maintained in a disciplined, responsible and effective manner.

In the legislative work, the Delegation collected opinions on 51 draft laws and contributed to 8 policy documents; delegates actively spoke at the meeting hall and discussed in groups, with a total of 224 opinions, making practical contributions to the legislative activities of the National Assembly.

National Assembly deputies always seriously fulfill their responsibilities, actively study documents, participate in speaking at National Assembly sessions; conferences, seminars, and talks organized by the National Assembly Standing Committee and National Assembly agencies to participate in examining and giving opinions to perfect draft laws and resolutions of the National Assembly.

In the supervision work, the Delegation has deployed 3 supervision topics and 1 survey topic as planned, focusing on the fields of environment, human resources, citizen reception, complaint and denunciation settlement and management of extra teaching and learning in the area. The Delegation also sent delegates to participate in 4 supervision delegations of National Assembly agencies working in the locality.

TXCT activities continued to be strengthened, with 26 meetings before and after the session; synthesizing 105 groups of opinions and recommendations sent to central and local agencies. The work of monitoring and responding to recommendations was seriously implemented, in which central ministries and branches resolved 40/53 groups of recommendations before and after the 9th Session; 6 groups of recommendations sent before the 10th Session received responses.

In receiving citizens, from the beginning of the year to November 2025, the Delegation organized 9 citizen reception sessions, received 195 petitions, and transferred 55 petitions to competent authorities for consideration; to date, 35 petitions have been resolved.

The delegation also closely coordinated with the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and central agencies to carry out supervision activities, contact voters, and build laws; and at the same time, organized many meaningful activities towards the 80th anniversary of the first general election to elect the Vietnamese National Assembly.

Discussing at the conference, the provincial National Assembly deputies acknowledged the positive results in the activities of the Delegation in the context of many changes in personnel work, and a huge workload in the last year of the term. In particular, the delegates agreed that law-making is a key task, throughout the activities of the National Assembly deputies and the National Assembly Delegation. 2025 is the year the National Assembly has developed a huge volume of draft laws and resolutions. The National Assembly Delegation of Thanh Hoa province has always been active and proactive in researching to have quality opinions in group discussions and hall discussions, which have been recognized by the National Assembly and highly appreciated by voters.

At the conference, the National Assembly deputies also praised the spirit and responsibility and highly appreciated the National Assembly Affairs Office for doing a good job of advising and serving, contributing to the overall achievements of the National Assembly Delegation in 2025.

In addition, the National Assembly deputies also frankly acknowledged the limitations. That is: due to the large legislative tasks in 2025, many laws are difficult and complicated, but the documents, draft laws, and draft resolutions are sent late, so the National Assembly deputies have little time to study, and the comments on the development of some laws are still limited.

Not to mention, 2025 is a special year with changes in the local government organization model, so monitoring and field surveys have certain limitations, and some topics have not been implemented. Some National Assembly deputies work part-time due to the large workload, difficulty in arranging time and personal work plans, so they cannot fully participate in thematic monitoring and field surveys.

Carry out 5 key tasks well

Based on the results achieved in 2025, the National Assembly Delegation of Thanh Hoa province has identified key tasks to be implemented in 2026.

The National Assembly deputies said that the Delegation needs to continue to uphold the spirit of solidarity, strengthen democracy, publicity, transparency, improve and innovate its methods of operation to improve the quality of its activities. In particular, it needs to uphold the sense of responsibility towards voters, regularly meet voters and citizens; constantly study to improve legal knowledge, expertise and social awareness to meet the requirements of the deputies; and arrange time to fully participate in the Delegation's activities.

The activities of the Delegation must closely follow the realities of local political , economic and social life; promote the responsibility of delegates to voters, be closely connected with voters; closely coordinate and promote the intelligence and responsibility of agencies, levels, sectors and people of all walks of life in all activities of National Assembly deputies and the National Assembly Delegation.

In addition, the Delegation continues to improve the quality and effectiveness of supervision work; be more proactive and creative in selecting supervision content and topics, focusing on urgent and prominent issues of the locality and the whole country. Strengthen thematic supervision, supervise the settlement of voters' petitions. At the same time, innovate and improve the quality of voter contact activities; strengthen thematic voter contact, focusing on issues of deep concern to voters.

Promote the role of the Youth Union in participating in law-making, be more active and proactive in contributing opinions to draft laws and ordinances, especially on issues directly related to localities.

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Mai Van Hai acknowledged and highly appreciated the sense of responsibility, efforts, solidarity and dedication of the National Assembly deputies during the working process with many pressures, many innovations and a large workload in the final year of the 15th National Assembly term.

The Deputy Head of the Provincial Delegation of National Assembly Deputies requested the delegates to seriously learn from the shortcomings pointed out at the conference, especially the difficulty in studying legal documents due to the short time; some supervision topics have not been implemented as planned; the time allocation of part-time delegates is still limited. The National Assembly Deputies need to continue to promote their individual roles and proactively overcome difficulties to further improve the quality of their activities in the coming time.
