General Secretary: Clearly define the role of the police force in contributing to the implementation of 3 strategic goals

The General Secretary emphasized that the police force must play a core role in ensuring peace and stability; promoting sustainable development; and improving people's lives.

On the afternoon of December 4, the Central Party Committee of the Public Security held a 2025 Conference to give opinions on the reports summarizing the work in 2025, the directions and tasks for 2026, and documents submitted to the 81st National Public Security Conference.

The conference is of great significance, serving as a basis for the Central Party Committee of the Public Security to determine the key tasks of the sector in 2026 and the following period. In 2025, the entire People's Public Security force has made efforts to synchronously deploy solutions, completing many major goals in protecting national security, maintaining social order and safety and building the force. Notably, it has absolutely ensured security and safety for especially important political events of the country; proactively prevented and fought against all types of crimes, contributing to maintaining political stability and creating a favorable environment for socio-economic development.

The Public Security force continues to play a core role in the national digital transformation process, providing important databases for state management, developing the digital economy and digital society, creating favorable conditions for people and businesses. Party building and force building have many innovations, notably the streamlining of the organization, effectiveness and efficiency; clear decentralization and delegation of powers; promoting the initiative of Party committees at all levels.

The Party Congresses at all levels of the People's Public Security and the 8th Central Public Security Party Congress were successfully held in the spirit of innovation and action. The Public Security force also actively implemented social security, supported the people in natural disasters and floods, demonstrating the spirit of "Serving the People".

In his speech, General Secretary To Lam acknowledged the results achieved and requested the People's Public Security force to concentrate at the highest level to absolutely protect the security and safety of the 14th National Party Congress, the election of the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term.

The General Secretary proposed clearly defining the role of the police force in contributing to the realization of three strategic goals: peace and stability; sustainable, high-quality development; and improving people's lives.

General Secretary To Lam emphasized the need to continue building a revolutionary, disciplined, elite, and modern People's Public Security force; maintain discipline; improve the quality of cadres; promote the application of science and technology; and be determined to create products and clear results in each field of work. He believed that the People's Public Security force would excellently fulfill its tasks, worthy of the trust of the Party, State, and People.
