Hanoi has just issued a strong directive, requiring relevant units to complete site clearance work before December 31, 2025 and carry out construction at lightning speed with the spirit of "3 shifts, 4 teams", ensuring that key traffic projects are completed soon, creating a solid foundation for the APEC 2027 event.

Hanoi speeds up construction of bridges across rivers

Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan signed and issued Official Dispatch No. 6381/UBND-DT (dated December 3, 2025), officially implementing the direction of the City Party Committee in Notice No. 88-TB/TU. This move affirms the City's determination to accelerate the progress of investment in construction of basic traffic works.

Land acquisition and clearance must be completed before December 31, 2025.

Regarding site clearance, the Official Dispatch clearly stated the urgent and decisive requirements. The People's Committees of communes and wards in many districts of Hanoi (such as Tay Ho, Long Bien, Dong Anh, Thanh Tri, Hai Ba Trung, Me Linh...) along with communes in Hung Yen province (Van Giang, Phung Cong, Me So) are required to complete all site clearance work before December 31, 2025. The goal is to hand over clean sites to the City Traffic Construction Investment Project Management Board (CMBPM). At the same time, the City's Departments and branches must coordinate to move underground and above-ground works, ensuring completion before the first quarter of 2026.

Notably, the City assigned units to continue reviewing and proposing specific mechanisms and policies on site clearance, compensation, and resettlement. These proposals will be included in the draft Resolution on specific mechanisms being developed and submitted to the National Assembly , and updated during the process of amending the Law on the Capital and the new Resolution replacing Resolution No. 15-NQ/TW, expected to be submitted to the National Assembly at the first session in 2026.

"Lightning speed" construction requirements, rolling day and night

Regarding construction progress, the City People's Committee requires the Project Management Board and construction units to focus on mobilizing all human resources, equipment, and machinery to organize construction simultaneously, strictly applying the "rolling" principle. Contractors must build a "critical progress line" according to the countdown completion milestone.

The city launched an emulation movement with the spirit of "3 shifts, 4 shifts", requiring urgent and strong participation. The goal is not only to ensure completion on schedule but also to strive to complete a number of key projects early (such as the bridges: Tu Lien, Tran Hung Dao, Ngoc Hoi...) before the APEC 2027 Conference takes place.

Untangling the knots of specific materials and mechanisms

To ensure resources for construction, the City has given close instructions. The Department of Agriculture and Environment was assigned to advise the City People's Committee to issue a document requesting the People's Committees of Phu Tho and Ninh Binh provinces on the supply of construction materials. This Department must preside over and closely coordinate with the functional agencies of the provinces to ensure adequate supply of construction materials in accordance with the spirit of Resolution No. 66.4/2025/NQ-CP of the Government.

Along with that, the Department of Agriculture and Environment was also assigned to coordinate to grasp the situation and advise the Ministry of Agriculture and Environment to pay attention to and remove difficulties and obstacles related to dykes, creating conditions for Hanoi to soon start and construct projects according to the general schedule.

Finally, the City Police were assigned to strengthen inspection, combat, prevent and strictly handle illegal mining and trading of minerals, as well as speculation, hoarding and trading of minerals of illegal origin, in order to stabilize the market and supply of raw materials.

Hanoi's latest directive shows high concentration, using specific mechanisms to completely resolve bottlenecks in site clearance and materials, ensuring key transport projects are completed on time, creating development momentum for the capital, towards the important international event APEC 2027.
